Description — EOD Equipment
Explosive Ordnance Disposal (EOD) Equipment procures Navy EOD required tools and equipment developed to support a lethal, agile, and resilient force. In alignment with efforts to modernize in accordance with the National Defense Strategy, EOD Technicians require specialized tools to enable dynamic maneuver of Ships, Submarines, and Aircraft against near peer adversaries through the render safe and mitigation of explosive hazards on land and underwater. EOD Equipment supports 134 EOD Platoons both OCONUS and CONUS operations that allow the ability to detect, access, diagnose, render safe, exploit, and dispose of threats to National Security. Threat analysis and prosecution requires increased standoff distances from increasingly lethal, dynamic and advanced weapons system threats fielded by near peer adversaries. VN870: Procures Joint Counter Radio-Controlled Improvised Explosive Device (RCIED) Electronic Warfare (CREW)/AN/PLT-6(V)1 (replacement for AN/PLT-4) systems that disrupt enemy command and control radio frequency (RF) communications associated with IEDs. Funds also procure hardware upgrades for fielded systems required to maintain capability against the evolving advanced threat. CUAS/DRAKE: Procures Counter Unmanned Aircraft (C-UAS) systems that disrupt enemy command and control radio frequency (RF) communications associated with small-UAS. Funds also procure hardware upgrades for fielded systems required to maintain capability against the evolving advanced threat. VN075: EOD Robotics: Provides USN EOD Robotics outfitting for performing UXO and IED clearance operations in remote locations or forces directly supporting maneuver forces to provide access to battlespace and ensure freedom of navigation. VN077 NAVY EOD EQUIPMENT: Procurement provides the recapitalization and modernization of EOD equipment and will address Table of Allowance (TOA) shortfalls. FY 2025 matches the Base for Reprogramming Actions, DD 1414 and does not include supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50). In FY 2025, DON has received $26.6 million for the procurement of DRAKE Combat Operations NAVCENT.
Justification
Justification — EOD Equipment
The FY 2026 request was reduced by $0.031 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." VN077 Navy EOD Equipment - FY 2026 funding for Navy EOD Equipment supports the modernization and advancement of Naval EOD capabilities through procurement. Obsolete and aging equipment will be replaced with advanced tools and equipment specific to operational scenarios as well as future threats. Partial procurement of Spectral Radiation Monitors (SRM-50) replaces legacy monitoring systems for EOD forces to maintain mission effectiveness and operational relevance to combatant commanders. The current capability does not enable Navy EOD Forces to effectively support their counter weapons of mass destruction mission. The Timed Firing Device (TFD) allows for precise detonation at fixed times set in the field, as well as programmed times set in advance of operations, reducing the chance of early detonation before the EOD technician can reach a safe standoff distance, while simultaneously allowing EOD operations in communications denied environment. Breakout of FY26 OPN SRM-50, $2.586 procures 81.5 SRM-50s TFD, $2.00M procures 1.053 TFDs VN870 JOINT CREW - FY 2026 Funding decrease due to procurement of AN/PLT-6(V)1 systems to replace obsolete AN/PLT-4 emplaced systems in FY 2025, no requirement for additional systems in FY 2026. CUAS/DRAKE - FY 2026 increase due to new requirements for OPNAV N95 to meet updated Allowed Equipment List and total procurement totals for Inc 1 retrofit kits.
