Description
Description — Tomahawk Support Equipment
The Theater Mission Planning Center (TMPC) and Tactical Tomahawk Weapons Control System (TTWCS) are components of the Tomahawk Weapons System (TWS) required to plan and execute Tomahawk strikes. The Theater Mission Planning Center (TMPC) consists of Commercial and Government Off-The-Shelf (COTS/GOTS) software and COTS hardware. TMPC is the mission planning segment of the Tomahawk Weapon System (TWS) that provides subsystems for the precision targeting, weaponeering, route planning, mission distribution, and strike management of Tomahawk cruise missile missions from sites located ashore and afloat. TMPC optimizes all aspects of the Tomahawk missile mission to successfully engage a target. TMPC is employed in major joint combat operations and Overseas Contingency Operations. TMPC has evolved into four scalable configurations deployed at 179 sites: Cruise Missile Support Activities (CMSAs) (3), Tomahawk Strike Mission Planning Cells (TSMPCs) (3), Carrier Strike Groups (CSGs) (21 Total: 11 CVNs and 10 Shore Sites), and Firing Units (FRUs) (133 Total: 83 Surface and 50 Subsurface). Additionally, TMPC is installed in Labs (6) and Training Classrooms (13) that contain various combinations of the four configurations. TMPC provides mission planning at the theater and operational levels and is designed for high-rate mission planning production responsive to national strategic, operational, and tactical requirements. TMPC produces and distributes missions; provides command information services; provides strike planning, execution, coordination, control and reporting, and provides Maritime Component Commanders (MCC) the capability to plan or modify conventional TWS missions. TMPC supports major joint combat operations and Overseas Contingency Operations. Funds provide for systems engineering, testing, Independent Verification & Validation (IV&V), security accreditation, installation, site acceptance testing, user familiarization of products, and hardware. Also, this funding line item provides for COTS refreshment, engineering changes, software upgrades, cyber-security modernization, and associated Nuclear Powered General Purpose Attack Submarine/Guided Missile Destroyer/Guided Missile Cruiser/Nuclear Aircraft Carrier (SSNs/DDGs/CGs/CVN) logistics and infrastructure to maintain compatibility and interoperability with existing and future TMPC and TTWCS system configurations. Tactical Tomahawk Weapon Control System (TTWCS) is a Software Acquisition Pathway Program, initiated in FY 2024 that supports 8 fielded software variants of the Tomahawk Weapons Control System. Continuous TTWCS software and hardware updates increase situational awareness, reduce operator workload and reduce complexity at the user interface and address software backlog correctives. The TTWCS v5.6X software series was released in FY 2021 and continues to be delivered adding additional capabilities across the Fleet FRUs (133 Total: 83 Surface and 50 Subsurface), labs, and training classrooms. The TTWCS v7.X software suite began development in 2024. Funds continue to support TTWCS viability and ensure compliance with cybersecurity mandates, and address hardware obsolescence through periodic COTS/GOTS hardware and software refreshes. Funds utilized to design the next generation hardware suites/configurations to meet evolving performance requirements, perform counterfeit analysis, and ensure Tomahawk system of system alignment. In FY 2026, modernization initiatives to software configurability, software language, and Human Computer Interface activities will provide added improvements to the TTWCS suite of software products. Specifically, the increase will execute the modernization and consolidation of legacy software code to contemporary software languages (including the elimination of Ada), from software development techniques including containerization, middleware, microservices, and modularity upgrades to increase flexibility across platforms and users. Enhancements to the automation of test scripts and DevSecOps, will commence in FY 2026 and continue through FY 2030. The modernization efforts are required to ensure an enhanced security architecture design provides a flexible and modern software system to meet Fleet needs cybersecurity and ease of focused modernization activities.
Justification
Justification — Tomahawk Support Equipment
The FY 2026 request was reduced by $2.640 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $3.084 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." This line funds TMPC and TTWCS system modernization upgrades. FY 2026 Tomahawk Weapons System funds provide for integration, modernization and interoperability efforts necessary to keep pace with changes and threats, retain capability and exploit capabilities of internal products (TWS All-Up-Round missile and TTWCS) and external products (Modernized Integrated Data Base (MIDB), National Geospatial Intelligence Agency (NGA) products, Distributed Common Ground Systems (DCGS) Integrated Backbone (DIB) compliance, Future Imagery Architecture (FIA) imagery formats and Intelligence Surveillance & Reconnaissance (ISR) interfaces, Network Centric Enterprise Services (NCES), and Global Information Grid. These efforts ensure the continued effectiveness and relevance of the Tomahawk Weapons System. TMPC: FY 2026 funding is required to continue the upgrade of unsupportable and obsolete TMPC hardware and software, ensure compliance with DoD cyber-security mandates, and continue fielding TMPC 7.X. FY 2026 also funds upgrades necessary to improve cybersecurity posture across all TMPC sites to a minimum required level of robustness, resiliency, and cyber survivability in light of the constantly evolving technology and threat space to preserve national first-strike Tomahawk system of systems capability. These upgrades are required for development of TMPC 8.X, fielding TMPC 7.X, and support the employment and capability of the Joint Multiple Effects Munitions (JMEWS) and Maritime Strike Tomahawk (MST) programs. These upgrades enable fielding of advanced capabilities of the Tomahawk Modernization program with required program protection safeguards to protect Critical Program Information. The increase in funding in FY 2026 is for the upgrade and integration of TMPC X. This new version of TMPC will be a ground up redesign of the three major components of TMPC: TPS, TNT, and MDS. This redesign will include modern software development and architecture implementation, increased system performance, integrated cyber protections, reduced mission planning times as well as other system improvements. TMPC X will also provide the warfighter with a modern software suite that will support the current TWS mission and will allow for a more rapid delivery of future TWS requirements. The system will include networking equipment to integrate with the naval data exchange for unified strike planning and execution system to provide all source multi-intelligence data at multiple levels of security to strike mission planners. TMPC will incorporate cross domain solution capabilities to include data exchange with the Next Generation Mission Planning System. TTWCS: Increase in funding in FY 2026 initiates modernization to software configurability, software language, and Human Computer Interface activities which will provide added improvements to the TTWCS suite of software products. These improvements ensure an enhanced security design, provide a flexible and modern software system to meet Fleet cybersecurity needs, and support focused modernization activities going forward. FY 2026 funding is required to continue addressing specific security and supportability builds for current software builds, procurement, and assembly activities associated with contemporary hardware integration efforts to support Tomahawk missile capabilities. FY 2026 funding supports the continued fielding of updated hardware and software releases to Firing Units, and integrated logistics support. Other FY 2026 activities include HW procurement, installation planning, modernization activities, long-term planning of future software versions, and technical data packages. Product improvement resources are required to comply with commercial hardware and software supportability mandates, obsolescence, and information assurance requirements to maintain pace with modern computing architectures and evolving cyber threats. TTWCS relies on COTS hardware and software tools that require a stable and established upgrade path to meet cyber security mandates, address supply chain risk management, ensure continued vendor supportability, quality assurance, and ensure interoperability between COTS software applications, operating systems, and hardware processing nodes.
