Description — First Destination Transportation (AMMO)
First Destination Transportation (FDT), as outlined in the DoD Financial Management Regulation (DoDFMR) 7000.14-R Volume 2A, Chapter 1, Para 010205, is that "transportation required to deliver new, an upgraded model, or recapitalized production items from the manufacturer's plant or source of procurement to the first point of delivery where the Military Service or Defense Agency takes possession and/or ownership of that item. The procurement source, as used herein, is any supplier outside the DoD supply system or any DoD industrial activity that fabricates new materiel. The procurement source or the first point of delivery may be in the Continental United States (CONUS) or overseas."
Justification
Justification — First Destination Transportation (AMMO)
FY 2026 base funding of $18.600 million is required to support the distribution of Army ammunition end items and components IAW DoD FMR 7000.14-R, Volume 2A, Chapter 1, Para 010205 (Interim Transportation). Distribution originates from and to CONUS and overseas manufacturing plants/contractors and/or assembly points (e.g., Army Ammunition Plants, Arsenals, Depots, Contract Management Centers to include Off-shore Procurement Contractors shipping under Free On-board shipping origin terms). Requirements are either destined for CONUS depots for acceptance into the Army Supply System, to CONUS customers, to CONUS Arsenals, or to ports of embarkation in support of the Call Forward Program (i.e., Training, War Reserve, or the Overseas Contingency Operations). Funding requirements for this effort promotes readiness and are forecasted based on the overall hardware procurement projections across the Army in a given fiscal year along with associated shipping costs. Funding promotes readiness and supports planned Army Ammunition procurements to avoid failing to meet FOB Origin delivery terms across ammunition contracts.
