Description

Description — Comm Switching & Control Systems

Communications Security (COMSEC): The USMC COMSEC Commodities Management Office (CSCMO) provides support for installations and designated acquisition program COMSEC requirements, intermediate logistics, and configuration management. COMSEC provides support for Protected Secure Voice and Data transmissions, Key Management Infrastructure (KMI), the National Security Agency (NSA) directed Cryptographic Modernization of the COMSEC infrastructure, Installations (base, posts, and station), and platforms. COMSEC CMO ensures the protection of Marine Corps and Joint cyberspace systems from exploitation and attack. Cyberspace systems include wired and wireless telecommunications systems, Information Technology (IT) systems, and the content processed, stored, or transmitted therein. Rapid changes in the underlying commercial and government cyber infrastructures makes cyber security an increasingly complex and dynamic problem. CSCMO provides the Warfighter the essential information trust characteristics of availability, confidentiality, integrity, authentication, and non-repudiation. Joint Communications Support Element (JCSE): Joint Communications Support Element (JCSE), headquartered at MacDill Air Force Base, Florida, rapidly delivers secure, reliable, and scalable command, control, communications, and computer capabilities (C4) ranging from small mobile team missions to full Joint task force headquarters (JTF HQ) deployments. Combat Data Network (CDN): The CDN provides a modular, integrated and interoperable suite of deployable network infrastructure equipment that facilitates network hosting, routing and switching capability across all tactical echelons of the Marine Air-Ground Task Force (MAGTF). CDN enables Non-secure Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet) and coalition network enclaves and serves as the hardware component responsible for hosting the Marine Corps tactical cloud (Common Hosting Environment (CHE)). The CHE tactical cloud hosts warfighting applications and services that support Command and Control (C2) at the tactical edge. The CDN bridges the gap between current capabilities and the future of the tactical data communications systems, Operational Command Post (OCP). OCP introduces several critical new capabilities to support the force and to improve command and control and situational awareness in a contested communications environment. These materiel solutions will further enhance current cybersecurity resiliency, provide greater kill chain and kill web facilitation and enhancements, expand tactical connections, and provide critical user interface upgrades to increase the speed of information and command post efficiency. New capabilities include the following items: NIPRNet and SIPRNet wireless capabilities, Cross Domain Solutions, enhanced tactical connections (via Radio over Internet Protocol (RoIP) and 5G cellular), upgraded audiovisual equipment, tactical chat enhancements, and the ability to host Artificial Intelligence and Machine Learning (AI/ML) enabled applications.

Justification

Justification — Comm Switching & Control Systems

FY 2026 Base Appropriation Request $100.712M ($100.409M Active; $0.303M Reserve): COMSEC: $0.452M ($0.159M Active, $0.293M Reserve). FY 2026 Base and Reserve funding supports Engineering Change Proposal upgrades to currently fielded assets, Simple Key Loader refresh fielding, procurement of replacement equipment, ancillary devices, and program support for product verification and validation testing. JCSE: $0.512M ($0.502M Active, $0.010M Reserve). FY 2026 Base and Reserve funding procures capabilities for narrowband, wide band and protected satellite communications (SATCOM) terminals and systems, tactical radios, terrestrial communications systems, and satellite hubs. CDN: $99.748M (Active). FY 2026 funding supports continued procurement of Operational Command Post (OCP) and the Combat Data Network (CDN) Network Equipment. Cost Element 3.1 (Fielding/Kitting/Training) funds will support acquisition, logistics, manpower support, personnel, and training analysis as well as training plan development and associated support. Cost Element 3.2 (CDN Network Equipment) provides continuation of CDN network equipment (servers, routers, and switches) upgrades required to maintain security posture and mitigate cybersecurity threats. Cost Element 3.3 (Operational Command Post) will provide OCP Capabilities such as NIPRNet/SIPRNet wireless, tactical chat enhancements, tactical connections to 5G cellular infrastructure to increase bandwidth, kill chain and kill web facilitation and enhancements, updated cyber-resilient initiatives, intuitive graphic user interfaces (GUIs) for commander's situational awareness, and updated audio-visual equipment and software to increase the speed of information and command post efficiency. The stand-alone capability of CDN and OCP directly supports the concept of small, tactical Marine formations conducting Expeditionary Advanced Base Operations. The increase from FY 2025 to FY 2026 is due to Program Office Support continuing the procurement of Fielding/Kitting/Training of Operational Command Post - Light (OCP-L) variant and the Combat Data Network (CDN) Network Equipment Refresh to support OCP-L. The FY 2026 request was reduced by $0.597 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
