Description

Description — Command Post Systems

Networking on the Move (NOTM) - NOTM is a critical CMC Force Design program, essential to achieving Force Design full operational capability (FOC) by 2030. NOTM is a critical enabler for "Command and Control (C2) in a Degraded Environment," a Force Design Line of Effort. NOTM enables persistence inside contested environments, and the conduct of sea denial operations as part of the Naval Expeditionary Force. NOTM achieves this by providing a state-of-the-art turn-key open architecture solution that enables forces to exercise C2 across operational domains - land, sea, air, and while transitioning between domains, by providing terrestrial line of sight and beyond line-of-sight satellite communication gateway services, and access to services and applications that enable forces to exercise C2 while transitioning between static and mobile positions. NOTM provides critical radio, voice, and C2 datalinks to key leaders in dynamic environments across multiple domains. The USMC has two NOTM programs, the NOTM Ground Combat Vehicle (NOTM-GCV), and the NOTM Airborne (NOTM-A) with requirements to field kits for the following platforms: NOTM-GCV variants include High Mobility Multipurpose Wheeled Vehicle (HMMWV), Joint Light Tactical Vehicle (JLTV), Amphibious Assault Vehicle (AAV), Amphibious Combat Vehicle - Command and Control variant (ACV-C), and Ultra-Light Tactical Vehicle (ULTV). NOTM-Air variants include systems for integration onto USMC KC-130J Hercules and MV-22 Osprey aircraft. One NOTM system for HMMWV, JLTV consists of three vehicles per system (1 Point of Presence (POP) and 2 Staff Vehicles). The HWWMV systems are being divested and will transition to JLTV system via JLTV retrofit kits. AAV variant consists of two vehicles per system (1 Point of Presence (POP) and 1 Staff Vehicles). The AAV hosted systems will be divested with the fielding of ACV-C hosted systems. ACV-C systems consist of one vehicle per system. Each NOTM system for ULTV consists of one vehicle per system. NOTM-A systems integrate onboard the KC-130J and MV-22 aircraft, providing an en route C2 capability for embarked forces. NOTM also supports Navy shipboard integration by installing NOTM Tactical Entry Point (TEP) Modem Kits (TMK) on Amphibious L-class ships to provide services to Marine Littoral Regiment (MLR) forces ashore. Handheld Command and Control (H2C2) - Provides the dismounted user at the tactical edge, handheld devices that provides integrated, on-the-move, secure, timely, and relevant Command & Control/Situational Awareness (C2/SA) information to tactical combat, combat support and combat service support commanders, leaders, and key C2 nodes. H2C2 provides leaders with a capability for selecting, managing, and assimilating relevant data and information. This allows them to pass orders and graphics that will provide the joint warfighter the capability to visualize the commander's intent and scheme of maneuver, and provide enhanced SA of friendly, reported enemy, neutral, and civilian entities. United States Marine Corps Joint Battle Command-Platform (JBC-P) is currently fielded and in sustainment. The United States Army is leading efforts for the replacement capability, which is the Mission Command Transport (MMC-T) program which the Marine Corps will procure beginning in FY 2025. MMC-T will provide the primary battlefield command and control situational awareness (C2/SA) capability for the Marine Corps through the procurement of a satellite-based tracking and communications system that will provide tactical input/output, digitized position location information, and situational awareness at the company and vehicle levels. The system consists of two separate variants: a mobile unit intended to be mounted on Marine Corps vehicles and a Tactical Operations Center (TOC) kit that will provide the command element with a full suite of blue force tracking capabilities within a combat operations center. The transition to MMC-T directly supports command and control and situational awareness at the tactical edge and joint interoperability in accordance with Force Design 2030 objectives and strategic guidance.

Justification

Justification — Command Post Systems

FY 2026 Base Appropriation Request $50.549M ($50.516M Active; $0.033M Reserve): Networking On the Move (NOTM): $38.502M ($38.469M Active; $0.033M Reserve) FY 2026 funding will support the production and fielding of NOTM-JLTV retrofit kits, the procurement of technical refresh kits to support the M-Code Global Positioning System (GPS), and continued procurement of Link-16 radios. The production and fielding of the NOTM-JLTV will assist in the modernization of the USMC vehicle fleet by enabling the divestment of HMMWV systems that currently host the NOTM capability. The M-code GPS will provide an improved, protected, and resilient position, timing, and navigation capability to both the communications systems of the NOTM and the Common Operational Picture reporting tools that aid in the battlespace awareness of the operational, theater and Joint Force Commander. The Link-16 capable radios, integrated into existing NOTM Ground Combat Vehicle, will provide direct access to maintain situational awareness of USMC, Joint, and Coalition aircraft and digitally prosecute fires missions directly with aircraft in accordance with Force Design objectives. The increase from FY 2025 to FY 2026 is related to the Electromagnetic Reconnaissance System (ERS), details held at a higher classification level. Handheld Command and Control (H2C2): $2.906M (Active) FY 2026 funding supports procurement of required hardware associated with the tech refresh of end user devices and tablets as well as program support, kitting and fielding support. The decrease from FY 2025 to FY 2026 reflects reduced procurement of handheld device tech refresh. Joint Battle Command-Platform (JBC-P): $9.141M (Active) FY 2026 funding reflects the Marine Corps' alignment with the Army to support interoperability in the Joint environment for the procurement of Mounted Mission Control - Transport (MMC-T), which is the JBC-P replacement. The transition to MMC-T directly supports command and control and situational awareness at the tactical edge and joint interoperability in accordance with Force Design 2030 objectives and strategic guidance. Additionally, FY 2026 funding procures critical hardware components to support the Marine Corps transition from the currently fielded JBC-P to MMC-T and upgrade of the transceivers and encryption devices to support the conversion of existing JBC-P systems to MMC-T. The minor increase from FY 2025 to FY 2026 is to continue the transition to the JBC-P replacement MMC-T. The FY 2026 request was reduced by $3.079 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
