Description — Items under $5 million (Comm & Elec)
Funding supports the procurement of communication and electrical items such as cameras, reproduction equipment, laptops, software, satellite dishes, and items/upgrades with a unit cost under $5M in support of the Marine Corps. Digital Media Systems (DMS) are world-wide deployable, sustainable, hardware and software solutions to enable visual information (VI) and communication capabilities in the global competitive space. DMS provides Marine Corps' communication strategy (COMMSTRAT) professionals the ability to acquire, produce and disseminate VI and reprographic products in support of operational requirements and communication objectives. To reinforce the Marine Corps reputational narrative and Force resiliency, DMS provides a capability to research, understand, assess and shape the environment while engaging key domestic and foreign publics whose trust, confidence, and understanding are mission critical. DMS enables expedient, 24/7, global access to the information environment and to high-quality information products, which are crucial to planning, battlespace awareness, decision-making processes and engaging key publics. Through DMS, COMMSTRAT Marines are the Commanders' vision into the media environment and social media sphere enabling the commander's ability to sense and make sense of the operating environment enabling the information advantage. Marine Civil Information Management System (MARCIMS) - MARCIMS is comprised of people, process and technology that operates in the full Joint, Interagency, Intergovernmental, and Multinational (JIIM) environment. It is a force multiplier which allows the Commander to leverage the process of planning, collection, consolidation, analysis, production, and sharing of civil information to support the visualization and understanding of the civil environment to the military Commander's decision-making process. Marine Air-Ground Task Force (MAGTF) Logistics Support Systems (MLS2) Radio Frequency Identification (RFID) (previously Enterprise Logistics Support Systems) (ELS2)- This is a Commandant of the Marine Corps (CMC) Force Design program. Radio Frequency Identification (RFID) devices provide a variety of read and write data storage technologies capabilities that are used to improve accuracy, timeliness, and handling. These technologies provide near-real time In-Transit Visibility and Total Asset Visibility data for US Transportation Command (USTRANSCOM) Defense Transportation System (DTS). This is critical to influence decisions by Operational Commanders and enhances our force in readiness by coordinating, synchronizing and automatically transferring data by means of Active Radio Frequency Identification (aRFID), as well as the software required to create and manage the devices, collect the information and integrate that information with other logistics data. These devices can be interrogated using a variety of means, including fixed infrastructures and portable systems. The information obtained from those interrogations is provided electronically to various Automated Information Systems (AIS) in accordance with US Transportation Command's (USTRANSCOM) Defense Transportation Regulation (DTR). The RFID project is fielded and provides procurement and life cycle management of the current RFID Infrastructures and provides RFID Hardware and Software under the Joint Army Product Lead Automated Movement and Identification Solutions (PL AMIS) Procurement Office. Combat Optics - This program encompasses all optical systems providing handheld, helmet, and weapon-mounted optic systems such as various multi-spectral sensors, low light image intensifier (I2) - to include night vision goggles (NVGs), magnified optical, laser range-finding, illuminating, short wave infrared (SWIR), Mid-Wave Infrared (MWIR), Long Wave infrared (LWIR) and pointer functionalities. Multi-spectral sensors can be used not only for target detection and engagement with Marine Corps individual and crew-served weapons, they can be used for all-weather surveillance as well. Combat Optics provide dismounted Marines with the ability to detect, recognize, identify, and engage targets during daylight and limited visibility conditions, and perform navigation and manual tasks during limited visibility conditions utilizing ambient or covert illumination. The Squad Binocular Night Vision Goggle (SBNVG) consists of Binocular Night Vision Device (BNVD) and Enhanced Clip On Thermal Imager (ECOTI), which provides a capability for close combat Marines (includes 21 infantry, 3 combat engineer, and 3 reconnaissance battalions) that enable the ability to detect, recognize, and engage targets during limited visibility, thereby increasing lethality and the probability of mission success particularly in extremely low light levels, weather, and obscurants. SBNVG also enhances maneuverability, situational awareness, and the ability for unit leaders to command and control during periods of darkness. The BNVD is issued to Marines that require an enhanced night vision capability with depth perception to perform such tasks as operating combat vehicles or providing medical treatment. Assignment of SBNVG and BNVDs is based on the services billet analysis of unit mission and individual tasks. Squad Combat Optic (SCO) is a variable-power rifle sight designed for use with all infantry service rifles. The SCO provides combat Marines an enhanced targeting capability to identify and engage daylight and near low-light targets during close quarters combat out to the maximum effective range of the M27 Infantry Automatic Rifle. The Long-Range Sniper Rifle Night Sight (LRSRNS) is a clip-on night sight that will enable target identification of a man-sized target at extended ranges. The Squad Aiming Laser (SAL) provides aiming laser capability for night/lowlight target identification, illumination, and engagement out to ranges observable by Marines equipped with SCO and the SBNVG. Squad Fire Control is an advanced fire control capability that provides the close combat Marine with an increase in lethality and overmatch through increases in first round probability of hit through utilization of accurate range determination and a ballistic calculation. Long Range Thermal (LRT) modernization will provide a handheld multi-spectral imager that provides improved observation capabilities over obsolete legacy systems for close combat formations. Test, Evaluation, & Engineering Environment (TEEE) - Marine Corps Tactical Systems Support Activity (MCTSSA), designated as a Science & Technology Reinvention Lab (STRL) in FY 2024, provides the only Marine Corps operationally relevant, Marine Air-Ground Task Force (MAGTF) Command, Control, Computers, Communications, Cyber and Intelligence (C5I) architecture environment for enterprise-level testing, engineering, analysis, troubleshooting, and solutions. This environment is designated as a Special Purpose Processing Node (SPPN)/Data Center and includes an environment for Link-16 Tactical Data Link Networks for air-to-air, ground, ship and shore targeting and messaging before Marine/Navy use in theater. Funding procures all necessary new equipment and end of service, end of life equipment required to recapitalize the environment at a level that supports acquisition program testing and engineering needs. Equipment procured includes items such as Communications Backbone, Network Backbone, Tactical Cloud Integration Backbone, Test and Engineer Tool/Data Collection, Hardware, and software with initial warranty, and necessary supplies/computers. Procured equipment allows for the environment to support programs' testing needs during all phases of the acquisition lifecycle. The environment is essential to operating forces support for fielded C5I systems, as well as evaluating USMC and Joint C5I systems in a controlled, repeatable, and re-configurable manner that reduces program risk and identifies significant deficiencies prior to fielding to the operating forces. Over forty Marine Corps C5I programs and systems rely on the environment. Operations & Maintenance (O&M) funding is used to maintain purchased equipment, as well as fund necessary engineering support. Military Information Support Operations (MISO) - Consists of the Fly Away Broadcast System (FABS) Marine Corps Variant (MCV) Family of Systems (FoS). The FABS MCV FoS provides the MAGTF Commander with a transportable, modular system capable of conveying and delivering messages via select bands within the radio frequency portion of the electromagnetic spectrum to influence select foreign groups and promote themes to change those groups' attitudes and behaviors. MISO capabilities are critical to the success of the MAGTF mission, enabling commanders to shape the information environment, counter enemy propaganda, misinformation, disinformation, and adversarial narratives. The FABS MCV FoS currently contains two variants: FABS Medium (FABS-M) and FABS Light (FABS-L). The FABS-M variant provides the MAGTF Commander with a tactical and portable system. The FABS-L variant provides the Marines a battery powered man-packable system for expeditionary operations. Marine Corps Information Operations Program (MCIOP) - Provides MAGTF commanders and the Marine Corps responsive and effective, full-spectrum Operations in the Information Environment (OIE) Information Operations (IO) to include planning and psychological operations delivery capability by means of deployable support teams and comprehensive general support IO reach-back capability in order to integrate OIE across the range of military operations within the physical, informational, and cognitive dimensions of the information environment in a Service, Joint, or Coalition setting. Signature Management (SIGMAN) - This is a Force Design (FD) program. SIGMAN will be utilized by the Marine Corps Information Operations Center (MCIOC) SIGMAN platoon to provide commanders with the ability to understand their own forces' electromagnetic signatures and the ability to disrupt adversary units. SIGMAN supports the goals of Force Design (FD). SIGMAN provides tools enabling the Fleet Marine Force (FMF) to conduct distributed operations (DO) and mass effects while minimizing electromagnetic signatures that put forces at risk for detection and targeting. SIGMAN Increment I is the SIGMAN Visualization and Planning Tool (SVPT) that provides commanders a display of their own force's electromagnetic signatures and the ability to implement measures to limit those signatures when possible. This program includes funding in support of YETI which details are held at a higher classification level. MAGTF Logistics Support Systems (MLS2) - Transportation Systems Portfolio (TSP) are the current and future Logistics Information Technology (LOG IT) capabilities used primarily to provide logistics support to the MAGTF from garrison, operating bases, the sea base, and during expeditionary operations ashore. TSP enables tactical and operational level Life Cycle Management (LCM) and Command and Control (C2). MLS2s provides the MAGTF the capability to capitalize on Naval Logistics Integration and interoperate with joint and coalition logistics partners and providers. MLS2 provides the information technology systems essential for transportation and distribution operations in accordance with US Transportation Command's Defense Transportation Regulation (DTR). The systems identified provide the data and interfaces required to provide end-to-end (E2E) integration of distribution support to expedite the flow of equipment and supplies for the Operating Forces. Includes: (1) synchronizing storage activities, distribution nodes, and transportation modes in the logistics chain, (2) integrating organic Service, DoD and commercial providers and transportation systems, (3) maximizing in-transit visibility capabilities to track, trace, and expedite equipment and supplies, and (4) placing advocates to support force deployment, sustainment, and retrograde operations. Item Unique Identification (IUID) - Integrated Marking Carts (IMC) provide the MEF and individual units the ability to replace incorrect and degraded identification Plates and Unique Item Identifier labels and leverage IUID/UII data as an Automated Information Technology solution to improve operational and logistics capabilities within GCSS-MC for accountability and auditability.

FY 2026 Base Appropriation Request: $202.679M ($202.643 Active, $0.036M Reserve) Digital Media Systems (DMS) - $3.445M ($3.409M Active, $0.036M Reserve); No significant change from FY 2025 to FY 2026. Baseline funding will provide 30 Internet Protocol Transmission Systems plus the necessary training and fielding support to deliver the equipment to the Fleet Marine Force. These systems will satisfy a Deliberate Universal Needs Statement for a worldwide, easily configurable, lightweight Proliferated Low Earth Orbit capability. This funding will also refresh 34 video cameras from the Visual Information Acquisition System. These systems are required to address obsolescence and to maintain Training & Readiness standards. Marine Civil Information Management System (MARCIMS) - $0.244M; The decrease from FY 2025 to FY 2026 reflects the completion of technology refresh procurement in accordance with the planned three-year refresh cycle. Combat Optics - $153.995M; The decrease from FY 2025 to FY 2026 reflects the completion of SCO and SBNVG procurement offset by the increased procurement of BNVD to support the fielding schedule for combat arms support units, increased procurement of Squad Aiming Laser in alignment with the infantry unit fielding plan, and the initiation of Long Range Thermal (LRT) procurement. Funding continues procurement of the BNVD and SAL. BNVD will be fielded to other Marines directly supporting close combat Marines that do not require a fused thermal imager based on mission requirements, such as vehicle drivers and medical personnel. The SAL is replacement for the AN/PEQ-16 in the Ground Combat Element, which will provide Marine Corps infantry, reconnaissance, and Marine special operation forces with the ability to effectively engage targets with precision, to ranges beyond 300 meters while utilizing fielded night vision devices such as SBNVG. In addition, funding initiates the procurement of LRT which will provide a handheld multi-spectral imager that provides improved observation capabilities over obsolete legacy systems for close combat formations. Test, Evaluation, & Engineering Environment (TEEE) - $0.935M; No significant change from FY 2025 to FY 2026. Funding continues technical refreshes for end of service software procurements. Military Information Support Operations (MISO) Fly Away Broadcast System (FABS) Marine Corps Variant (MCV) Family of Systems (FoS) - $3.952M; The increase from FY 2025 to FY 2026 reflects the procurement of FABS Light Systems, Ancillary Components & Spares, Technical Refresh & Engineering Changes for a cellular capability and Logistics & Training/Fielding Support required to deliver the capability to the Fleet Marine Force. Marine Corps Information Operations Program (MCIOP) - $0.410M; The increase of $0.020M from FY 2025 to FY 2026 is due to an increased requirement for equipment needed for remote Information Warfighter Exercise (IWX) training sites. The IWX is currently certified as the sole Joint Operations in the Information Environment (OIE) exercise in the Department of Defense. The funds will be used to continue refreshing laptops and remote IT equipment to support the IWX and real-time OIE. This funding line is allocated towards replacing systems as existing equipment reach their end of service life. Signature Management (SIGMAN) - $39.382M; The decrease of $2.618M from FY 2025 to FY 2026 reflects a decrease in hardware procurements for YETI and completion of Increment III Efforts for SIGMAN. FY 2026 funds will primarily support continued procurement and fielding of YETI systems. Further details related to YETI are held at a higher classification level. MAGTF Logistics Support Systems (MLS2) Transportation Systems Portfolio (TSP) - $0.241M; no significant change from FY 2025 to FY 2026. Funding is for hardware technology refresh of handheld terminal and portable deployment kits required to maintain in-transit visibility throughout the Defense Transportation System (DTS) distribution pipeline. This provides commanders and units with near real-time visibility of Marine Corps assets moving through the DTS. Item Unique Identification (IUID) - Integrated Marking Carts (IMC) - $.075M; The increase from FY25 to FY 2026 supports the technology refresh of the computing component of the marking cart which will reach end of life in FY 2026, and is required to maintain the capability to replace incorrect and degraded UII labels and leverage IUID/UII data as an Automated Information Technology solution to improve operational and logistics capabilities within GCSS-MC for accountability, in compliance with the DoD IUID mandate.
