Description
Description — Airborne MCM
Airborne Mine Countermeasures (AMCM) Equipment is currently deployed on MH-60S and MH-53E helicopters to counter the threat of sea mines. The Navy's MH-53E helicopter and its associated AMCM Systems are intended to be divested through FY 2028. This divestment is associated with fulfillment of the National Defense Authorization Act for FY 2018 by the Littoral Combat Ship (LCS) Mine Countermeasures (MCM) Mission Package (MP). Fielding and first deployment of the MCM MP onboard LCS occurred in FY 2025. Fleet usage has increased resulting in ramp-up of sustainment and depot activities starting in FY 2024 for MH-60S MCM systems. In-Service teams are addressing obsolescence and AMCM system updates. The equipment is divided into two categories -- minehunting and mine neutralization. In minehunting, mine-like objects are located and classified (usually by means of high-resolution sonar or optical systems). The fleeted system for this task is AN/AES-1 Airborne Laser Mine Detection System (ALMDS) on the MH-60S helicopter. Finally, mines are neutralized using explosive devices. This includes the AN/ASQ-235 Archerfish neutralizer on the MH-60S. Current world mining threats have resulted in increased operational demand of systems to perform AMCM missions. Fleets require increased AMCM capability to address warfighting gaps and the reliability, maintainability, and availability of critical systems to perform world-wide operations. The AMCM program provides systems to address a global threat and serves to deter placement of sea mines. Lack of AMCM capability will result in loss of the Fleet's ability to conduct freedom of maneuver and poses increased risk to ships operating in mine threat areas. In addition, the MEDAL MINEnet Tactical (MNT), Minefield Planning (MFP), and NSAM are software systems that have associated hardware components. MINEnet Tactical (MNT) is the Navy's single mine warfare (MIW) tactical decision aid (TDA) that provides tactical planning, post-mission evaluation, and situational awareness. Minefield Planning (MFP) is software that provides users the ability to plan and assess minefields based on user specified objective, targets, and environmental data. Net-Centric Sensor Analysis for MIW (NSAM) replaced the Organic Post Mission Analysis (OPMA) system and provides post mission analysis (PMA) capabilities for the Airborne Laser Mine Detection System (ALMDS) and the Airborne Mine Neutralization System (AMNS) and integrated contact management capabilities for ALMDS, AMNS, AN/AQS-20C. [P5 / MODIFICATIONS]: Funds support the modification and product improvement of AMCM systems to accommodate replacement of subsystems/components because of safety, maintainability, reliability, and obsolescence issues. Engineering Change Proposals (ECPs) generated from obsolescence issues and parts failures are necessary to sustain the operational availability and reliability of the Fleet's AMCM program through end of service life. Additionally, as the systems have aged, operational and intermediate level maintenance actions on the systems have failed to return assets to Ready for Issue (RFI) condition. Depot level overhauls of these systems and components are required to ensure the systems are sustainable through the end of their service life. ECPs are analyzed, prioritized, and screened to accommodate replacement of subsystems/components. Funds will also support upgrades of hardware to maintain their system's operational availability as more demanding operational support and software requirements are levied on aging hardware. Cybersecurity upgrades are required to ensure compliance with Department of Navy's Risk Management Framework process. - AN/ASQ-235 Airborne Mine Neutralization System (AMNS): Funds support a mine neutralization system that provides a remotely controlled expendable mine neutralization device deployed from the MH-60S helicopter platform to reacquire, identify, and neutralize moored and proud sea mines. Updates are planned for the Launch and Handling System (LHS). - AN/AES-1 Airborne Laser Mine Detection System (ALMDS): Funds support a mine hunting system that provides organic rapid wide-area reconnaissance and assessment of mine threats in littoral zones, confined straits, choke points, and amphibious objective areas for Carrier Strike Groups and Expeditionary Strike Groups. ALMDS is a light detection and ranging (LIDAR) system for high area coverage, rapid detection, classification, and localization of near surface and moored sea mines operating from the MH-60S helicopter platform. This funding line supports modification and product improvements of ALMDS to address obsolescence issues of a 20-year-old design. These include, but are not limited to those identified in the receiver, laser, and the Central Electronics Chassis (CEC) to ensure the systems are sustainable through the end of their service life which is projected through 2045. Modernization efforts will contribute to False Call Reduction using Machine Learning and continue software modifications to improve simulation software and cybersecurity. [P5 - 2 / NSAM]: Net-Centric Sensor Analysis for MIW (NSAM) replaced the Organic Post Mission Analysis (OPMA) system and NSAM provides post mission analysis (PMA) capabilities for the Airborne Laser Mine Detection System (ALMDS) and the Airborne Mine Neutralization System (AMNS) and integrated contact management. Additionally, NSAM will replace the AN/AQS-20C interim Post Mission Analysis (iPMA) system. NSAM will be the single tactical and environmental PMA system for all future Mine Warfare (MIW) sensor data and will provide integrated contact management capabilities. [P5 - 2 / Hardware]: FY 2024-FY 2026 NSAM funding supports hardware procurement to address Diminishing Manufacturing Sources and Material Shortages (DMSMS), obsolescence issues, and processing power requirements. Funding supports partial replacement of existing hardware. [P5 - 3 / MINEnet Tactical (MNT)]: FY2026-FY2027 funding procures MNT hardware and spares to replace obsolete computers and remain cybersecurity compliant. The funding also includes associated labor costs. [P5 - 4 / Minefield Planning (MFP)]: FY2026-FY2027 funds procure hardware for deployment and spares.

Justification — Airborne MCM
The FY 2026 request was reduced by $0.573 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." 1 / MODIFICATIONS: FY 2026 funding supports modifications, product improvements, and engineering change proposals (ECPs) of the AN/AES-1 Airborne Laser Mine Detection System (ALMDS) and AN/ASQ-235 Airborne Mine Neutralization System (AMNS) Launch and Handling System (LHS). Flight hours for ALMDS and AMNS are expected to increase due to these systems replacing the legacy systems. Both of these AMCM systems entered service in 2017 and a number of components have been identified for replacement due to obsolescence. Replacement will improve reliability, availability, and performance. In addition to the ongoing ECPs and modernization of the ALMDS Automatic Target Recognition (ATR) algorithm, ALMDS is refurbishing its Laser Transmitter Unit (LTU) coolant o-rings. This repair requires all 29 LTUs to undergo refurbishments. 2/ NSAM: FY 2024-2026 NSAM funding supports procurement of NSAM computers. 3/ MNT: FY2026-FY2027 funding procures MNT hardware and spares to replace obsolete computers and remain cybersecurity compliant, in addition to associated labor costs. 4/ MFP: FY2026-FY2027 funds procure hardware for deployment and spares.
