Description
Description — Electromagnetic Aircraft Launch System (EMALS)
The Electromagnetic Aircraft Launch System (EMALS) is replacing the C13 Steam Catapult System aboard Ford Class carriers and is an advanced technology aircraft launch system which provides improved reliability and maintainability, reduced manning workload and increased operational availability. This budget line-item funds the procurement for Electromagnetic Aircraft Launch System (EMALS) life cycle support modifications and upgrades required aboard Ford Class carriers and System Functional Demonstration (SFD) land-based test site. Modifications included in the budget support fatigue life, obsolescence and performance enhancements to ensure the system remains operational throughout the life of the program. EMALS replaces the C13 Steam Catapult System aboard Ford Class carriers and is an advanced technology aircraft launch system which provides improved reliability and maintainability, reduced manning workload and increased operational availability. EMALS is installed aboard CVN-78 and in one land-based test site at SFD. EMALS prior years ($39.910M) was previously funded under Aircraft Support Equipment (BLI 4213 and 4216).
Justification
Justification — Electromagnetic Aircraft Launch System (EMALS)
FY 2026 Baseline funding is required for Depot Standup, installation of modifications for Transformer Rectifier (T/R) Fuse Detection, and modifications based on obsolescence. Work categories include Production Engineering (PE), Integrated Logistics Support (ILS), and Non-Recurring Engineering (NRE). The FY 2026 request was reduced by $.180 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." Depot Standup Support Equipment is to procure equipment required for initial standup of EMALS depot level repair capabilities for Ford Class ships. This includes final procurement of logistics products, procurement of on-equipment tooling, test fixtures, test stands, and OEM manufactured tooling to support upcoming planned overhaul periodicities. In addition, procuring Detailed Functional Description Data Packages (DFDDPs) to support design and procurement of future test benches focusing on high power and low power testing, troubleshooting, and fault diagnostic capability for component repair. Increase from FY 2025 to FY 2026 due to the phased approach in each year. Software Support Activity (SSA) Support Equipment is required to make minor improvements and expand capabilities of the existing EMALS lab. Standup of EMALS Depot and SSA are required to establish capability and capacity to support four Ford Class ships by 2028. FY 2026 Installations for T/R modifications will be accomplished during Pier Side Ship availabilities. Notes for Installation Schedule: 1. Installations are subject to change with ship availability schedule updates. 2. The year-to-year unit installations costs will vary and can exceed the projected yearly inflation rate due to the hardware installation cost being dependent on quantity and location of the ship at the time of install or which site is being update, which CVN, and the ships baseline configuration. 3. Production lead time includes pre-installation checkout, kitting with other installation hardware and drawings, and time to deliver the hardware to the installation site. Non-Recurring Engineering (NRE) funding levels fluctuate due to a mix and complexity of system Engineering Change Proposals (ECP) written and verified in each year. All ECPs do not require the same level of NRE. Integrated Logistics Support also varies from year to year based on complexity of logistics elements required for each individual ECP.
