Description

Description Advanced Arresting Gear (AAG)

This budget line item funds the procurement for Advanced Arresting Gear (AAG) life cycle support modifications and upgrades required aboard Ford Class Carriers, Jet Car Track Site (JCTS) and Runway Arrested Landing Site (RALS) systems. Modifications included in the budget support fatigue life, obsolescence and performance enhancements to ensure the system remains operational throughout the life of the program. AAG replaces Mark 7 arresting gear aboard Ford Class aircraft carriers and provides the U.S. Navy with the ability to recover existing and projected aircraft carrier based tail-hook equipped air vehicles well into the 21st century. AAG enhances operational capability, provides increased operational availability, reduces manning, maintenance and support costs. AAG is currently installed aboard CVN-78 as well as two land based test sites JCTS and RALS. Prior Years ($76.9M) funded under Aircraft Support Equipment (BLI 4213 and BLI 4216).

Description Gun Mount Mods

Gun Mount Mods supports various types of Gun Weapon Systems, sub-system modifications, and upgrade requirements. [P5 / E5002 MEDIUM CALIBER GUN MODS]: Medium Caliber Gun Mounts (MK110 57mm) installed on United States Coast Guard (USCG) Maritime Security Cutters, Large (WMSL), and USCG Maritime Security Cutters, Medium (WMSM) as well as land based training/test units. The gun mounts provide an anti-surface warfare and anti-air warfare capability for outfitted ships. Funds procure Ordnance Alterations (ORDALT) kits, provide Integrated Logistics Support (ILS), and provide production engineering for system improvements that affect safety, reliability and maintainability. [P5 / E5006 MINOR CALIBER GUN MODS]: Minor Caliber Gun Mounts (MK38 MOD or MK46 MOD) are installed on Amphibious Assault Ships (AS), Aircraft Carrier (nuclear propulsion) (CVN), Guided Missile Cruisers, (CG), Destroyer Designated Guided ships (DDG), Littoral Combat Ships (LCS), Landing Ship Dock amphibious assault ships (LSD), Landing Helicopter Assault ships (LHA), Landing Helicopter Dock amphibious assault ships (LHD), Landing Platform Dock amphibious transport ship (LPD), Patrol Crafts Coastal (PC), Amphibious Command Ships (LCC), MK VI Patrol Boats and land based training/test units. The gun mounts provide an anti-surface warfare and anti-air warfare capability for outfitted ships. Funds procure gun weapon system, ordnance alteration (ORDALT), and conversion kits. Funds also deliver integrated logistics support (ILS), production engineering, and installations for system improvements that affect safety, cybersecurity, reliability, and maintainability. USN Fleet population of 25mm MK38 Machine Gun System (MGS) consists of MOD 2 and MOD 3 variants. The MOD 2 will be converted to the MOD 3 to receive obsolescence, cybersecurity, and Counter Unmanned Aerial System (C-UAS) capability upgrades. DDG 51 Flight IIA and Flight III Destroyers will receive the new 30mm MK38 MOD 4 Gun Weapon System (GWS), which is integrated with the AEGIS combat system for greater lethality and accuracy in the execution of C-UAS and Counter Unmanned Surface Vehicles (C-USV) operations. [P5 / E5011 MAJOR CALIBER GUN MODS]: The 5-Inch MK45 MOD Gun Mounts are automated, lightweight, single-barrel gun mounts that provide an anti-surface warfare, anti-air warfare, and naval surface fire support capability for outfitted ships. The MK45 is installed on CG47 and DDG51 Class surface ships and land based training/test units. Funds procure ORDALTs kits and provide ILS and production engineering for system improvements that affect safety, reliability, maintainability. Supports MK45 Counter Unmanned Aircraft System (C-UAS) integration and fielding of Hypervelocity Projectile (HVP) capability into MK34/MK160/MK20 in support of FY2024 CENTCOM Operations Transfer, Israel Security Supplemental (P.L. 118-50, Division A., Sec. 101). [P5 / E5CON BALLISTIC SHIELDING]: Crew Served Weapon Systems (CSWS) Advanced Ballistic Shielding (ABS) - Advanced Ballistic Shielding will be procured and installed onboard Aircraft Carrier (nuclear propulsion) (CVN), providing ballistic protection for Crew Served Weapon Systems. Funds are used for ship checks, Ship Installation Drawings (SID), procure materials, shipboard M2200 Shielding Kits, and production engineering for system improvements that affect safety, reliability, and maintainability.

Justification

Justification Advanced Arresting Gear (AAG)

FY 2026 Baseline funding procures and installs modification kits of the Cable Shock Absorber (CSA) Vent Valve Engineering Change Proposals (ECPs) and associated support. This ECP specifically addresses key operational degraders that are currently negatively impacting CVN-78 Operational Availability (Ao) and Reliability. FY 2026 Baseline funding also procures Support Equipment required for, and specific to, initial stand-up of AAG depot level repair capabilities for Ford Class ships. This includes AAG test fixtures, test stands and tool sets for component repair, with focus on capability for high failure components. In addition, FY 2026 Baseline funding procures support equipment required for, and specific to, AAG Software Support Activity (SSA) to make minor improvements and expand capabilities of the existing AAG lab. Stand-up of AAG Depot and SSA are required to establish capability and capacity to support multiple Ford class ships by 2028. The FY 2026 request was reduced by $.038 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." Notes for Installation Schedule: 1. Installations are subject to change with ship availability schedule updates. 2. The year-to-year unit installations costs will vary and can exceed the projected yearly inflation rate due to the hardware installation cost being dependent on quantity and location of the ship at the time of install or which site is being update, which CVN, and the ships baseline configuration. 3. Production lead time includes pre-installation checkout, kitting with other installation hardware and drawings, and time to deliver the hardware to the installation site. Non-Recurring Engineering (NRE) funding levels will fluctuate due to mix and complexity of system ECPs being written and verified in each year. All ECPs do not require the same level of NRE. Publications and Integrated Logistics Support also vary from year to year based on complexity of logistics elements and number of publications required to be updated for each individual ECP. Integrated Logistics Support and Production Engineering Support also varies from year to year based on complexity of logistics and engineering elements required for each individual ECP.

Justification Gun Mount Mods

FY 2026 E5002 MEDIUM CALIBER GUN MODS 1.1.1 FY 2025 to FY 2026 increase attributed to additional requirements for Ordnance Alterations (ORDALT) kits, Integrated Logistics Support (ILS), and production engineering for system improvements that affect safety, reliability and maintainability of in-service guns. E5006 MINOR CALIBER GUN MODS MK38: The USN stopped procuring new MK38 MOD 3 MGS (MK38 GUN KITS). Future MK38 MOD 3 MGS will be created by refurbishing and upgrading 25mm MK38 MOD 2 MGS. Cost elements: 2.1.1 - MK38 COAX ORDALT KIT, 2.1.2 - MK38 COAX ORDALT KIT INSTALL, 2.1.3 - MK38 MOD 3 CONVERSION KIT, 2.1.4 - MK38 MOD 3 CONVERSION KIT FWD FIT INSTALL, and 2.1.5 - MK38 MOD 3 CONVERSION KIT BACKFIT INSTALL reflect this fielding change. Cost elements for MK38 MOD 4 Gun Weapon System (GWS), MK38 MOD 4 GWS Install Planning, and MK38 MOD 4 GWS Installation support procurements of the MK38 MOD 4 GWS and installations on DDG 51 Flight IIA and Flight III Destroyers. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.1) MK38 COAX ORDALT KIT: This cost element procures the 7.62mm Coaxial Automatic Gun Ordnance Alteration Kit (COAX ORDALT KIT). This upgrade is required for full Counter Unmanned Aerial System (C-UAS) capability. The C-UAS capability is a critical and urgent ship self-defense capability per Joint Urgent Operational Need Statement CC-0558 (JUONS CC-0558). Decrease from FY 2025 to FY 2026 is due to decreased MK38 COAX ORDALT Kits quantities in FY 2026. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.2) MK38 COAX ORDALT KIT INSTALL: This cost element installs the COAX ORDALT KITs procured under cost element 2.1.1 MK38 COAX ORDALT KIT. FY 2025 to FY 2026 decrease due to decreased MK38 COAX ORDALT Kit installations in FY 2026. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.3) MK38 MOD 3 CONVERSION KIT: This cost element procures kits to convert fielded MK38 MOD 2 MGS units to MK38 MOD 3 with C-UAS and cybersecurity upgrades. This funds procurement in FY 2026 of QTY 15 MK38 MOD 2 to MOD 3 conversion kits (unit cost $379 thousand), QTY 15 C-UAS kits (unit cost $246 thousand), and QTY 15 2U Toplite EOSS conversion kits (unit cost $121 thousand) that will be installed in FY 2028 and FY 2029. The procurement and installation quantities are based on a 28-month production lead time and ship availability schedules. This effort supports procurement quantities to support eight (8) ships. FY 2025 to FY 2026 decrease due to decreased MK38 MOD 3 Conversion Kit quantities in FY 2026. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.4) MK38 MOD 3 CONVERSION KIT FWD FIT INSTALL: This cost element refurbishes and upgrades a 25mm MK38 MOD 2 MGS by installing a MK38 MOD 3 CONVERSION KIT. The newly created MK38 MOD 3 is installed on a new ship as a forward fit. FY 2025 to FY 2026 increase attributed to combined cost to install both the gun mount conversion kit and the EOSS conversion kit to the overall machine gun system. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.5) MK38 MOD 3 CONVERSION KIT BACKFIT INSTALL: FY 2025 to FY 2026 decrease due to the number of planned backfit installations in FY 2026. This cost element refurbishes and upgrades a 25mm MK38 MOD 2 MGS by installing a MK38 MOD 3 CONVERSION KIT. The newly created MK38 MOD 3 is installed on a ship, which previously had a MK38 MOD 2 MGS. This refers to the upgrade from MK38 MOD 2 to MOD 3 of an existing mount on an in-service ship. In FY 2026, this funds the installation of QTY 10 MOD 3 conversion kits to upgrade MK 38 MOD 2 mounts on five (5) ships. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.6) MK38 GUN KITS ILS/TEST/PRODUCTION SUPT: This cost element funds element support of MK 38 MOD2 through MOD4 MGS during production and testing prior to installation onboard a ship. FY 2025 to FY 2026 decrease attributed to initial development of supporting products for MOD4 backfit installations completed in FY 2025. In FY 2026, Other Customer Funds (OCF) from new construction hulls will offset MK38 WPN funding requirements. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.7) MK38 UPGRADE LOGISTICS SUPT: This cost element funds development of integrated logistics support certification, ship change directive development, technical manual updates, provisioning support, and other logistics efforts required to support the system while installed onboard a ship. FY 2025 to FY 2026 increase attributed to increased cost associated with the management of multiple system configurations between MK38 MOD2 through MK38 MOD4. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.8) TECH REFRESH: Increase from FY2025 to FY2026 due to increased engineering change proposal requirements required to mitigate increased obsolescence issues, multiple system configurations, and software upgrades. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.9) MK38 MOD 4 GWS: This cost element previously funded the procurement of eight (8) MK38 MOD 4 GWS (unit cost $3.550 thousand) in FY 2026 to meet fielding requirements. This effort supports fielding of critical C-UAS and C-USV capability to four (4) DDG 51 ships. FY 2025 to FY 2026 decrease is due to properly separating the 4 subsystems being used to now fund MOD4. See new Cost elements 2.1.10-2.1.13 for the MK38 MOD4 Gun Mount, EOSS, Cannon, and Consoles breakout across the FYDP. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.10) MK38 MOD 4 GUN MOUNT: This cost element funds the procurement of eight (8) MK38 MOD 4 Gun Mounts (unit cost $1.553 thousand) in FY 2026 to meet the fielding requirements. This effort supports fielding of critical C-UAS and C-USV capability to four (4) DDG 51 ships. FY 2025 to FY 2026 increase is due to separating the previously funded MOD 4 GWS (2.1.9) to the 4 individual subsystems currently being used to fund MOD4 as well as known vice anticipated costs for hardware for this subsystem. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.11) MK38 MOD 4 EOSS: This cost element funds the procurement of nine (9) MK38 MOD 4 EOSS (unit cost $1.142 thousand) in FY 2026 to meet the fielding requirements. This effort supports fielding of critical C-UAS and C-USV capability to four (4) DDG 51 ships. FY 2025 to FY 2026 increase is due to separating the previously funded MOD 4 GWS (2.1.9) to the 4 individual subsystems currently being used to fund MOD4 as well as known vice anticipated costs for hardware for this subsystem. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.12) MK38 MOD 4 CANNON: This cost element funds the procurement of eight (8) MK38 MOD 4 CANNON (unit cost $302 thousand) in FY 2026 to meet the fielding requirements. This effort supports fielding of critical C-UAS and C-USV capability to four (4) DDG 51 ships FY 2025 to FY 2026 increase is due to separating the previously funded MOD 4 GWS (2.1.9) to the 4 individual subsystems currently being used to fund MOD4 as well as known vice anticipated costs for hardware for this subsystem. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.13) MK38 MOD 4 CONSOLE: This cost element funds the procurement of nine (9) MK38 MOD 4 Console (unit cost $332 thousand) in FY 2026 to meet the fielding requirements. This effort supports fielding of critical C-UAS and C-USV capability to four (4) DDG 51 ships. FY 2025 to FY 2026 increase is due to separating the previously funded MOD 4 GWS (2.1.9) to the 4 individual subsystems currently being used to fund MOD4 as well as known vice anticipated costs for hardware for this subsystem. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.14) MK38 MOD 4 GWS INSTALL PLANNING: Cost to conduct installation planning to field MK38 MOD 4 GWS on DDG 51 ships. Installation planning includes development of installation drawings and topside analysis. This cost element funds all efforts required to plan the installations of the gun systems on their respective ships. This includes development of a ship installation drawing package, which is required to start 22 months before installation and takes 7.5 months to develop, since it involves ship checks and extensive safety and engineering analysis. This effort supports fielding of critical C-UAS and CUSV capability to four (4) DDG 51 ships. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.15) MK38 MOD 4 GWS INSTALLATION: FY 2025 to FY 2026 increase attributed to deployment of initial operating capability (IOC) MK38 MOD4 systems on four (4) DDG-51 ships in FY 2026. FY 2026 E5006 MINOR CALIBER GUN MODS 2.1.16) MK46 GWS KIT and 2.1.17) MK46 GWS KIT INSTALL: FY 2025 to FY 2026 increase is attributed to additional MK46 Kit requirements due to the increased number of MK46 in-service Gun Weapon Systems (GWS). The number of in-service MK46 GWS's within the fleet increased to DDG 1000 (3), LCS (12), and LPD 17 (14) ships, which require Installation Kits and associated installation efforts to address fleet obsolescence and software issues. FY 2026 E5011 MAJOR CALIBER GUN MODS 3.1.1) MK45 MOD 1, 2, & 4 KITS and 3.1.2) MK45 MOD 1, 2. & 4 INSTALL / ILS / PRODUCTION SUPPORT: FY 2025 to FY 2026 increase attributed to additional Major Caliber Kit requirements and associated Installation, Integrated Logisitics Support (ILS), and Production Support to address obsolescence and reliability of aging in-service gun mounts in the fleet. FY 2026 E5011 MAJOR CALIBER GUN MODS 3.1.4) MK45 Counter Unmanned Aircraft System (C-UAS) MK160/MK20 Integration: This newly established cost element funds an emergent requirement in support of Counter Unmanned Aircraft System (C-UAS) for the integration and fielding of Hypervelocity Projectile (HVP) capability into MK160/MK34. FY2024 CENTCOM Operations Transfer, Israel Security Supplemental (P.L. 118-50, Division A., Sec. 101). FY 2025 matches the Base for Reprogramming Actions, DD 1414 and does not include supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50). In FY 2025, DON has received $40.000 million for the procurement of the modification of 5-inch Gun Mounts for improved Counter Unmanned Air System (C-UAS) defense to provide continued support of DoD's response to the situation in Israel.
