Description
Description — Small Arms and Weapons
4129 Small Arms and Weapons: Provides for the initial procurement, force-wide inventory sustainment and standardization, and modernization of US Navy service-common weapon systems and associated weapon equipment, to include required gun mounts and sights. These service-common weapon systems and equipment support force-wide training and security (ashore and afloat), foreign internal defense, peacekeeping missions, and global combat operations. This line supports Naval Special Warfare Command (NAVSPECWARCOM) and Navy Expeditionary Combat Command (NECC). Future Years Defense Program (FYDP) funding supports service-common weapon and equipment inventory objectives, as well as transportation and production engineering costs. FYDP funding supports the standardization and modernization of: Pistols, Carbines (Rifles) and Carbine Sights, Shotguns, Heavy Machine Guns and Heavy Machine Gun Sights, Grenade Launchers, Mortars, Rocket Launchers and Fire Control Systems, Gun Mounts, and Remote Weapons Systems.
Justification
Justification — Small Arms and Weapons
Funding of $9.987M in FY 2026 supports meeting service-common Small Arms inventory objectives, associated transportation, and production engineering for all US Navy forces including Naval Special Warfare and Naval Expeditionary Combat Command. Funding supports all service-common Small Arms weapons systems including pistols, rifles, shotguns, machine guns, grenade launchers, mortars, rocket launchers, gun mounts, optics, visual augmentation systems and associated equipment. FY 2025 to FY 2026 decrease due to reduction of CROWS (Common Remotely Operated Weapon Station) II from 14 to 3 due to requirement of required systems for Joint Light Tactical Vehicle (JLTV) reduced from 85 to 60. CROWS II was originally to be installed on a total of 85 JLTVs; however, the requirement was reduced from 85 to 60 CROWS II units. Since we maintained an annual buy of 14 systems per year, the FY 2025 requirement is the final 3 systems. Beginning in FY 2028, the USN will begin phasing in new material solution for medium machine gun capability currently identified as .338 MMG (medium machine gun) which will replace the current M240B which is currently satisfying that capability. The TOA is a total of 5,000. The .338 MMG carries a significantly higher individual cost than the current solution of approx. $30k ea."
