Description — Coast Guard Equipment
The Coast Guard Equipment line funds the sensors of the Navy-Type/Navy-Owned Coast Guard Combat System Suite for United States Coast Guard (USCG) cutters under the Coast Guard Surface Acquisition Program. Under an inter-service agreement (delineated in OPNAVINST 4000.79(Series)), Department of Navy (DON) plans, programs, and budgets for specific Navy military equipment, systems and logistic support requirements for Coast Guard units to ensure the Coast Guard is prepared to execute naval warfare tasks in consonance with US Navy units. Ship construction and installation costs are funded under the Department of Homeland Security appropriation. The Combat System Suite including weapons and sensors will be aligned with future naval ship building programs to support commonality among the two Service's systems and meet National Fleet objectives. The Combat System Suite must compliment and integrate with Navy Combat Systems. The suite is an appropriate balance of equipment to ensure the Coast Guard is prepared to accomplish the assigned Naval Operational Capabilities in concert with US Navy units. [P40A / CG001 - SPQ-9B RADAR]: Provides the AN/SPQ-9B radar for the Maritime Security Cutter, Large (WMSL) Class, aka the National Security Cutter (NSC), to track surface targets and low fliers in support of potential gun engagements. [P40A / CG002 IFF AIMS]: Provides the Identification Friend or Foe (IFF) System for the National Security Cutter (NSC), aka the Maritime Security Cutter, Large (WMSL), the Offshore Patrol Cuter (OPC) Class, aka the Maritime Security Cutter, Medium (WMSM) and the Polar Security Cutter (PSC), aka the Maritime Security Cutter, Polar (WMSP). The AN/APX-123 Transponder is procured for the Fast Response Cutter (FRC) aka Patrol Coastal Cutter (WPC). [P40A / CG003 DECOYS MK 53]: Provides the MK 53 Decoy Launching System (DLS) for the National Security Cutter (NSC), aka the Maritime Security Cutter, Large (WMSL), Polar Security Cutter (PSC) and the Offshore Patrol Cuter (OPC) Class, aka the Maritime Security Cutter, Medium (WMSM) to provide soft-kill capability. [P40A / CG004 SLQ-32]: Provides the AN/SLQ-32 Electronic Warfare System and the Battle Force Electronic Warfare Trainer (BEWT) for the National Security Cutter (NSC) Class, aka the Maritime Security Cutter, Large (WMSL), to perform Electronic Support Measures to support soft-kill measures. [P40A / CG005 MK 46/MK 20 OPTICAL SIGHT]: Provides the MK 46 Mod 1 Optical Sighting System (OSS) for the National Security Cutter. The MK 20 Electro-Optical Sighting System (EOSS) is procured for the National Security Cutter (NSC) and the Offshore Patrol Cutter (OPC). These sighting systems are components of the MK48 Gun Weapon System (GWS) and provide fire control optical daytime and thermal imaging (infrared) sensor, and laser range finding to support engagements of hostile surface and air targets. [P40A / CG006 COMBAT SYSTEM INTEGRATION]: Ensures successful integration and system interoperability of Navy type equipment that affects the Combat System of USCG NSCs (WMSLs), FRCs (WPCs), OPC (WMSMs), PSCs (WMSPs) and the 270' Medium Endurance Cutter (WMEC) modernization effort. [P40A / CG007 MULTI-MODE RADAR]: MMR will provide Air Surveillance, Surface Surveillance, GWS support and IFF Antenna functions for Offshore Patrol Cutter (OPC) and Polar Security Cutter (PSC). [P40A / CG008 ATHENA CCD]: ATHENA Control, Correlation & Display (CCD) System for the Offshore Patrol Cutter (OPC) and Polar Security Cutter (PSC). The ATHENA CCD uses existing AEGIS BSL 9, Common Source Library (CSL) code to control and display MMR and IFF data. The systems will also provide target queuing for Gun Weapon System engagement. ATHENA Combat System Control and Display integration supports software upgrade and hardware/software integration of the Technical Insertion (TI)-16 Common Display System for the MMR and IFF to provide data to the AN/SLQ-32(V)6 and the MK48 Gun Weapon System for target engagement on the Offshore Patrol Cutter (OPC), aka the Maritime Security Cutter, Medium (WMSM) and the Polar Security Cutter (PSC), aka the Maritime Security Cutter, Polar (WMSP). Includes safety, certification, technical documentation, and information assurance efforts. [P40A / OPC C4I]: Funds are required for the procurement of Command, Control, Communications, Computers, and Intelligence (PEO C4I) for the new OPC/NSC/PSC Class, the Coast Guard's highest acquisition priority. Under inter-service agreement, the Navy budgets for specific Navy military equipment, systems and logistic support requirements for Coast Guard units to ensure the Coast Guard is prepared to execute naval warfare tasks in consonance with US Navy units. Ship construction and installation costs are funded under the Department of Homeland Security appropriation. Specific C4I systems to be procured include: ARC-210 Radios; OE-570D Antenna ; MIDS-On Ship(MOS) Mod; Navy Modular Automated Communications System (AN/SYQ-26); OA-9277A Antenna Coupler; FleetBroadcast; and Command and Control Processor (C2P) AN/UYQ-120.

Funding and inter-service agreements are used to procure Navy-Type/Navy-Owned (NT/NO) combat systems, support equipment, Integrated Logistics Support (ILS), certification, test and production support for United States Coast Guard (USCG) National Security Cutter (NSC), also known as the Maritime Security Cutter, Large (WMSL), the Offshore Patrol Cutter (OPC) Class, aka the Maritime Security Cutter, Medium (WMSM) and the Polar Security Cutter (PSC), aka the Maritime Security Cutter, Polar (WMSP), Fast Response Cutter (FRC), aka the Patrol Coastal Cutter (WPC), and the 270' Medium Endurance Cutter (WMEC) modernization effort being constructed under the Coast Guard's Surface Acquisition Program. Funding also supports Command, Control, Communications, Computers, and Intelligence (C4I) systems and associated logistic support for the Offshore Patrol Cutter. These efforts are ongoing. FY 2026 funding is provided for AN/SPQ-9B ILS for WMSLs; procure Identification, Friend or Foe (IFF) AN/APX-123(V) equipment, ILS and certification support for WPCs; procure IFF equipment and ILS support for WMSMs and WPCs; procure MK53 Decoy Launching System (DLS) for WMSMs; procure the MK20 Electro-Optical Sensor System (EOSS) and provide ILS/test support for WMSMs; provide combat system integration support for WMSLs, WPCs, PSCs and WMSMs; procure the Multi-mode Radar for the WMSM program; procure ATHENA Control, Correlation & Display (CCD) System for WMSMs and provide combat system integration of the Technical Insertion (TI)-16 Common Display System and integration support for the ATHENA Control Correlation and Display (CCD) System. OPC C4I FY 2026 funding is provided for the procurement of NT/NO C4I equipment on OPC and PSC class ships to include: OE-570D Antenna (Qty 1); OA-9277A Antenna Coupler (Qty 1); Fleet Broadcast (Qty 2); Navy Modular Automated Communications System (AN/SYQ-26) (Qty 1) and MOS MOD (Qty 2). The FY 2026 request was reduced by $4.307 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
