Description

Description Cryptologic Communications Equip

The Cryptologic Carry-On-Program (CCOP) procures state-of-the-art, commercial off-the-shelf Signals Intelligence (SIGINT) equipment (hardware and software) in response to combatant commander requirements for a quick-reaction surface, subsurface, and airborne cryptologic carry-on capability. The equipment is procured in accordance with requirements detailed in the shipboard Information Warfare / Cryptologic System Operational Requirements Document and specific execution year fleet requirements. These requirements are defined by Fleet Cyber Command (FCC)/Commander TENTH Fleet (C10F) Fleet Signals Development Working Group (FSDWG), in concert with Shipboard Signals Exploitation Space (SSES) programs (includes Ship's Signal Exploitation Equipment Family of Systems) to ensure synergy and seamless transition to permanently installed systems. The FSDWG meets to determine which signals of interest (SOI)s/Targets on the FSDWG list need to be addressed. Due to a continually changing threat environment, detailed requirements are dynamic and equipment procured varies each year by quantity and type. Equipment suites can be configured for many targets and tasking. Target specific subsystems can either operate as stand-alone within the cryptologic spaces or as an add-on to existing equipment. Hardware procurements includes: receivers, recorders, tactical computers and related peripherals, antennas, electronic-warfare support measures systems, precision geolocation equipment, advanced signal and search equipment including spectrum analyzers and associated portable special intelligence communications equipment. CCOP equipment is installed as an augment to cryptologic capabilities on subsurface, surface, and air platforms. There are approximately 124 cryptologic capable surface ships and shore sites in the current Navy inventory. Each of these are potential users of this carry-on equipment, as are subsurface and air platforms. The temporary installation of equipment is coordinated through fleet augmentation requests and installed by fleet electronic support personnel. A primary system in inventory is the Carry On Radio Spectrum Analysis & Intelligence Reporting (CORSAIR) system. Funds continue to procure CORSAIR core architecture system upgrades to provide additional affordable functionality to the combatant commands. Additional signal acquisition equipment to address specific combatant command requirements include such systems as Digital Receiver Technology (DRT), Hostile forces Integrated Targeting Service (HITS), Maritime Toxic Pen (MTP), TURBULENTWAVE / TURBULENTWIND / TURBULENTSAIL / BLUESTREAM servers, RED FALCON, FIREFLY, NIMBLE TRACKER, SHEARWATER, CARBON STORM, XML to JREAP-C (X2J), TOXIC SMOKE, QUICKSHOT, SHOCKWAVE/WSTL, and Remote Analytical SIGINT Capability (RASCAL) equipment. The U.S. Navy's Global Signals Analysis Laboratory (GSAL) program under project CLASSIC SENSEI provides technical management and resource allocation in support of worldwide Information Warfare (IW) operations. The GSAL program supports a global architecture of Signals Analysis Laboratories (SALs) distributed throughout the world in fleet centric and strategic Operating Areas (OPAREAs). The primary mission is to facilitate the National/Tactical Processing, Exploitation, and Dissemination (PED) of Technical Signals Intelligence (TechSIGINT) data collected within the maritime domain while simultaneously functioning as an extension of tactical assets forward deployed. The program's Mission, Functions, and Tasks (MF&T) are facilitated through the use of the RoNIN - Mission System. RoNIN represents a truly joint National/Tactical infrastructure solution that provides analysts throughout the Intelligence Community (IC) with direct and remote access to tactical mission payloads using both existing and cloud based analytical tools and resources. The GSAL program and the RoNIN - Mission System function as the backbone for U.S. Navy's worldwide TechSIGINT PED. Fleet Information Operations Centers (FIOC) provide regionally focused Information Operation (IO) and Signal Intelligence (SIGINT) support to Fleet Commanders. FIOCs provide support for IO and SIGINT personnel augmentation in theater, analytical requests, and planning in support of deliberate and crisis action planning. FIOCs leverage capabilities, analysis, and manpower to support requirements. Additionally, FIOCs provide mission support for the CLASSIC REACH (CR) program by establishing a common, Integration Backbone (DIB)-compliant, Service Oriented Architecture framework for the hosting of network services enabling Distributed Signals Intelligence/Information Operations (SIGINT/IO). CR is the key enabler of SIGINT/IO future reach back and remoting operations from surface, airborne, and subsurface manned/unmanned platforms. Electronic Warfare (EW) Fleet Synthetic Trainer Consolidation provides architecture, systems and required life cycle management to improve staff operational planning and tactical decision-making, and overall intelligence team readiness and certification throughout the Optimized-Fleet Response Plan (O-FRP). This capability enhances units and strike groups in exercising integrated kinetic and non-kinetic capabilities to include operations and intelligence fusion required for comprehensive maritime operations and operational proficiency in Signals Intelligence (SIGINT), Electromagnetic Maneuver Warfare (EMW), and cyberspace operations. The capability supports Assured Command and Control (C2) and Cyber Situational Awareness/Cyber Defense and Enhanced Naval Network Environment (NNE) Information Dominance Integrated Prioritized Capabilities Lists (IPCLs). Fleet Synthetic Training (FST) Signals Intelligence / Counter - Intelligence, Surveillance, and Reconnaissance (SIGINT / C-ISR) provides the capability to exercise shipboard Top Secret-Sensitive Compartmented Information (TS-SCI) capabilities by expanding upon General Service (GENSER) Navy Continuous Training Environment (NCTE) capabilities to add Above GENSER architecture/capabilities. The capability enables staff operational planning and tactical decision-making and overall Intelligence team readiness and certification throughout the Optimized - Fleet Response Plan (O-FRP). [P5 / 1V045 CCOP Systems & Subsystems]: The Cryptologic Carry-On-Program (CCOP) procures state-of-the-art, commercial off-the-shelf Signals Intelligence (SIGINT) equipment (hardware and software) in response to combatant commander requirements for a quick-reaction surface, subsurface, and airborne cryptologic carry-on capability. [P5 / CCOP Systems & Subsystems]: FY 2026 funding for the following line item has been realigned out of LI 3501 into LI 2360 as part of Other Procurement, Navy Line Item-Consolidation starting in FY 2026. This is to support the consolidation of the existing number of PEs/BLIs identified by the BSOs and FMB to group technology projects to allow flexibility that would foster innovation and promote efficiency. PE/BLI consolidation meets the DoD Implementation Plan from the Commission on PPBE Interim Report. [P5 / [USFFC CY] Global Signal Analysis Laboratory (GSAL)]: FY26 funds increased in the amount of ($0.020) due to sustainment of Signals Analysis Laboratories (SAL) integration for security and new technology requirements that facilitate technical analysis in diverse and contested electromagnetic environments. SALs are integral components of the Tech Signal Intelligence (SIGINT) Revitalization initiatives. [P5 / NAVIFOR System Integration & Installation of Hardware (FIOC) (09S)]: Funds provided for procurement and life cycle maintenance for Command/Control (C2) systems connected to Sensitive Compartmented Information (SCI) networks. Funds will maintain a common baseline of analytical intelligence software tools. [P5 / NAVIFOR EW Fleet Synthetic Trainer Consolidation (86D)]: Funds provided for Counter-Intelligence, Surveillance, Reconnaissance, Targeting (C-ISRT), Long-Range Fires and Live, Virtual, Constructive (LVC) Integrated Prioritized Capabilities Lists (IPCLs).This will give the ability to exercise shipboard Top Secret/Sensitive Compartmented Information (TS/SCI) capabilities in an environment not subject to counter-detection. [P5 / [USFFC N7] Tier 1 Life Cycle Management (LCM)]: Life cycle technical refresh must be completed every three (3) years for the life of the node. [P5 / [USFFC N7] SIGINT / C-ISR Systems - Permanent Shipboard Installation]: Shipboard installations provide capability for comprehensive maritime operations and operational proficiency in Signals Intelligence (SIGINT), Electromagnetic Maneuver Warfare (EMW), and cyberspace operations. [P5 / [USFFC N7] SIGINT / C-ISR Systems - Life Cycle Management (LCM)]: Life cycle maintenance required to sustain installed unit readiness. [P5 / [USFFC N7] Fleet Training Wholeness (FTW)]: Installation support for permanent shipboards systems, technical refresh of interim capability Portable Embarkation Kits (PEKs), and fluctuations in the locations of installations.

The FY 2026 budget will procure the following: (1.1.1) Cryptologic Carry-on Program (CCOP) Systems & Subsystems: FY 2026 funding for the following line item has been realigned out of LI 3501 into LI 2360 as part of Other Procurement, Navy Line Item-Consolidation starting in FY 2026. This is to support the consolidation of the existing number of PEs/BLIs identified by the BSOs and FMB to group technology projects to allow flexibility that would foster innovation and promote efficiency.
