Description — Joint Communications Support Element (JCSE)
Aligned under Joint Enabling Capabilities Command (JECC), U.S. Transportation Command (USTRANSCOM) - Joint Communications Support Element (JCSE) is the only Department of Defense (DoD) organization specifically formed that provides crisis and contingency communications to meet the operational support needs of the Joint Chiefs of Staff (JCS), Combatant Commands (CC), DoD agencies and non-DoD agencies. The mission of JCSE is to provide rapidly deployable, en route, early entry, and scalable coalition command, control, computers, intelligence, surveillance, and reconnaissance (C4ISR) capabilities to CCs and other agencies as directed to facilitate rapid establishment and transitions of Joint Forces Headquarters (JFHQ), and bridge joint communications requirements. JCSE seamlessly scales C4ISR support for conventional or unconventional JFHQs. JCSE has a robust 24/7 reach back capability through its Global Enterprise Network and has access to a full range of DoD and commercial networks. The Vice Director through Director Joint Staff Memorandum (DJSM) 0148-20, directs Services to fund 1/3 share of the JCSE Modernization Program. This is essential for JCSE to maintain mission readiness to meet directed capabilities within Chairman's Joint Chief of Staff Instruction (CJCSI 3110.10G & 5131.10) as well as Joint Publication 6-0. The modernization program is a key component that allows JCSE to rapidly acquire current technology and configure it for DoD use to remain ready, relevant, and agile for crisis and contingency. JCSE's Modernization Program is based on CC and Service Components requirements and emerging technologies. The Services influence JCSEs spending plan through recommendations in concert with Major Defense Acquisition Program (MDAP) schedules, ensuring the Service investments meet Joint Service Requirements.
Justification
Justification — Joint Communications Support Element (JCSE)
The FY 2026 request was reduced by $0.128 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." FY26 funding request of $3.389M supports the procurement of communications equipment. The JCSE's Modernization Program is aligned with the DoDs efforts on Combined All Domain Command and Control (CJADC2) through resilient transport, resilient networking, and Zero-Trust. FY26 base funding procures capabilities for narrowband, wide band and protected satellite communications (SATCOM) terminals and systems, tactical radios, terrestrial communications systems, and satellite hubs. Funding also procures networking elements, virtual appliances, Video Teleconferencing (VTC) capabilities, alternative power solutions, airborne/en route, forced entry, cyber security, Denied, Degraded C2 Environments (D2C2E), and mobile joint C2 requirements. Advancements in technology, especially in commercial off-the-shelf solutions continue to provide opportunities to modernize JCSEs equipment sets with enhanced capabilities to support delayed/Disconnected Intermittent Low Bandwidth (DDIL) and zero trust capabilities with the smallest footprint, enhanced cyber security, reduced operations and maintenance costs and seamless integration with the Department of Defense Information Network (DODIN) and the Joint Information Environment (JIE). To consistently deliver state of the art technology solutions to meet emergent Combatant Command (CC) operational communications requirements, JCSE relies on the Modernization Program as outlined in Director, Joint Staff Memorandum (DJSM) 0148-20 whereby services are mandated to apportion and program procurement funds each year to support JCSE's Modernization Program. Per Defense Planning Guidance and DJSM 0148-20, the Navy agreed to fund JCSEs validated Modernization Program. JCSE's Modernization Program is based on CC and Service Components requirements and emerging technologies. The Services influence JCSEs spending plan through recommendations in concert with Major Defense Acquisition Program (MDAP) schedules, ensuring the Service investments meet Joint Service Requirements. Each year, JCSE produces an Annual Modernization Plan in compliance with the DJSM 0148-20 and JECC hosts a Semi-Annual Modernization Program Review for the Joint Staff, Services and CC representatives. The semi-annual program review provides transparency to all of DoD on the status of procurement and the projects that JCSE is working on. Each month, procurement status reports are submitted to United States Transportation Command, who holds overall responsibility for the JCSE Modernization Program. This line funds the Department of the Navy portion of the total JCSE Modernization Program. This program is jointly funded by Army, Navy, and Air Force.
