Description — Rocket, Hydra 70, All Types
The Aviation Rockets and Small Guided Munitions Product Office is the executive procurement agent for all services and Foreign Military customers, for all variants of aviation rockets. This budget line procures all aviation rockets and small guided munition types in support of Army operational, training and war reserve requirements. The systems provide combat overmatch capability and ensure the availability of munitions to support combat operations. Aviation rockets and small guided munitions are used on manned and unmanned platforms by Army, Navy, Air Force, Special Operations and Foreign Military aircraft. The unguided systems perform a number of roles including anti-materiel, anti-personnel, air-to-ground suppression and illumination. The guided systems are used to provide increased accuracy over the unguided munitions in precision strikes against lightly armored and soft point targets enabling better conformance to restricted rules of engagement. This Hydra-70 rocket funding supports the entire aviation rocket system and small guided munitions to include resolution of obsolescence, safety, insensitive munitions, reliability, weapon integration activities, test sets, engineering changes, production issues, lifetime buys of obsolete components and guidance section testing and repair kits.

The FY 2026 Budget supports critical Army Title 10 war reserve/operational, training, and test requirements in accordance with Department of Defense Instruction 3000.04 (Munitions Requirements Process) and Army Regulation 5-13 (Total Army Munitions Requirements Process and Prioritization System). War reserve requirements support Office of the Secretary of Defense (OSD) approved Combatant Commander Operational Plans, Homeland Defense, and other OSD-directed missions. Training requirements support individual and collective training of Active and Reserve Component forces at Army schools, home station, and the combined training centers. Test requirements support the development, fielding, safety, and quality assurance of Army munitions and equipment throughout the life cycle. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. FY 2026 Hydra-70 Base funding of $17.040M will fund $9.494M Government Management, $7.546M Production Engineering, and 0 Unguided Hydra-70 rockets, encompassing efforts necessary to support prior year deliveries, hardware production, performance and acceptance testing, and other program office activities. FY 2026 Hydra-70 Overseas Operations Costs (OOC) funding of $17.056M will be utilized to procure Unguided Hydra-70 4,366 rockets. The Army may pursue an Other Transaction Authority (OTA) contract vehicle in line with Executive Order #14222 if market research determines this acquisition strategy could facilitate future quality and schedule improvements. FY 2026 Hydra-70 OOC funding of $0.740M will procure 23 Guided Hydra-70 rockets. The Army intends to convert any price advantage created through contract negotiations, other service procurement, and/or Foreign Military Sales (FMS) to increase procurement of Hydra-70 rockets, and/or address safety, reliability, affordability, and/or obsolescence.
