Description

Description Navy Multiband Terminal (NMT)

Beginning in FY 2026, SATCOM Terminals realigned from OPN BLI 3216 to OPN BLI 3222 Mobile Advanced EHF Terminal (MAT), which is classified SECRET/NOFORN and submitted annually to Congress in the classified budget Justification books. Funding remains under BLI 3216 for FY 2025. The total cost of the MAT Middle Tier Acquisition Rapid Prototyping (MTA-RP) effort is $345.8 million, including RDT&E and procurement of prototype units. The MAT effort is fully funded. The Navy Multiband Terminal (NMT) System provides funds for the procurement of ship, submarine, and shore protected and wideband Military Satellite Communications (MILSATCOM) terminals via earth orbiting relay satellites in the Super High Frequency, Ka, and Extremely High Frequency (EHF) bands. The NMT provides warfighters with the assured, jam resistant, secure SATCOM for message traffic, data transfer and secure voice communications. These procurements are scheduled to meet the satellite communications requirements established by the Chief of Naval Operations in the Fleet Communications Planning and Programming documents. Navy Multiband Terminal (NMT) is the Navy's sole protected Satellite Communications (SATCOM) terminal providing critical secure, protected, survivable and interoperable military satellite communications in support of the Naval Operational Architecture (NOA), Resilient Command, and Control and Communications (RC3), and assured strategic communications; integrating the Navy into the Joint All-Domain Command and Control (JADC2) environment. Provides simultaneous access to existing and emergent military satellites, enabling protected and wideband capabilities, increased throughput, increased bandwidth, future enhanced capabilities, and new waveforms via integrated multiband capabilities to reduce shipboard space and logistics footprint. Utilizes existing on-orbit military satellites (Milstar, WGS, UFO, Polar, DSCS, AEHF, EPS). Accommodates simultaneous (AEHF/EHF, Ka, X, and GBS) multiband capabilities to reduce the demand for ship platform space. Provides International Partner Variant (IPV) - Canada, The Netherlands, Australia, and United Kingdom. NMT directly supports key U.S. Navy operational concepts and national priorities. The NMT Service Life Extension and Modernization (SLEMOD) plan enables recurring system tech refresh and sustainment wholeness in support of warfighter priorities and includes planned RC3 capability enhancements such as Advanced Time Division Multiple Access (TDMA) Interface Processor (ATIP) Terminal Direct (TD), Wideband Anti-Jam Modem System (WAMS), and Assured Command and Control (AC2). The Wideband Anti-Jam Modem System (WAMS) is a Navy technology upgrade that enhances communication capability of shipboard and submarine NMTs by providing wideband Anti-Jam (AJ) Satellite Communication throughput over Wideband Global SATCOM (WGS). WAMS is a major contributor in supporting the National Defense Strategy by investing in resilience to provide assured communications capabilities. WAMS enables space segment Anti Jam (AJ) diversity (EHF/AEHF and WGS), thus enabling ships and submarines equipped with the modem to operate in wideband links closer to threat jammers. WAMS enables the use of WGS X and Ka-band resources to assure access to mission critical communications to provide Resilient Command, Control, and Communications (RC3) capabilities in contested/degraded environments, formerly known as Anti-Access/Area Denial (A2AD). The use of WAMS PTW on WGS will augment AEHF Extended Data Rate (XDR) services to provide the information throughput capacity necessary to support critical Command and Control capability. This system is formally specified by both Fleet Commanders as a threshold capability for global maritime command control and communications in a Distributed Maritime Environment to execute current warfighting plans and is required for National Command and Control capability. The SATCOM Terminal is a next generational satellite communication terminal providing upgraded communication capability to the warfighter. Due to high visibility of the mission, it supports, it is vital to get this capability delivered to the end Users urgently. "The Terminal" is currently a Middle Tier Acquisition (MTA) Rapid Prototyping (RP) effort. [P5 / Consolidated Prior Year Requirements]: Consolidated Prior Year Requirements includes Assurred C2 Modems (Procurement, Install, SOVT, and IA&T); NMT Ashore Terminal (Procurements, Installs, & SOVT); X/KA Backfits (Procurement, Install, SOVT, IA&T); NMT Ashore Antennas (Procurement, Install, SOVT & IA&T); NMT Afloat Sub (Procurement, Production Support, DSA, and Install); Navy Afloat Ship (HW, Production Support);ATIP SOVT & Installation; and Advanced TDMA Interface Processors (ATIP). [P5 / P-130]: Navy Multiband Terminal (NMT) funds support advance planning, system of systems architecture, and design and integration planning efforts associated with reinstallation of NMT and ATIP at P-130 - Naval Computer and Telecommunications Station, Sigonella (NCTS Sigonella).

Justification

Justification Navy Multiband Terminal (NMT)

The FY 2026 request was reduced by $5.433 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.760 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY 2026 funding request decreased by $99.638 million from FY 2025 to FY 2026 due to realignment of SATCOM Terminals from BLI 3216 Navy Multiband Terminal (NMT) to BLI 3222 Mobile Advanced EHF Terminal (MAT). FY 2026 funding request includes funding for NMT Service Life Extension Modernization (SLEMOD) Kits procurement of 35 kits (29 Surface Afloat, 3 Sub Afloat and 3 Ashore), with integration and associated costs for pre-installation design. SLEMOD Kits provide capability sustainment & enhancements to the Fleet in order to establish system resilience while maintaining perpetual readiness. The NMT PoR has been tasked with extending the lifespan of the Terminal +20 years longer than originally planned. Capability enhancement packages fielded as SLEMOD kits allow the NMT PoR to pace the threat while enhancing NMT performance and capability in order to support the Warfighter. FY 2026 funding request includes funding for WAMS procurement of 29 units (27 Surface Afloat and 2 Ashore). The FY 2026 funding request also includes the installation of 42 units (36 Surface Afloat, 5 Sub Afloat, and 1 Ashore) that were procured in FY 2025. Unit Quantities listed in WAMS Ashore are representative of each Ashore Site. Each Ashore site requires a minimum of QTY 60 WAMS modems.
