Description — Communications Items under $5M
[P5 / NU019 Amphib Comms Tactical Communications]: Beginning in FY25, Blue in Support of Green (BISOG) Tactical Communications has been changed to Amphibious Communications (Amphib Comms). Amphib Comms: Enhanced Position Location Reporting System - Data Radio (EPLRS-DR)/Enhanced Man-Pack UHF Tactical (EMUT) provides secure Anti-Jam (AJ), Ultra High Frequency (UHF) (420-450 MHz) and Line of Sight (LOS) data communications in support of amphibious operations at throughputs of up to 54 Kbps. EPLRS-DR provides embedded Position Location Information (PLI) between shipboard networks and the shore-based Marine Tactical Data Network (TDN) and the Army Tactical Internet (TI). Single Channel Ground and Airborne Radio System (SINCGARS) provides secure, anti-jam very high frequency (VHF) voice and data communications. High Frequency Shipboard Automatic Link Extension Radio (HFSAR) is a USMC support capability required on Amphibious platforms. HFSAR provides ship-to-mobile unit HF ALE capable system for rapid setup of critical LOS and over-the-horizon (OTH) communications in support of afloat and ashore intelligence and reconnaissance units. Funding in FY26 includes procurement of 15 VRC-250 Upgrade Kits, 4 Tri-Band Antennas, 7 MUOS Functional Terminals, 8 Landing Force Iridium systems, and 5 HFSAR 2.0 upgrade kits to be installed in FY27. Funding in FY26 also includes installation of 10 Tri Band Antennas, 6 MUOS Functional Terminals, and 11 Landing Force Iridium Systems for Marine Embarked Units (MEU) that were procured in FY25 to support HF/UHF communications between the Landing Force Operations Center (LFOC) and Marines ashore. These procurements ensure interoperability between the Navy and Marine Corps. [P5 / Amphib Comms HF SAR]: NU020 - HFSAR provides a 2-channel HF Automatic Link Extension (ALE) capability aboard Amphibious class ships to support the embarked Marine Air-Ground Task Force (MAGTF) Commander by providing terrestrial, long-haul, ship-to-ship and ship-to-shore connectivity that is a critical Beyond Line of Sight (BLOS), over the-horizon (OTH), and Near Vertical Incidence Skywave (NVIS) warfighting requirement. This system is one of AC3 / Naval Tactical Grid systems formally specified by both Fleet Commanders as a threshold capability for global maritime command control and communications in a Distributed Maritime Environment to execute current warfighting plans.

Justification — Communications Items under $5M
The FY 2026 request was reduced by $0.735 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.208 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." NU019 - Amphibious Communications (Amphib Comms): FY26 funding provides critical communications equipment to the USMC to meet afloat Command, Control, Communications, and Computers (C4) requirements. FY26 funding will provide Amphib Comms which includes Enhanced Position Location Radio System (EPLRS) Data Radio (DR), Mobile User Objective System (MUOS) Functional Terminal (MFT), Landing Force Iridium (LFI), Tri-Band Antenna upgrade, and Single Channel Ground and Airborne Radio System (SINCGARS). EPLRS and SINCGARS modernization aligns with the Navy's foundational priorities of readiness and capabilities as outlined in the Chief of Naval Operations 2022 Navigation Plan. Consolidating these systems under Amphib Comms will better allow the United States Navy to meet the requirements called out in the Afloat Marine Air Ground Task Force (MAGTF) C4 Required Capabilities Letter (AMC4RC) which calls out the major requirements of the USMC afloat in order to fight the battle from sea. These systems combined are integral in a Distributed Maritime Environment aboard Amphibious USN ships. NU020 - HFSAR provides a 2-channel HF Automatic Link Extension (ALE) capability aboard Amphibious class ships to support the embarked Marine Air-Ground Task Force (MAGTF) Commander by providing terrestrial, long-haul, ship-to-ship and ship-to-shore connectivity that is a critical Beyond Line of Sight (BLOS), over the-horizon (OTH), and Near Vertical Incidence Skywave (NVIS) warfighting requirement. This system is one of AC3 / Naval Tactical Grid systems formally specified by both Fleet Commanders as a threshold capability for global maritime command control and communications in a Distributed Maritime Environment to execute current warfighting plans. NU790 - Navy Expeditionary Command, Control, Communications, Computers, & Intelligence (C4I): Executes procurements for outfitting Table of Allowance (TOA) buy lists within the Naval Special Warfare (NSW) forces, ensuring common communications and Automated Data Processing (ADP) solutions are being coordinated, tracked, and procured. FY26 decrease is associated with the delivery of capability. FY26 funding provides mission critical communications equipment, to include portable handheld radios, man pack radios, secure satellite telephones, unmanned air vehicle (UAV) communication devices, and encryption-decryption devices to US Navy Sea, Air, and Land (SEAL) combat operations in forward deployed contingency locations. This equipment provides real-time, actionable, time-sensitive transmission and reception of mission orders, intelligence, action and engagement status reporting, imaging, and target specification simultaneously in multiple theaters throughout the world. The disaggregated nature of current operations has smaller SEAL Teams deployed across the Geographic Combatant Commanders (GCC) conducting combat or combat advise operations in austere environments with little-to-no established DoD infrastructure. This equipment supports NSW core mission requirements and is essential to the readiness and battlefield effectiveness of NSW in winning the current fight against extremist elements.
