Description — Ship Communications Automation
Ship Communication Automation (52PQ): With the evolution of afloat networks programs migrating into the Consolidated Afloat Networks and Enterprise Services (CANES) program, the Ship Communications Automation budget line will continue to support Automated Digital Network System (ADNS), Legacy Network Operation Rolling Tide (ORT), Tactical Messaging (formerly Command and Control Official Information eXchange (C2OIX)), Shore Tactical Assured Command and Control (STACC) (formerly Tactical Switching) and Piers / Enterprise Pier Connectivity Architecture (EPCA) programs. Automated Digital Network System (ADNS): ADNS provides cyber-hardened warfighting critical, afloat-to-shore wide area networking. Capabilities include routing, switching, baseband, configuration and monitoring capabilities that interconnect Fleet tactical and coalition partner enclaves worldwide. ADNS leverages Commercial Off-the-Shelf/ Government Off-the-Shelf (COTS/GOTS) equipment and network protocols as specified by the joint technical architecture and in support of meeting the ability to connect in a range of contested battlespace environments in support of expanding the Fleets' digital competitive advantage. ADNS INC III combines all Navy Tactical Voice, secure Communications Interoperability Protocol Inter-Working Function, Video, data requirements into a converged IP data stream, and Assured Command and Control (C2) capabilities. This includes Secure Communication Interoperability-Protocol Interworking Function (SCIP-IWF) for secure telephony over IP. In addition, the INC III architecture will incorporate an IPv4/IPv6 dual stack and a Cipher-Text security architecture to align to the Global Information Grid (GIG) in order to mesh Navy tactical surface, subsurface, airborne platforms, and Aegis Ashore sites into a single IP environment with gateway functions to joint and coalition networks. Technical Insertions (TI) are minor upgrades to existing system hardware and software baselines that are required to maximize Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance (C4ISR) capability and interface functionality between ADNS and applicable programs. ADNS will also deploy a Software Defined Network (SDN) solution. SDN delivery employs an iterative approach to Ashore modernization providing increased throughput and Software Defined Networking (SDN) capability at ADNS Shore sites with the intended end goal being a Global Mesh. ADNS Shore sites vary in unit cost between the NOCs, Teleports, and Gateways based on hardware footprint. Agile Enclave (AE) will provide rapid deployment of urgently needed cybersecurity upgrades as well as increased networking capability to combat rapidly emerging cyber threats to the Fleet. Agile Enclave (AE) will be procured and installed in the same FY based on urgent Fleet need due to current cyber vulnerability. Legacy Network Cyber Resiliency/Operation Rolling Tide (ORT): ORT is a Navy-wide cyber remediation effort to secure government databases and improve the overall security protocols for Navy computer networks. Specifically, Legacy Network Cyber Resiliency/ORT will fund planned legacy network upgrades and mitigate security vulnerabilities on the highest End of Life (EOL) platforms that are not targeted to be replaced by a CANES system. These upgrades will mitigate known targeted cyber vulnerabilities and include eradication of old Windows Operating Systems, critical EOL firewalls and routers and improved anti-malware solutions. Legacy Network Cyber Resiliency/ORT will improve the networks ability to detect known and unknown vulnerabilities and attacks by upgrading sensor and monitoring technologies and accelerating post-attack containment and recovery. Piers / Enterprise Pier Connectivity Architecture (EPCA): Commander Pacific Fleet, Commander United States Naval European Command and Commander United States Naval Central Command have declared pier Information Technology (IT) infrastructure modernization to be a Force Protection matter of urgency. A fully capable and modern Enterprise pier IT infrastructure allows United States (US) Naval ships, while pier-side at 26 global locations (15 Continental United States (CONUS)/11 Outside Continental United States (OCONUS)), to secure their Radio Frequency (RF) systems for critical maintenance, perform battle force training, while continuing to send and receive operational and intelligence traffic. This element of the BLII program installs state-of-the-art, Automated Digital Network System compatible IT infrastructure to Navy operated piers worldwide, including public and commercial shipyards and authorized Department of Navy (DON) foreign ports. EPCA provides expanded Non-Classified Internet Protocol Router Network (NIPRNET)/ Secret Internet Protocol Router Network (SIPRNET) capability to piers to meet Fleet Commander stated requirements in order to maintain situational awareness related to anti-terrorist military operations. Further, it ensures bandwidth requirements are met in order to download critical security patches and updates required for ships to maintain proper Information Assurance (IA) security posture. While in port, ships are connected by either an Umbilical Cable Assembly (UCA) or a Wireless solution from the skin of the ship to the first Navy Network Operations Center (NOC). Tactical Messaging (formerly Command and Control Official Information eXchange (C2OIX)), provides exchange of Joint Top Secret and below Official Information of high precedence Command and Control (C2) as well as routine organizational record message traffic between ashore sites and afloat platforms. The primary mission of Tactical Messaging is to provide a manageable messaging service gateway capability between Top Secret (TS), Secret Internet Protocol Router Network (SIPRNet), and the Non-classified Internet Protocol Router Network (NIPRNet) users. This messaging service capability includes seamless interoperability between other Department of Defense (DoD) messaging systems such as the Defense Information Systems Agency (DISA) Organizational Messaging Service (OMS), along with other serial-based legacy systems. Tactical Messaging provides sustainment and modernization for messaging systems on over 320 United States Navy (USN), Military Sealift Command (MSC) and United States Coast Guard (USCG) afloat platforms and 4 USN shore communications stations. The Tactical Messaging modernization effort for afloat platforms replaces the legacy, multi-rack, Naval Modular Automated Communication System (NAVMACS) with a modern, single-rack NAVMACS II system that automates and increases the speed and efficiency of handling organizational message traffic aboard ships and submarines. NAVMACS II leverages the Internet Protocol (IP) networks to send and receive organizational messages during normal operations and interfaces with non-IP serial Satellite Communication (SATCOM) and other Line of Site (LOS) and Beyond Line of Site (BLOS) Radio Frequency (RF) transmission paths to provide resilient C2 traffic during IP outages and Emission Control (EMCON) operations. C2OIX is the shore component of Tactical Messaging that handles UNCLASSIFIED, SECRET and TOP SECRET message service. C2OIX also provides an integrated Cross Domain Solution (CDS) for over 2,500 shore commands throughout the Navy shore enterprise and over 320 USN, MSC and USCG afloat platforms. C2OIX is located at the two Naval Computer Telecommunication Area Master Stations (NCTAMS PACIFIC and NCTAMS ATLANTIC) to provide worldwide coverage for shore commands. These suites also provide messaging services for satellite uplink to afloat units and Continental United States (CONUS) Areas Of Operation (AORs). Additionally, there are partial C2OIX suites located at two Naval Computer and Telecommunications Station sites (NCTS GUAM and NCTS NAPLES) to provide messaging services for satellite uplink to units operating in the Indian Ocean and Western Pacific areas of operation. Tactical Messaging satisfies shore and afloat Navy OI messaging requirements and implements products that are developed with an open system architecture that allow organizational message exchange between the Navy and other Services and Agencies. Shore Tactical Assured Command and Control (STACC) is the Navy's Program of Record (POR) to consolidate, replace and modernize the ashore Wide Area Network (WAN) services infrastructure with a cyber-hardened, warfighting resilient hardware, software and enterprise services infrastructure to enable information warfare from and within the tactical domain to expand the Fleets' digital competitive advantage. These critical network services are provided across 10 security enclaves and are critical in ability for Forces to "Fight from the MOC" in multiple network control (NETCON) conditions. STACC provides shore-based resilient tactical networking services and Command, Control, Communications, Computers, and Intelligence (C4I) capabilities to 410 afloat platforms and 93 shore commands. The program consists of a family of eight systems and 15 variants strategically positioned around the globe to provide capability to shore commands and interoperate with CANES and ADNS systems, enabling naval, joint, and coalition communication from seabed to space. The program has five prime mission products - Virtual Secure Enclave (VSE); Fleet Network Operations Center (FLTNOC); Combined Enterprise Regional Information Exchange System - Maritime (CENTRIXS-M), Sensitive Compartmented Information (SCI), and Transport systems. Amongst the critical shore sites where capability is fielded or services are provided include Naval Computer and Telecommunications Area Master Stations (NCTAMS), Naval Computer and Telecommunication Stations (NCTS), Broadcast Control Authority (BCA), Maritime Operations Centers (MOC), and Commander Task Force (CTF). A large portion of the capability is at the Fleet NOCs providing network management and situational awareness, Command and Control (C2) application hosting, cybersecurity boundary protection, network gateway, and connectivity services. STACC's (C4I) capabilities provide the Navy's C2 connection between globally deployed tactical warfighting forces (ships, submarines, aircraft, ashore Numbered Fleet Commanders and Coalition partners) that directly enable Distributed Maritime Operations, worldwide. The STACC network provides email, chat, Domain Name System (DNS), and patching applications to afloat platforms in a tactical environment to all deployed warfighting assets across all security classification levels enclaves (Unclassified, Secret, Secret Releasable (SEC REL) and Sensitive Compartmented Information (SCI)). STACC supports Fleet Commanders and Shore C2 users by globally connecting and consolidating common services, enabling resiliency, deploying resilient C2, and proactive network defense through separate and severable "tactical level" network from the "business" networks (Navy/Marine Corps Intranet (NMCI), OCONUS Naval Enterprise Network (ONE-NET)) connecting "afloat" networks such as Integrated Shipboard Network Systems (ISNS)/Consolidated Afloat Networks Enterprise Services (CANES) and supporting critical Navy efforts such as Project Overmatch (OM). Unlike NMCI and ONE-NET, STACC is operated and managed by the military allowing for custom network controls, commercial off-the-shelf / government off-the-shelf (COTS/GOTS) solutions, increased protection for critical C2 and failover capability within a denied environment. STACC provides and maintains several infrastructure systems essential for the entire Fleet to communicate end-to-end by providing a gateway for the tactical communities by incorporating the latest technologies into an integrated portfolio of products and services that facilitate effective Command and Control (C2) across the force. The STACC portfolio includes: FLTNOC and SCI Network Operation Centers (NOCs), the hub for connecting the various enclaves including Virtual Secure Enclave (VSE) and Combined Enterprise Regional Information Exchange System - Maritime (CENTRIXS-M) to afloat units and provide "tactical" level networking (IP routing, traffic management, cyber monitoring/protection, storage, and computing) and hosting for multiple critical C4I application and collaboration tools as validated and funded requirements dictate used by Fleet Commanders to provide command and control of deployed forces. VSE provides a resilient C2 network (separate and severable SECRET paths from the Tactical SIPRNet) designed to survive in a highly contested cyber environment and assure secure C2 communications between our shore Fleet command elements and the deployed warfighters. VSE is a thin-client architecture residing at the NOCs. VSE provides secure and resilient C2 network capability for specific Fleet prioritized warfighting commands (e.g., MOC, CTF, etc.) and critical C2 applications at the operational level of war in denied environment scenarios. VSE provides secure and resilient application hosting, transport, and authenticated role-based access for tactical operations. CENTRIXS-M ashore is a collection of Coalition Classified SECREL networks (separate and severable path) used for coalition (non-US) interoperability in support of military operations. The STACC CENTRIXS-M connects the MOCs, Fleet units, and Expeditionary units to various foreign partner bi-lateral and multilateral coalitions (e.g., NATO). This is a critical element of STACC allowing for collaboration and communication with coalition forces during operations. CENTRIXS-M currently exists as a web-centric, global network that provides allied and coalition partners with Information services such as email, web services, chat collaboration, and Common Operational Picture (COP) using Global Command and Control System (GCCS) track data through Radiant Mercury (RM) and Command and Control Personal Computer (C2PC). It incorporates and adapts a variety of Commercial Off-The-Shelf (COTS) hardware, software and Government Off-The-Shelf (GOTS) software to its architecture. CENTRIXS-M is a system of seven SECREL enclaves installed at the two main network operations center in the Pacific and Atlantic. Transport provides physical end-point connections from ships and submarines to the shore tactical infrastructure; ensuring the network traffic path is transparent to the operators. STACC Transport modernizes the Navy's shore legacy serial transport infrastructure into a fully IP network-centric enterprise capable of providing seamless and secure transport with increased bandwidth in support of DoD, Joint, and Coalition operations for voice, video, and data between shore facilities and the tactical community. Transport is critical for providing the secure physical connectivity between shore locations.

Justification — Ship Communications Automation
The FY 2026 request was reduced by $7.665 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $3.189 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." In FY26, Automated Digital Network System (ADNS) continues integration of Assured Command and Control capabilities to meet fleet requirements as well as fielding at Ashore sites. In FY26, ADNS funds are for the procurement of (30) Increment (INC) III Afloat units, (15) Ashore INC III units, (125) Agile Enclave (AE) units, (24) INC III Afloat Technical Insertion (TI) units, (4) Ashore INC I/INC II units, and (7) ADNS Advanced Networking Tactical System (ANTS) technical refreshes, with integration, and associated costs for pre-installation design. In addition, the FY26 ADNS investment will fund installation of (36) INC III Afloat units, (15) Ashore INC III units, (125) AE units (24) INC III Afloat TI units, and (4) Ashore INC I/INC II units. In FY26 the increase in procurement quantities is driven by the funding increase specifically for AE deployment. Quantities increased from 2 in FY25 to 125 in FY26. Additional increase in procurements are for ADNS INC III Ashore procurements are specifically for new Software Defined Networking (SDN) upgrades. Quantities for ADNS INC III Ashore increased from 6 in FY25 to 15 in FY26 to increase the number of sites supported. The FY26 procurements in AE and ADNS Ashore INC III are installed in the same FY. In FY26, Piers / Enterprise Pier Connectivity Architecture (EPCA) will procure (1) and install (1) EPCA units pier side to address pier Information Technology (IT) infrastructure modernization in support of Force Protection matter of urgency. Funds will support pre-installation design, site surveys, procurement of hardware and software, production support, and installation of Piers IT infrastructure. The decrease in procurement and installation Area of Responsibility (AOR) quantities is based on funding realignment based on higher Navy priorities In FY26, Tactical Messaging will procure, install and integrate (8) NAVMACS Afloat units. Funds support associated costs for pre-installation design to replace old legacy equipment onboard ships and submarines. In FY26, STACC funding increase is for the expansion of the VSE and CENTRIXS-M infrastructure in Naples and Bahrain Areas of Responsibility in response to OPNAV's Resilient C2 study findings, aligning with PACFLT/FFC joint Resilient Command and Control Requirements. In FY26, funding will procure hardware/software for eleven (11) VSE CTF Client Node installations, one (1) combined CTF Client Node installations for VSE and CENTRIXS-M and one (1) ASP installation to support Infrastructure expansion to increase the capacity of the Network Operation Centers (NOCs) in order to support critical C2 applications for VSE and new CTF users for VSE and CENTRIXS-M in a denied environment. Additionally, funding increase supports the Cyber Threat Upgrade (CTU) which increases VSE capacity to support afloat CTU requirements to include hosting of key applications. In FY26, the unit increase in STACC procurement quantities will procure and integrate thirteen (13) STACC equipment upgrades and perform thirteen (13) installations to: transition legacy serial transport to an IP environment; expand IP services (UNCLASSIFIED, SECRET, CENTRIXS-M, and SCI) to include application hosting services and expanded storage capability and network responsiveness of the central infrastructure needed to align with increased number of users and demand of supported systems; and enhance Network Operations monitoring and management, provide cyber remediation solutions to detect, deter and mitigate network threats and for Assured Command and Control to support terrestrial communications and routing changes.
