FY25→26 Change
No comparison: endpoints unavailable or on different bases

No FY2026 R-1/P-1 request line for this program element. The FY2026 President's Budget request workbook carries no FY2026 line for it; its last workbook figure is FY2025. An absent line is not by itself an ending — PB2026 renumbered program elements at scale across the services and defense agencies, so this work may continue under a different number. No successor is linked for this line: this site's program-lineage layer holds no keyed edge pointing forward from here. That is an absence in this site's lineage layer, not a finding about the program: if the J-book narrative on this page describes a realignment, it is quoted below in the document's own words, and this note does not restate it.

Data coverage

FY2026 award data is a partial year — USAspending reports awards on a rolling basis, and this corpus runs through 2026-09-04. why partial FY2026 data? →

P-1/R-1 workbook TOA basis, shown compact in $B/$M (the workbook records USD thousands); each figure cites its own President's Budget edition

4 fiscal years of this program as published (FY2022–FY2025): a line through the actuals (filled dots), with the enacted (hollow circles) and request (diamonds) markers each edition reported. Read it for direction, not for precision — this program's actuals line falls across the span, and 1 year is a break in the line rather than a low value: an edition the program is absent from, never interpolated. The grid below is the same data as text, one cited figure per cell.

The vertical scale does not start at zero: the baseline sits just below this program’s smallest year, so a low point on this line is not a small amount. Read the shape for direction and the grid below for the figures.

Description

Description — ACCESSIONS INFORMATION ENVIRONMENT (AIE)

The Accessions Information Environment (AIE) modernizes the Army's accession and recruiting process as a fully integrated enterprise system with new business practices and updated recruiting capabilities. Modernization allows the recruiters to dedicate more of their time in the field with potential recruits rather than at his/her desk processing paperwork and pulling data from multiple legacy systems, while using any mobile devices. AIE leverages Salesforce Inc., Original Equipment Manufacturer (OEM), to deliver a minimally customized Commercial-Off-The-Shelf Customer Relationship Management (CRM) solution hosted in a commercial Salesforce and Amazon Web Service (AWS) Cloud Impact Level 4 (IL4) environment for talent acquisition Army-wide. AIE supports the Army's accessioning process through its four missions: (1) Enlisted Soldiers, (2) Commission Officers through the Reserve Officers' Training Corps (ROTC) program, (3) In-Service requirements, and (4) Direct Commission. AIE will deliver eight core capabilities: lead generation & management, prospecting, interviewing, processing, pay & incentives, intelligence, marketing, and training/leader development. The AIE serves as the Army's accessions system of record to interface and synchronize with multiple Army HR agencies and systems to improve the Soldier's experience, which ultimately gains effectiveness and efficiency for the Army's recruiting force. The program transitioned from waterfall development to Agile Scaled Agile Framework (SAFe) 6.0 to better execute software development and fielding. Within the SAFe 6.0 framework, AIE emphasizes on human-center design processes throughout the Development, Security, and Operations (DevSecOps) Continuous Integration/Continuous Delivery (CI/CD) pipeline using Agile ceremonies. With this approach, the program can accelerate software development to meet business requirements, ensures code quality, and ensures software security for end user requirements. Additionally, AIE partnered with National Guard early adopters, in 3QFY24 to maximize user feedback and release a series of prototype software previews to establish a Minimum Viable Capability Release (MVCR). In 1QFY25 the program deployed the MVCR, defined within DoDI 5000.87 as initial capabilities to enhance mission outcomes, by delivering initial capabilities of Lead Management, Prospecting, Interviewing, Processing, and setting the baseline for continuous and iterative deployment of functionality to support the Enlisted Mission throughout FY25. AIE will release new software capabilities to the field every 2 weeks aligned to following major capability areas: 1.0 Enlisted Recruiting Mission - final release projected 2QFY26 2.0 In-Service and Direct Commission Mission - final release projected 2QFY28 3.0 ROTC Campus and Summer Mission - final release projected 4QFY29-1QY2030 4.0 Accessions Support Mission - final release projected 4QFY28 Note: In accordance with DoDI 5000.87, AIE will continually release software updates until the final release and will then continue software updates and fixes through the system end of life (EOL) projected FY39.
