Description
Description — In-Service Radars and Sensors
Beginning in FY26, all funding under LI 2026 SPQ-9B Radar has been realigned to LI 2981 In-Service Radars and Sensors. The scope of this LI changing is to consolidate the existing number of PEs/BLIs identified by BSOs and FMB to group technology projects to allow flexibility that would foster innovation and promote efficiency. PE/BLI consolidation meets the DoD Implementation Plan from the Commission on PPBE Interim Report. [P40A / DC020 DUAL BAND RADAR (DBR)]: Funding is required to maintain the In-Service Engineering Agent (ISEA) and Original Equipment Manufacturer (OEM) production services and support for Configuration Management. Funding also implements the DBR Life Cycle Sustainment Plan (LCSP) and infrastructure, Diminishing Manufacturing Sources and Material Shortages (DMSMS) Plan, associated hardware and software obsolescence mod kits, procurement of Engineering Change Proposals (ECPs), associated logistics products and on-board repair parts allowance requirements to enable system operation. Additionally, funding is required for a technology refresh for the DBR Signal Data Processors (SDPs) for CVN 78 and DDG 1000 Class ships. The current version of the IBM Advanced Interactive eXecutive (AIX) operating system (OS) that is running on the IBM P6 DBR SDPs reached the end of service in FY22 and the risk for DBR to satisfy Cyber Authority to Operate (ATO) requirements will increase. The next version of IBM AIX OS will not run on the IBM P6. Hardware spares for DBR SDP P6 computers are no longer available from IBM or certified IBM vendors. Production Support is also required to assist with DBR Combat System Integration and Technical Documentation. Funding also supports CVN 78 and DDG 1000 Class Operational Testing (OT) events. Additional limitations will be identified during DDG 1001 Shipboard Activation, as well as the CVN 78 and DDG 1000 deployments. The OEM and Government Technical Team have documented the critical radar issues that require correction via ECPs. Funding for these ECP efforts is required due to the engineering and technical complexity of the change proposals needed to satisfy combat system qualification requirements. The four DBR systems on CVN 78 and the three DDG 1000 class ships will be the full extent of the population. The small inventory of DBR based radars are also out of production and therefore, require increasing investments in obsolescence engineering, OEM repairs, and continuous onboard OEM technical support in order to maintain an acceptable level of operational availability. Starting in FY26, the DBR program is receiving additional sustainment resources to maintain the systems until the Navy decides to replace them with a more sustainable alternative. DBR Special Test Equipment and Infrastructure funding is needed for: (1) test equipment and support for a repair depot for assemblies and subassemblies for DBR components, including Common Array Power System (CAPS), and Common Array Cooling System (CACS); (2) resolution of system obsolescence that will degrade system Ao; and (3) establishment of product support engineering infrastructure needed by the DBR In-Service Engineering Agent (ISEA) and OEM onboard technicians to test and resolve issues for deployed systems on DDG 1000 Class and CVN 78. The additional DBR sustainment and infrastructure efforts will facilitate the transition of material sparing support of DBR to NAVSUP. [P40A / DC022 RADAR RESTORATION MATERIAL]: Radar Restoration funding procures mandatory replacement material in support of radar restoration such as arrays, overhaul kits (various components including waveguides, nuts, bolts, bearings, washers, seals, etc.), miscellaneous antenna sub-assemblies, and Engineering Change Proposals (ECPs) to address obsolescence and improve supportability. Increase supports procurement of long lead time spares of aged high failure non-mandatory materials for depot sustainment for In-Service Rotating Radars. [P40A / DC026 I-STALKER]: Improved Stalker (I-Stalker) is the Independent Mount (IM) Improvement to the Stalker Long Range Electro-Optic Sensor System (SLREOSS) system fielded in response to a 2016 United States Fleet Forces Command (USFFC) Operational Needs Statement (ONS). I-Stalker is currently fielded on CVN and LHA/LHD ship classes and is planned for installation on the first 10 Constellation Class FFGs. I-Stalker provides for 360-degree situational awareness and enhances ships to passively detect, classify, identify, and determine intent of current/emerging surface and air threats in support of the following warfare missions: Surface/Air Recon, Counter-Unmanned Aircraft Systems (UAS), Counter-Fast Attack Craft/Fast Inshore Attack Craft (FAC/FIAC), Search & Rescue, Force Protection, and Mobility. I-Stalker, combined with the Navy-owned Situational Awareness System (SAwS), delivers an integrated radar and Electro-Optic/Infrared (EO/IR) control and display suite. AN/SAY-3(V)1 is the currently fielded system configuration. AN/SAY-3(V)1 consists of two (2) I-Stalker (V)1 systems and one (1) Situational Awareness System (SAwS). An Engineering Change Proposal (ECP) is in progress to address known reliability and obsolescence issues present in the I-Stalker (V)1 and deliver a Technical Data Package (TDP) for the I-Stalker (V)2. FY25 and forward systems will be the AN/SAY-3(V)2 consisting of two (2) I-Stalker(V)2 and one (1) SAwS. Existing AN/SAY-3(V)1 will be upgraded to AN/SAY-3(V)2 via a Tech Refresh beginning in FY25. [P3A / DC001 - AN/SPS-73(V)]: The AN/SPS-73(V) Radar provides navigation and general surface search radar functionality on all U.S. Navy ships. The AN/SPS-73(V)12 is the Automatic Radar Plotting Aid (ARPA) Navigation Radar for the U.S. Navy being upgraded to the AN/SPS-73(V)18 Next Generation Surface Search Radar (NGSSR). NGSSR upgrade funding will be utilized for engineering changes, which will improve surface combatant's ability to engage fast attack craft/fast in shore attack craft (FAC/FIAC) tracking and periscope detection and discrimination, as well as address cybersecurity shortfalls and Commercial-Off-The-Shelf (COTS) obsolescence of the legacy AN/SPS-73 systems. The NGSSR will update the current AN/SPS-73(V)12 and replace the AN/SPS-67(V) and all commercially provided Navigation Radars fielded in the fleet. NGSSR production has been accelerated as a result of the October 2017 Commander Fleet Forces Comprehensive Review, which followed the McCain and Fitzgerald collisions. [P3A - 2 / DC009 - AN/SPS-48G RADAR OBSOLESCENCE AND AVAILABILITY RECOVERY (ROAR)]: The AN/SPS-48G 3-D Air Surveillance Radar is a follow-on to the existing AN/SPS-48E onboard Aircraft Carriers and large-deck Amphibious ships. AN/SPS-48G was initiated in response to Fleet complaints regarding AN/ SPS-48E reliability and supportability. Upgrade of the AN/SPS-48E with the AN/SPS-48G remains a high Fleet priority as it will reduce Operation and Support (O&S) costs and improve Operational Availability. Both factors are cited by the Fleet as unsatisfactory for the AN/SPS-48E. FY18 was the last year of AN/ SPS-48G procurements. Remaining installation funding is for advanced planning (AP) and planning yard design services allocation (DSA) which are required up to one year prior to the year of installation. DSA funds are used for Ship Installation Drawings (SIDs), Alteration Installation Team (AIT) contracting fees, and ship-checks. [P3A - 3 / DC018 - AN/SPY-1 RM&A IMPROVEMENTS]: DC018 AN/SPY-1 RM&A IMPROVEMENTS - These Reliability, Maintainability, and Availability (RM&A) improvements are intended to reduce cascading failures, mitigate obsolescence issues, and improve reliability in support of Anti-Air Warfare (AAW) and Ballistic Missile Defense (BMD) missions while still providing AN/SPY-1 Radar Total Ownership Cost (TOC) reductions. Solid State Switch Assembly (SSSA) Ordnance Alteration (ORDALT) will replace legacy switch tube modulator deck. SSSAs are procured based on start of ship availability with contract delivery dates (CDD) for each shipset being three months apart on average. Procurements and installations are aligned with the DDG Modernization availability periods and include two (2) Aegis Ashore requirements. Multi-Mission Signal Processor (MMSP) Power Supply ORDALT corrects an over-voltage condition in the power supplies installed with the MMSP Classic. Since the FY25 budget request, the program reduced procurements from seventy-seven (77) to fifty-four (54) DDG systems due to DDG decommissionings and AN/SPY-6(V)4 backfits (AN/SPY-6(V)4 ships do not require the SSSA ORDALT). Procurement of sixteen (16) DDG SSSA systems previously funded under BLI 2980, and the remaining thirty-eight (38) DDG procurements are reflected in this line item. Forty-four (44) installations are reflected in this budget which include six (6) systems procured in the 2980 budget. There are prior year through FY23 SSSA procurement quantities shown with no funding to accommodate the installation funding profile for systems procured in the 2980 budget (these procurement quantities are not included in the total quantities being procured in this budget). MMSP Power Supplies for DDGs (Qty 25) were procured under BLI 0900 and Aegis Ashore (Qty 2) were procured by Missile Defense Agency (MDA) in FY20. Seventeen (17) were installed under BLI 2980. FY23 funding was realigned from procurement to install to support five (5) installations that will start under BLI 2980 and finish under BLI 2981. The remaining ten (10) will be installed under BLI 2981. [P3A - 4 / DC024 - SPY-6 Family of Radars (FoR)]: SPY-6 Family of Radars (FoR), AN/SPY-6(V), Operations and Support (O&S): AN/SPY-6(V) Family of Radars (FoR) program consists of: AN/SPY-6(V)1 radar system addresses Ballistic Missile Defense (BMD) and Air Defense (AD) capability gaps identified in the Maritime Air and Missile Defense of Joint Forces (MAMDJF) Initial Capabilities Document (ICD). AN/SPY-6(V)1 is being installed in DDG 51 Arleigh Burke class Flight III guided missile destroyers. In Jan 2023, AN/SPY-6(V)2 and (V)3 radar systems were officially added to the AMDR FoR ACAT 1C program as a Post-MS C major subprogram via Acquisition Program Baseline (APB) update. AN/SPY-6(V)2 is being installed in Nimitz class CVN, America class LHAs, and San Antonio class LPDs; while the AN/SPY-6(V)3 is installed in Ford class CVNs and Constellation class FFGs. In Feb 2024, the AN/SPY-6(V)4 radar system was added to the AMDR FoR ACAT IC program as a post-milestone C major subprogram via APB update. AN/SPY-6(V)4 is being installed in DDG 51 Arleigh Burke class Flight IIA guided missile destroyers during modernization (back-fit). Obsolescence management and technology refresh for all four radar variants will be provided by a combination of ISEA tasking and program office leadership. Funding will sustain the Navy's next generation family of radars, AN/SPY-6(V). The AN/SPY-6(V) Product Support Strategy established NSWC Port Hueneme Division as the Product Support Integrator (PSI) for overall radar system Operational Availability (Ao) and Backend Processing (BEP) subsystem(s) Life Cycle Support, and NSWC Dahlgren Division as the supporting Software Support Activity. The BEP is comprised of Commercial off the Shelf (COTS) x86 based Modular Open System Architecture (MOSA), allowing for Form-Fit-Function (FFF) replacement, between Block upgrades, with next generation server and processer technology. The program also maintains two land-based sites for live radar operations, supported by the site infrastructure, annual operating expenses, maintenance actions, and site improvements to sustain operations. The "To Complete" is representative of the AN/SPY-6(V)1's full 40-year life cycle across 30 ships (a total of 1200 ship years), the AN/SPY-6(V)2's average 36.9 year life cycle across 15 ships (a total of 554 ship years), the AN/SPY-6(V)3's average 36.8 year life cycle across 25 ships (a total of 919 ship years), and AN/SPY-6(V)4's average 21.6 year life cycle across 27 ships (a total of 583 ship years). [P3A - 5 / DC025 - SPEIR BLOCK I]: Shipboard Passive Electro-Optical/ Infrared (SPEIR) Block I provide surface ships a common 360-degree EO/IR Electronic Support (ES) capability that will passively find, fix, track, and target current/emerging threats in support of the following warfare missions: Anti-Ship Cruise Missile (ASCM) Defense, Counter-Unmanned Aircraft Systems (UAS), Counter-Fast Attack Craft / Fast Inshore Attack Craft (FAC/FIAC), and Mobility. SPEIR Block I will consist of a passive Wide Field of View (WFOV) capability with a persistent 360-degree field-of-view optical sensors for autonomous detection and tracking for 24/7 situational awareness. SPEIR Block I will also include an enhanced, high-resolution Narrow-Medium Field of View (NFOV) and laser range-finding capability to provide 3D target tracking, identification, and threat assessment. SPEIR Block II will be a future program that will build on the modular open systems architecture of Block I with an expanded spatial coverage envelope and will add the capability for Periscope Detection and Discrimination (PDD), Mine Like Object (MLO) avoidance, networked operations, and full integration with the Future Integrated Combat System. Status of SPEIR Block I Major Milestones: Milestone B completed 3QFY22, procurement of Long Lead Material (LLM) for LRIP Lot 1 (2QFY25), and Milestone C and LRIP Lot 1 Balance Award (2QFY26). FY25 matches the Base for Reprogramming Actions, DD 1414 and does not include supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50). In FY25, DoN has received $44.7M of supplemental funding for the procurement of SPEIR. [P3A - 6 / DC027 - AN/SPQ-9B]: Beginning in FY26, all funding under LI 2026 SPQ-9B Radar has been realigned to LI 2981 In-Service Radars and Sensors. The scope of this LI changing is to consolidate the existing number of PEs/BLIs identified by BSOs and FMB to group technology projects to allow flexibility that would foster innovation and promote efficiency. PE/BLI consolidation meets the DoD Implementation Plan from the Commission on PPBE Interim Report. Funding procures AN/SPQ-9B Radars to add Anti-Ship Missile Defense (ASMD) capability to Shipboard Combat Systems. Procures radars to support combat systems on the following ship classes: CG, LHA, DDG, CVN, LHD, LPD, U.S. Coast Guard National Security Cutter and a Training Unit. Systems procured for Cruisers/Destroyer (CRUDES) and Amphibious Ships in FY14 through FY21 includes the Periscope Detection and Discrimination (PDD) capability. AN/SPQ-9B systems are installed using Alteration Installation Teams (AITs) that customarily require funding for planning yard Design Services Allocation (DSA) up to two years prior to the year of installation and funding for Advanced Planning (AP) one year prior to installation, to support individual ship class drawing packages, ship checks and long lead material unique to the installation in order to maintain alignment with ship availability schedules. In FY26, installation funding decreases due to completion of the LHD 5 installation in FY25. Miscellaneous ECPs procure product improvements generated by Engineering Change Proposals (ECPs); corrects problems reported by Fleet units; upgrades unreliable components and replaces obsolete components and parts no longer in production for AN/SPQ-9B Radar; and addresses supportability concerns. Purchases and installs ECPs, including Antenna Shock Upgrade Kits, Antenna Radar Components, Digital Signal Processor (DSP) Kits, Periscope Detection and Discrimination (PDD) Kits and engineering change kit hardware components. Antenna Shock Upgrade Kits are installed during Antenna Restorations. DSP and PDD kits are installed conjunctively via Alteration Installation Team (AIT) and can be accomplished outside of a CNO availability. Production Support provides support for production of hardware and hardware components and is composed primarily of Warfare Center Activity support, Software Support Activity (SSA), Integrated Logistics Agent (ILA), Acquisition Engineering Agent (AEA), Technical Design Agent (TDA), Engineering Support Services (ESS) and Professional Support Services (PSS). Also includes support for cybersecurity compliance and software certification.

The FY 2026 request was reduced by $6.633 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $4.879 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." Increased funding in FY26 primarily supports Dual Band Radar (DBR) Engineering Change Proposal (ECP) efforts for Cyber security, failure reporting and tracking, Government technical software and Signal Data Processor (SDP) hardware installs in support of sustainment and OEM obsolescence efforts. Additionally, FY26 funding increase for SPY-6 Family of Radars (FoR) supports Backend Equipment Sustainment and Technology Refresh for new SPY-6 platform deliveries to establish adequate infrastructure and sparing, along with Land-based Test Site (LBTS) modernization and sustainment to validate radar equipment upgrades in production and capability upgrades. Beginning in FY26, all funding under LI 2026 SPQ-9B Radar has been realigned to LI 2981 In-Service Radars and Sensors. The scope of this LI changing is to consolidate the existing number of PEs/BLIs identified by BSOs and FMB to group technology projects to allow flexibility that would foster innovation and promote efficiency.
