Description

Description Transportable Tactical Command Communications (T2C

This funding line is directly aligned to the Army Network Modernization Priority and the Army of 2030 and 2040 initiatives. Transportable Tactical Command Communications (T2C2) and Scalable Class of Unified Terminals (SCOUT) provide a suite of expeditionary and mobile satellite terminals. As part of the Army's unified tactical network, this scalable suite of expeditionary ground satellite communication (SATCOM) terminals transmits voice, video and data to provide mission command, situational awareness and an improved common operational picture in support of multi-domain operations. T2C2 and SCOUT terminals support small team elements up to echelons above brigade, company sized command posts operating away from the battalion/brigade HQ, and advanced parties/early entry units. The program office is leveraging a "Suite of Terminals" (SoT) strategy to meet Army requirements for the Expeditionary Signal Battalion-Enhanced (ESB-E), Security Force Assistance Brigade (SFAB), Integrated Tactical Network (ITN) Brigade Combat Teams (BCTs), Multi-Domain Task Force (MDTF), SPACE Brigade, Maneuver Enhancement Brigades (MEB), Military Intelligence Brigades (MIBs), Divisions and Corps headquarters and other formations. This strategy enables procurement of the most capable and formation appropriate terminals for the requirement. With a variety of terminals and sizes (sub-1 meter (m)) up to 4m) to support different mission requirements, these SATCOM terminals provide interoperable high-speed, high-capacity connectivity, enabling Soldiers to communicate beyond line of sight (BLOS) across vast distances and in austere locations and terrains, virtually anytime, anywhere, without the need of static infrastructure. These SATCOM terminals also include baseband and ancillary equipment to enable authorized cyber secure connections at the tactical and strategic level. The SATCOM terminals in the portfolio support and complement the Army's tactical network and architecture by increasing operational reach and situational awareness of the entire force, while ensuring quality and technical relevancy. The program will leverage a Family of Terminals contracting approach to incorporate emerging technologies to ensure network resiliency, capacity, and convergence by providing high-throughput and low-latency broadband services. The program transitioned the Lite materiel solution from an inflatable satellite terminal to a lighter, more expeditionary and capable rigid dish solution, the Lite v2. In FY 2023, the program began procurement of an Ultra Lite terminal intended for small teams that require high bandwidth network capability in austere environments. Additionally, the program office will produce logistics products, program supply support, cyber support, etc. and establish contracts to support the Ultra Lite terminal. Lite (1.2m): Is a previously fielded inflatable satellite terminal solution. Lite v2 (1.3m): Supports small command posts of 8 subscribers over SIPR/NIPR. The terminal provides a tri-band Scalable Class of Unified Terminals (SCOUT) rigid dish for the antenna solution. This is the follow-on system to the Lite and offers reduced setup time, improved connection characteristics, reduced maintenance requirements, and less overall complexity resulting in a more desirable terminal based on end-user feedback when compared to the previous Lite. The Lite v2 nomenclature will change to SCOUT Expeditionary, however the capability does not change. SCOUT Expeditionary (1.3m): Supports small command posts of 8 subscribers over SIPR/NIPR. The terminal provides a tri-band Scalable Class of Unified Terminals (SCOUT) rigid dish for the antenna solution. This is the follow-on system to the Lite and offers reduced setup time, improved connection characteristics, reduced maintenance requirements, and less overall complexity resulting in a more desirable terminal based on end-user feedback when compared to the previous Lite. The SCOUT Expeditionary was previously referred to as the Lite v2. Heavy (2.4m): Is a previously procured inflatable satellite terminal solution. SCOUT Small (0.65m-0.95m): Supports small command posts of 13 subscribers over SIPR/NIPR. The terminal provides a tri-band capable, early entry satellite connection for SFAB units to complete their mission. SCOUT Medium SFAB (1.3m): Supports small command posts of 9 subscribers over SIPR/NIPR/MPE. The terminal provides a tri-band capable, early entry satellite connection for SFAB units to complete their mission. SCOUT Medium ITN (1.3m): Supports small command posts of 26 subscribers over SIPR/NIPR/Secure but Unclassified (SBU). This terminal is capable of supporting voice, imagery, data, video, chat, and full motion video (FMV) at the battalion level. Terminal provides tri-band capable, early entry satellite connection for ITN units to complete their mission. Ultra Lite: Provide all-weather capable lightweight early-entry communications packages for small teams at the tactical edge with setup/teardown time within 7 minutes. Supports one subscriber over NIPR and three over SIPR. The only system in the suite of terminals that consists of one (1) transit case in a carry-on suitcase that provides a SIPR connection over commercial SATCOM for small intelligence teams and executive communications. The Ultra Lite terminal requires support from the SATCOM Support Center (SSC), which provides 24/7 helpdesk support and mission critical network connectivity that actively supports secure commercial tunnel architecture, access to unclassified, classified (up to Secret), and coalition networks, and routing to a Top-Secret gateway. The program will fund SATCOM Support Center (SSC) services for Ultra Lite terminals. Enhanced Baseband: Additional baseband added to previously fielded Lite terminals to support 26 users over Secure Internet Protocol Router/Non-Secure Internet Protocol Router (SIPR/NIPR), consistent with ITN requirements. Deployable Ku-Band Earth Terminals (DKET) are satellite terminals which are used to augment the Army's communications network infrastructure in theater. The terminals operate as hubs, providing inter- and intra-theater satellite links and network hub services for disadvantaged forward operating bases (FOBs). This program is included in the OPA Budget Line Consolidation. In FY 2025, B85800 Transportable Tactical Command Communications (T2C2) was consolidated into B56000 SATELLITE COMMUNICATIONS.

In FY2025 funds transferred from project B85800/Transportable Tactical Command Communications (T2C2) to project B56111/Transportable Tactical Command Communications (T2C2) under a new Parent program element B56000 SATELLITE COMMUNICATIONS. This consolidation was proposed in FY2025 and approved with FY 2025 full year continuing resolution. FY 2026 is the first year Army is presenting B56000 funding line with retroactive adjustments for FY2025. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
