Description — Defense Enterprise Wideband Satcom Systems
The Defense Enterprise Wideband Satellite Communications (SATCOM) Systems (DEWSS) requirement is included in the Army 2030/2040 Strategic Plan and all funding supports Joint and Next Generation Command and Control (NGC2) initiatives to modernize Command and Control (C2) systems. Note: Wideband Sat Payload Control System will transition to US Space Force in FY2026. The DEWSS funding line provides Super High Frequency (SHF) wideband military satellite communications readiness and resiliency supporting critical national strategic and tactical Command, Control, Communications and Intelligence (C3I) requirements. The DEWSS is a joint interest program supporting Department of Defense (DoD) Components with Joint Chiefs of Staff and DoD Chief Information Officer oversight. The DEWSS/Wideband Global SATCOM (WGS) is a key component of the Department of Defense Information Network (DoDIN), providing end-to-end network connectivity for strategic and combatant command communications. DEWSS is a system of systems composed of various hardware and software components; including large satellite earth terminal antennas, baseband telecommunications and networking equipment, satellite payload control planning and management systems. Requirements vary based on geographic area, terrain, end users, and joint partners (both US and international). DEWSS consists of the following efforts: B08900/Special Communications Links Program, BB8416/Enterprise Wideband Satellite Terminal (Mod) - The Modernization of Enterprise Terminals (MET), BB8501/Enterprise Wideband Satellite Terminal Digital EQ, and BB8509/Enterprise Wideband Sat Payload Control System. B08900/Special Communications Links Program - The Senior National Leadership Communications (SNLC) program and the required modernization effort exists through a bilateral international agreement for equipment modernization. Per Lead MILDEP designation memorandum - dated 28 July 2000, this is a must fund effort. This funding supports the acquisition and fielding of unique capabilities that provide critical communications to support continuing relations between the United States President, Department of State (DoS), Secretary of Defense (SECDEF), other high level United States members and their foreign counterparts (Russia). The program includes the Direct Communications Link (DCL), Continuous Communications Link (CCL) and the Government-to-Government Communications Link (GGCL). Communications are required for diplomatic peacekeeping, arms control, and treaty verification purposes. BB8416/Enterprise Wideband Satellite Terminal (Mod) - The Modernization of Enterprise Terminals (MET) program is a complete modernization of fixed X-Band enterprise satellite communications terminals. The MET family of terminal equipment will increase the capacity of existing satellite communications facilities by adding military Ka-Band capability, enabling the Army to maximize its use of the Wideband Global SATCOM (WGS) constellation. The MET's modular design and incorporation of Commercial-Off-The-Shelf (COTS) systems will improve the sustainability of Army enterprise satellite communications systems, reduce life cycle costs, and extend the life of the enterprise terminal family beyond 2035. BB8501/Enterprise Wideband Satellite Terminal Digital EQ - The Digital Communications Satellite Subsystem (DCSS) is an array of baseband telecommunications equipment that is integral to the Defense Enterprise Wideband SATCOM System (DEWSS). DCSS is the interconnection between the Department of Defense Information Network (DoDIN) and the DEWSS satellite earth terminal equipment, providing users with access to the Wideband Global SATCOM (WGS) system, the DoDIN, and other military and commercially available satellite constellations. Provides deployed Warfighters with global connectivity to military command and control systems, reach back to the sustaining base, and access to enterprise information resources and the Defense Information Systems Network. Interfaces with the national strategic communications infrastructure to support Presidential and senior DoD leadership communications. BB8509/Enterprise Wideband Sat Payload Control System (This program requirement will transition to US Space Force in FY 2026). The Wideband SATCOM Operational Management System (WSOMS) integrates COTS-based telecommunications hardware (servers, workstations, routers, switches, and encryption devices) and software applications into a suite of planning and management tools that enable the efficient use of the Wideband Global SATCOM (WGS) constellation for the Department of Defense and International Partners. Modernizations will streamline mission planning to support combatant command operations, improve operational network capacity and availability, integrate data analytics and trend analysis to identify and resolve system performance anomalies, resolve satellite bandwidth and radio-frequency constraints, and improve resiliency for combatant command operations under stressed and unstressed conditions.

Justification — Defense Enterprise Wideband Satcom Systems
FY 2026 BB8500 Base procurement dollars in the amount of $65.591 million supports Joint and Next Generation Command and Control (NGC2) initiatives to modernize Command and Control (C2) systems under each of the following programs: FY 2026 B08900 Base procurement dollars in the amount of $2.457 million supports modernization of the Direct Communications Link (DCL) software suite to support modern computers, network hardware and operating systems. Funding provides integration, installation and training support for software and associated hardware. FY 2026 BB8416 Base Procurement dollars in the amount of $45.115 million supports the engineering, systems integration, post-production integration, testing and installation support of Modernization of Enterprise Terminals (MET) systems fielding globally; MET Interactive Electronic Technical Manual (IETM) upgrades, Life Cycle Modernization of the terminal systems; and the procurement, site preparation and installation of radomes. FY 2026 BB8501 Base procurement dollars in the amount $17.962 million procures satellite terminal and satellite baseband equipment and associated management systems in support of Network Enterprise Technology Command (NETCOM) new facilities at Ft. Buckner, Japan and Camp Humphreys, Korea. Provides the minimum essential baseband and telecommunications equipment (power distribution, precision timing systems, encryption) to support the modernization of Digital Communications Satellite System (DCSS) components and their integration into the Defense Enterprise Wideband SATCOM Systems (DEWSS). Additionally, procures the Enterprise Digital Intermediate Frequency Multi-carrier (EDIM) Modem; which will support a future Digital Intermediate Frequency architecture and improve communications resiliency and network diversity. Supports Chairman, Joint Chiefs of Staff (CJCS) validated Combatant Commanders/Service long haul communication requirements and provides baseband equipment support for the Modernization of Enterprise Terminals (MET) program. FY 2026 BB8509 Base procurement dollars in the amount of $.057 million supports modernization of the closed restricted Wideband Satellite Operations Management System (WSOMS) network to transition to a modern and capable IP-based any-to-any network that provides reliability, sustainability, scalability, security, and management of the increasing SATCOM demands. It increases resiliency, trend analysis and anomaly resolutions to ensure reliable communications; increases automation of payload planning to increase resource efficiency and dynamic Combatant Commands (COCOM) mission planning, and transitioning WSOMS subsystems to a common interoperable virtual machine computing environment which will significantly reduce the physical footprint and reduce energy costs to the facilities. This program requirement will transition to the US Space Force in FY 2026.
