Description — CANES Intell
Consolidated Afloat Networks and Enterprise Services (CANES) operates at the Tactical Edge which is defined as "The platforms, sites, and personnel (U. S. military, allied, coalition partners, first responders) operating at lethal risk in a battle space or crisis environment characterized by 1) a dependence on information systems and connectivity for survival and mission success, 2) high threats to the operational readiness of both information systems and connectivity, and 3) users are fully engaged, highly stressed, and dependent on the availability, integrity, and transparency of their information systems (Source(s): CNSSI 4009-2015)." CANES is the Navy's Program of Record (POR) to replace and modernize existing afloat networks with a cyber-hardened, warfighting resilient hardware, software and enterprise services infrastructure to enable information warfare from and within the tactical domain to expand the Fleets digital competitive advantage. CANES provides complete network infrastructure including hardware, software, processing, storage, and end user devices for the Unclassified, Coalition, Secret and Sensitive Compartmented Information (SCI) enclaves to a wide variety of Navy Surface Combatants, Combat Logistics Force (CLF), Submarines, Maritime Operations Centers, and Aegis Ashore sites. CANES services include application hosting, data transport and storage, system management, cyber security, email, web, chat, collaboration, and voice and video services. CANES is designed using commercial sector industry best practices of reducing the number of separate Fleet networks and drives affordability with a single engineered technical solution across the Fleet from patrol craft to aircraft carriers. As much as possible, CANES relies on Commercial Off-The-Shelf (COTS) hardware and software to reduce development time and cost, and leverages commercial Information Technology (IT) approaches to include Development, Security, and Operations (DevSecOps) to drive rapid upgrades. It allows for streamlined acquisition, contracting, sustainment, and significant lifecycle efficiencies through consolidation of multiple configuration management baselines, logistics, and training efforts into a single unified support structure. The CANES Application Integration effort provides common software governance, testing, processes, and tools to application developers, and conducts integration testing to confirm compatibility for hosted applications prior to fielding. More than two hundred (200) hosted software applications and systems - including Command and Control, Intelligence, Surveillance and Reconnaissance, Information Operations, Logistics, and Business domains - require the CANES infrastructure to operate in the tactical environment. Specific programs, such as Distributed Common Ground System - Navy (DCGS-N), Global Command and Control System - Maritime (GCCS-M), Naval Tactical Command Support System (NTCSS), and Undersea Warfare Decision Support System (USW-DSS), no longer provide their own independent network hardware and now depend on CANES to field, host, and sustain their capabilities. CANES also provides a set of capabilities called Agile Core Services (ACS) which brings advanced data science capabilities and other common network services to allow hosted application developers to focus on the unique capabilities they provide. CANES is funded and programmed to field regular technical updates via a Continuous Capability Delivery (CCD) Framework in order to keep pace with rapidly evolving cyber security threats and meet emerging operational demands. CANES uses a DevSecOps framework to improve its engineering processes and speed the deployment of new cyber security, application hosting and technical updates. Future CANES systems will incorporate technologies such as Cloud computing, Machine learning, and Artificial Intelligence. Continuous technical insertions via the CCD Framework that integrates modular Cyber Threat Upgrades (CTUs) not only enhances network resilience but also provides updates across multiple platforms, enabling the Navy's path to continuous readiness. CANES is a mature program with an innovative Multi Award Contract (MAC) in place that has consistently proven capable of delivering on or ahead of schedule. Additionally, the program uses a robust Continuous Process Improvement (CPI) program to improve the delivery speed and quality of network capabilities to the Fleet.
Justification
Justification — CANES Intell
The FY 2026 request was reduced by $3.431 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.955 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." The FY26 funding decrease in the Consolidated Afloat Networks and Enterprise Services (CANES) aligns with funding profile that supports the Navy's priority effort to modernize and protect tactical networks against increased cyber threats and ensure operational readiness from competition to conflict. All procurements align with available ship platform (ship/submarine/shore) modernization windows and the program's capacity to procure and install the product. Sufficient funding ensures that CANES is deployed to the Fleet as quickly as possible to mitigate obsolescence issues, cyber security threats, and keep pace with increased computing and storage requirements for hosted mission applications, and support Department of Defense (DoD) directives to remove End of Life/Support (EOL/S) Windows Operating Systems software (e.g., operating systems) from the Fleet as quickly as feasible. Obsolete Commercial Off-The-Shelf (COTS) legacy hardware and the termination of cyber security support for legacy versions of COTS software products (e.g., Microsoft, RedHat, Linux) drive increased sustainment costs, reduce operational availability and create critical cyber security vulnerabilities in Navy Tactical Networks. Replacing these older networks and modernizing the tactical environment with CANES is the foundation for all Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) investments to sustain functionality, interoperability, cyber security, supportability, and maintainability. FY26 - CANES funds are for the procurement of (5) Initial CANES Afloat units, (20) Afloat Technical Insertion (TI) units and (1) Ashore TI unit; with integration and associated costs for pre-installation design and the installation of (4) Initial CANES Afloat units and (47) Afloat TI units that were procured in FY25. It is important to note that procurement quantities are the same CANES end item products referenced in CANES LI 2915. Installation quantities represent sites receiving CANES are also referenced in LI 2915. The associated dollars in this exhibit represent the Intell investment portion of the CANES system.
