Description — SATELLITE COMMUNICATIONS
Satellite Communications supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport layer. The Tactical Network Communication funding line consists of four distinct portfolios: Transportable Tactical Command Comms (T2C2), Super High Frequency (SHF) Terminal, Protected Anti-Jam Tactical SATCOM and CSS Satellite Communications. This line is not a new start. This program is included in the OPA Budget Line Consolidation. B56000 SATELLITE COMMUNICATIONS is result of Army's consolidation of four funding lines: B858000 Transportable Tactical Command Comms (T2C2) BA9350 Super High Frequency (SHF) Terminal BC4000 EHF SATELLITE COMMUNICATION / B34002 Protected Anti Jam Tactical SATCOM BD3501 CSS Communications / BD3513 CSS SATCOM This consolidation was proposed in FY 2025 and approved with FY 2025 full year continuing resolution. FY 2026 is the first year Army is presenting B56000 SATELLITE COMMUNICATIONS funding line with retroactive adjustments for FY2025. -- Transportable Tactical Command Comms (T2C2) funding line supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport layer. In FY 2023, the program began procurement of an Ultra Lite terminal intended for small teams that require high bandwidth network capability in austere environments. Additionally, the program office will produce logistics products, program supply support, cyber support, etc. and establish contracts to support the Ultra Lite terminal. Transportable Tactical Command Communications (T2C2) previously procured ISA Lite (1.2m) terminal, ISA Lite v2 (1.3m) terminal, SCOUT Expeditionary (1.3m) terminal, SCOUT Small (0.65m-0.95m) terminal, SCOUT Medium SFAB (1.3m) terminal, SCOUT Medium ITN (1.3m) terminal, Enhanced Baseband, Deployable Ku-Band Earth Terminals (DKET), and ISA Heavy (2.4m) terminal. Ultra Lite: Provide all-weather capable lightweight early-entry communications packages for small teams at the tactical edge with setup/teardown time within 7 minutes. Supports one subscriber over NIPR and three over SIPR. The only system in the suite of terminals that consists of one (1) transit case in a carry-on suitcase that provides a SIPR connection over commercial SATCOM for small intelligence teams and executive communications. The Ultra Lite terminal requires support from the SATCOM Support Center (SSC), which provides 24/7 helpdesk support and mission critical network connectivity that actively supports secure commercial tunnel architecture, access to unclassified, classified (up to Secret), and coalition networks, and routing to a Top-Secret gateway. The program will fund SATCOM Support Center (SSC) services for Ultra Lite terminals. -- Super High Frequency (SHF) funding line supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport layer. The AN/TSC-156E Super High Frequency (SHF) terminal (Phoenix E-Model) is the Army's only quad-band capable, multi-carrier, high-capacity SATCOM terminal with the flexibility to expand capacity at priority network nodes and bridge seams in the network. The modernized AN/TSC-156E provides more flexibility, scalability, and modularity for the Multi-Domain Task Force (MDTF) and replaces the AN/TSC-156D in the Expeditionary Signal Battalion (ESB)/Expeditionary Signal Battalion - Enhanced (ESB-E) in support of expeditionary communications Joint and Army Headquarters at the Division and Corps levels. The AN/TSC-156E also enables interface with strategic networks via Regional Hub Node (RHN) and Standardized Tactical Entry Points (STEP). The AN/TSC-156E is based on modern architectures described in the Transmission Systems Increment 1 Capabilities Production Document (CPD), which increases demand for satellite bandwidth. The AN/TSC-156E provides broadband satellite data capability by leveraging commercial off-the-shelf (COTS) solutions to increase reliability, flexibility, mobility, and range. The AN/TSC-156E is a network communications transport that operates over military and commercial satellite space segments to provide high-capacity links to support voice and data communications. The AN/TSC-156E utilizes a transit-case based concept, allowing for rapid deployments with or without vehicle support. Specifically, the AN/TSC-156E adds Internet Protocol (IP) routing capability as well as providing a dual head capability to access two satellites simultaneously in order to increase network diversity, robustness, and capacity. The AN/ TSC-156E allows seamless integration with current and future proposed tactical communications networks at high data rates and multiple bands required by current and future operations. The Phoenix terminal supports and complements the Army's tactical network and architecture by increasing the operational reach and situational awareness of the entire force, while ensuring quality and technical relevancy. The program will leverage a Family of Terminals contracting approach to incorporate emerging technologies to ensure network resiliency, capacity, and convergence by providing high-throughput and low-latency broadband services. Supports Network Fix Architecture with downward reinforcing SATCOM capability. The Approved Acquisition Objective (AAO) for the SHF Terminal is 172. -- Protected Anti-Jam Tactical SATCOM funding line supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport layer. Protected Anti-Jam Tactical SATCOM (Protected SATCOM) provides the ability for the Army tactical terminals to be resilient in a contested environment and protect against catastrophic loss of situational awareness and command and control during critical battle movement with Anti-Jam capabilities. The Resilient Anti-Jam Modem (RAM) (previously referred to as Block II Small Form Factor (SFF)) will provide on the move and early entry satellite terminals with adaptive, anti-jam communications for the highest levels of protected communications in multi domain operations. Air Force/Army Anti-Jam Modem (A3M) (formerly referred to as Block I) will offer tactical Army protection against interference that is either intentional or unintentional. A3M is a Joint Effort between the Army and US Space Force (USSF). RAM is an Army only requirement, as USSF does not have a requirement for RAM. Protected SATCOM supports initial development, testing and certification of production representative Protected Tactical Waveform (PTW) modems, waveform license procurement, incorporating Army requirements, to support continued spiral development of critical protected communications capabilities to address resiliency in jamming environments. Protected SATCOM addresses evaluation of capabilities to mitigate emerging threat requirements. The Protected/Resilient SATCOM Abbreviated - Capabilities Development Document (CDD) was validated and approved 1 March 2024. -- Combat Service Support (CSS) Satellite Communications funding line supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport layer. The CSS Communications funding line supports the Army's Sustainment Transport System (STS). STS is a data transport capability through satellite communications (SATCOM) and is an integrated component of the Unified Network, targeted at providing unclassified communications to Army sustainment units in their support to the Warfighter. STS provides network infrastructure, connectivity and enables a SATCOM pathway for logistics, financial management, personnel, and health service support data to be exchanged on the battlefield between multiple echelons and enterprise data sources. STS provides critical connectivity on the battlefield where the Integrated Tactical Network (ITN) and other communication systems do not extend to dispersed and forward deployed sustainment units. Operational needs require a smaller, lighter system that is able to transition between frequency allocation bands and also provide logisticians with high-speed distributed access to the DOD Information Network (DODIN) to ensure continuous, integrated, and synchronized support across the enterprise while minimizing network and data vulnerabilities. To meet these critical needs, STS will replace the currently fielded CSS Very Small Aperture Terminal (VSAT) and CSS Automated Information System Interface (CAISI). Based on the approved requirements document "STS Annex III to the Bridge to Future Network (BFN) Capability Production Document (CPD)", STS enables Beyond Line-of-Sight (BLOS) communication and enterprise access to the DoD Information Network-Army (DODIN-A) with modernized SATCOM Systems. Included with each SATCOM System is a SATCOM terminal, a cyber-resilient baseband kit, and support equipment for Network Infrastructure. Modernization splits the CAISI into two distinct capabilities to enable more flexibility for the unit to adjust concepts of operation and for the program to adapt to emerging technologies. Based on unit requirements and mission needs, each SATCOM system can be paired with varying combinations of 1) Line of Sight (LOS) transmission equipment to extend network access to the forward edge of battle; and 2) Wireless Network Access (Wi-Fi) to provide dispersed elements a dedicated connection to the network. The current proposed AAO for modernized systems represents a significant reduction to 19,133 end items fielded: 2,709 SATCOM Systems, 8,644 Wi-Fi Systems, and 7,780 LOS Systems. Modernization efforts will ensure continued support of Sustainment Information Systems (SIS) communications and logistics Enterprise Resource Planning (ERP) software systems globally, at home station (Garrison), and into the tactical, operational and strategic battle space. These SIS and ERP applications and their associated data are enterprise level services that require on-demand global connectivity and reliable, redundant, and consistent unit access to reach back capabilities to the DODIN-A through modernized communications systems. Milestone C occurred in April 2023 when the Milestone Decision Authority (MDA) approved entry into Low Rate Initial Production (LRIP) of the Production and Deployment phase for the purpose of conducting Initial Operational Test and Evaluation (IOT&E) and preparing for Full Rate Production (FRP). Hardware procured in FY2023 and FY2024 represent the approved LRIP quantities.

B56111 - TRANSPORTABLE TACTICAL COMMAND COMMS (T2C2) FY 2026 Base procurement dollars in the amount of $9.959 million supports: Procurement of Ultra Lite terminals, Recurring Engineering for Engineering Change Proposals (ECPs) that affect hardware and software configuration baselines, software, and configuration management. FY2026 base also supports engineering and logistics support, software procurement, and Ultra Lite System support which includes SATCOM Support Center (SSC) helpdesk labor and material procurement support, and connection services to secure enclaves for the Ultra Lite terminal. Funding also supports personnel for fielding, training and maintenance support; procurement of initial spares and consumables; shipping; and addresses obsolescence for systems fielded prior to FY 2022. B56222 - SUPER HIGH FREQUENCY (SHF) TERMINAL FY 2026 Base procurement dollars in the amount of $43.713 million supports: Procurement of Phoenix-E Terminals, Government Furnished Equipment, Testing to address Fielded baseline obsolescence, Logistics data such as Technical Manuals, Software configuration baselines, Fielding and Training personnel, spares, logistics services, Systems Engineering and Program Management and Systems Engineering support. B56333 - PROTECTED ANTI-JAM TACTICAL SATCOM FY 2026 Base procurement dollars in the amount of $10.057 million supports: Recurring Engineering, Waveforms, Fielding and Training Support, Engineering Services, and Systems Engineering and Program Management. B56444 - CSS SATELLITE COMMUNICATIONS FY 2026 Base procurement dollars in the amount of $51.041 million supports: Procurement of Network Infrastructure, STS Line of Sight (LOS) Systems, STS Wi-Fi Systems, and STS SATCOM Systems. Additionally these funds procure: Initial spares; Software maintenance - including software licenses (initial and renewal) and cybersecurity Authorities to Operate (ATOs); Support data (logistics documentation); fielding - includes New Equipment Training (NET), New Equipment Fielding (NEF), and logistics/integration facility leases; government management; and system engineering. The STS Acquisition Strategy is to procure Commercial Off the Shelf (COTS) systems that are already available to PM Tactical Network through existing contract vehicles, which greatly reduces the anticipated procurement timeline. The product office plans to field STS Low Rate Initial Production (LRIP) systems procured in FY 2024 in FY 2025.
