Description — Tactical/Mobile C4I Systems
Tactical/Mobile (TacMobile) Command, Control, Communications, Computers, and Intelligence (C4I) Systems: TacMobile is the ground station program that supports P-8A Poseidon and MQ-4C Triton pre and post-flight C4I requirements and Inflight Command and Control support. These ground stations provide critical reach-back capabilities between the airborne platforms and the Maritime Intelligence, Surveillance, and Reconnaissance (ISR) Enterprise/ decision makers. TacMobile consists of fixed-site Tactical Operations Centers (TOCs), Mobile Tactical Operations Centers (MTOCs), and Fly Away Kits (FAKs). TOCs are located at major Maritime Patrol and Reconnaissance Aircraft (MPRA) Continental United States (CONUS) and deployment hub sites. MTOCs are scalable, mobile versions of the TOC used for extended contingency operations at remote forward operating bases, while FAKs are small transportable systems that support emergent short term detachments for limited duration. Total program of record consists of: a) 6 TOCs: Systems located at Naval Air Station (NAS) Jacksonville, Florida; NAS Sigonella, Italy; Marine Corps Base Hawaii (MCBH) Kaneohe Bay, Hawaii; NAS Whidbey Island, Washington; Naval Air Facility (NAF) Kadena, Japan; and Isa Air Base Bahrain. b) 12 MTOCs: 6 systems home ported at NAS Jacksonville, Florida and 6 systems at NAS Whidbey Island, Washington. c) 12 FAKs: Fly Away Kits consist of a rotatable pool that is assigned to Tactical Operations Control Squadron (TOCRON) 11 in NAS Jacksonville, Florida, and to TOCRON 10 in NAS Whidbey Island, Washington. d) 1 Schoolhouse located at the Center for Naval Air Technical Training Unit (CNATT-U) NAS Jacksonville, Florida. The TacMobile program is comprised of 23 subsystems that utilize an evolutionary development strategy consisting of incremental upgrades synchronized to match increased P-8A capabilities while retaining current functionality and readiness. Incremental upgrades and tech refreshes are planned to support the Maritime Patrol and Reconnaissance Force (MPRF) Family of Systems aircraft advances. TacMobile Acquisition strategy is to modernize the Computers, Communications, Command, Control, and Intelligence (C4I) architecture that implements a modular system design approach allowing for rapid upgrades to system capabilities to keep pace with evolving operational environments. The modular design approach also allows for the fielding of incremental capability packages (CP-1, CP-2, CP-3). TacMobile 2.1.2 Tech Refresh upgrades the Communications equipment in order to address End-of-Life (EOL) issues, Interim P-8A Ground Station (PGS) and TacMobile Capability Packages. The communications equipment includes Ultra High Frequency (UHF)/Very High Frequency (VHF) satellite radios and Super High Frequency (SHF) voice and data communications systems. Tech refresh also includes Tactical Mobile Advanced Airborne Sensor (TMAAS) Interface Kit (TIK) to support Advanced Airborne Sensor (AAS) operations worldwide and Tactical Mobile Acoustic Support System (TacMASS) upgrade to support Post Flight Analysis of Acoustic Intelligence Data. TacMobile Tech Refresh 2.1.3 is Capability Package 1 (CP-1) which modernizes the Secret domain C4I architecture, leverages 2.1.2 Tech Refresh equipment, leveraging applicable P-8A Ground Station (PGS) components, and provides risk reduction for TacMobile Increment 3 at non-PGS units. CP-1 modernizes the C4I server stack using converged network attached storage which increases data storage and improves maintainability while also reducing Size, Weight, and Power (SWaP). Implementing a services-based architecture that leverages Platform as a Service (PaaS) and Software as a Service (SaaS) technology using containerized applications. This modernization facilitates speed to capability, increased agility and reliability, and better quality and maintainability of TacMobile software with improved Cyber resilience. Additionally, Tech Refresh 2.1.3 modernizes legacy Fly Away Kits (FAK) to maintain alignment with P-8A aircraft Fleet Release modernization. Funding for PGS is aligned under Program Element (PE) 0204251N and will be executed by Budget Submitting Office (BSO) N00019 PEO Air ASW, Assault and Special Mission Programs to support the introduction of the P-8A Increment 3 configuration. Concurrent with ongoing TacMobile Inc 2.1 sustainment efforts, the interim PGS will support the P-8A Inc 3 testing through Initial Operating Capability (IOC) and initial deployments until the final follow on TacMobile Inc 3 system is fielded. Ultimately, the full TacMobile Inc 3 systems will leverage the PGS architecture with a focus on increased mobility (Size, Weight, Power and Cooling (SWaP-C)), cloud based architecture at multi-security classification levels that meet TacMobile Inc 3's full Capability Production Document (CPD) requirements. P-8A Inc 3 Ground Station (PGS): The PGS is the interim solution that supports the P-8 Increment 3 ECP-6 & 7 system design. ECP 6/7 is a significant Hardware & Software modification that includes Combat System architecture improvements, Anti-Submarine Warfare (ASW) and Anti Surface Warfare (ASuW) sensor improvements, SATCOM capability upgrades, an ASuW Net Enabled Weapon, and a Higher-Than-Secret security capability. PGS provides the timely support to P-8A ECP 6/7 configured aircraft to conduct preflight mission planning, operate within SECRET and Top Secret/Sensitive Compartmented Information (TS/SCI) enclaves, perform in-flight Command and Control (C2) mission support, and conduct post flight debriefing and sensor data dissemination. This effort also funds fleet prioritized requirements as a part of the Rapid Capability Insertion (RCI) process to pace the global ASW and ASuW threats and address reliability improvements, obsolescence, periodic technology insertion, correction of deficiencies, including funds to implement various changes at Tactical Operations Centers (TOCs) and Mobile Tactical Operations Centers (MTOCs) to improve systems reliability and cyber security. Deployable Joint Command and Control (DJC2)(JH500): DJC2 is a standardized, self-contained, deployable, and scalable C2 suite which Combatant Commands (CCMD) and Component Commands (CC) use heavily in real-world missions and Joint exercises to stand up a Combined / Joint Task Force (C/JTF) HQ within 6-24 hours of arriving in theater. DJC2 can scale to support all levels of conflict, is reconfigurable, and can be re-packaged (land, air, sea) to meet specific CCMD, CC, and C/JTF mission requirements such as PANAMEX 2022 (400 users), Operation Allied Refuge 2021, Talisman Saber 2017 (565 users), and COVID-19 Response at NAVEUR (SIPR Cafe). This capability is interoperable with higher and adjacent echelons of command (to include coalition allies), as well as supporting elements to include joint forces. DJC2 sites are as follows: six (6) DJC2 core systems garrisoned in Tampa, Florida (2); Brunswick, Georgia (1); Okinawa, Japan (1); Pearl Harbor, Hawaii (1); and Sigonella, Italy (1).

Justification — Tactical/Mobile C4I Systems
The FY 2026 request was reduced by $4.569 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.923 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." The FY2026 budget reflects an overall decrease of $0.212M which is primarily attributed to: BSO 39 (-$3.274M): Tactical/Mobile (TacMobile) Command, Control, Communications, Computers, and Intelligence (C4I) Systems: P-40a: (3) TacMobile Increment III Higher Than Secret (HTS) Shelters (+$3.432M), FY2026 Increase attributed to initial HTS procurements, which aligns to current fielding plan. P-3a: Tactical Mobile (TacMobile) C4I Systems - Tech Refresh 2.1.3: (-$6.465M) (0) Tactical Operations Center, which aligns to current fielding plan (4) Mobile Tactical Operations Center, which aligns to current fielding plan (0) Fly Away Kits, which aligns to the current inventory objectives Deployable Joint Command and Control (DJC2): FY2026 (-$0.242M) funding supports the procurement and fielding of (1) server stack for one (1) DJC2 core system and additional ancillary core infrastructure required to field new server stack. DJC2's modernization budget profile seeks to provide timely hardware and software upgrades required to facilitate timely posturing against evolving cybersecurity threats, while equally addressing equipment that is currently at or nearing End of Service/End of Life (EoS/EoL). DJC2 will maintain interoperability with Joint Force Commanders, address cyber vulnerabilities, and extend service life of fielded systems. P-40a: (1) Deployable Joint Command and Control (DJC2) core systems unit cost fluctuations due to the level of core system modernization efforts performed at each site from year to year. BSO 19 (+$3.062M) FY2026 supports the continued procurement and production of Interim P-8A Ground Station (PGS) to implement changes at one Tactical Operation Center (TOC) and procure 2 Fly-Away Kits (FAKs). These will be installed in FY2027 to support P-8A Increment 3 ECP6/7 configured aircraft. P-40a: (2) P-8A Ground Station (PGS) Fly Away Kits (+$0.020M), FY2026 increase due to increased costs for COTS equipment for FAK units. (0) P-8A Ground Station Other Support (+$0.010M). FY2026 increase due to inflation. P3A: (1) P-8A ground station and associated support and installation (+$3.033M). FY2026 increase due to the new infrastructure added by PGS which includes: HTS enclaves, Minotaur servers, Crowbar Mission Drive Management, Aircraft Media Gateway (AMG) media builder, and Data At Rest Encryption (DARE).
