Description

Description Maritime Integrated Broadcast System

Funding for Maritime Integrated Broadcast System (MIBS) has been realigned out of LI 2900 into LI 2361 starting in FY 2026. This is to support the consolidation of the existing number of PEs/BLIs identified by the BSOs and FMB to group technology projects to allow flexibility that would foster innovation and promote efficiency. PE/BLI consolidation meets the DoD Implementation Plan from the Commission on PPBE Interim Report. The MIBS program delivers Integrated Broadcast Service (IBS) data to operational and tactical decision makers aboard United States Navy surface ships, shore headquarters, and other joint platforms. MIBS provides the Navy with the capability to receive and deliver near real time, Over the Air (OTA) IBS data, enhancing the Common Operation Picture (COP) supporting operations in all warfare areas. Including Ballistic Missile Defense (BMD), Anti-Air Warfare (AAW), Anti-Surface Warfare (ASUW), Undersea Warfare (UW), Electronic Warfare (EW) and track location of red and blue forces to warfighters at the tactical edge, regardless of Emission Control (EMCON) posture. MIBS provides essential support to the Over the Horizon-Targeting (OTH-T) mission and supports closure of the kill chain in a denied environment. This budget will provide a technical refresh of the Joint Tactical Terminal - Maritime (JTT-M) systems. The Joint Tactical Terminal - Maritime Evolved (JTT-ME) system replaces an End of Life (EoL) JTT-Senior terminals and infrastructure with a modern, secure, network enabled infrastructure that allows flexibility for future radios/waveforms. This system is formally specified by Fleet Commanders as a threshold capability for global Maritime Command, Control and Communications in a Distributed Maritime Environment to execute current Warfighting plans and is required for National Command and Control capability. The MIBS program will replace the End of Life (EoL) JTT-Senior radio (JTT-M) that has been in sustainment for 20+ years.
