Description

Description Naval Mission Planning Systems

This line item provides funding to procure Mission Planning workstations and associated Support Equipment, Software/Production Engineering Support, and Integrated Logistics Support (ILS) for the Naval Mission Planning Systems (NavMPS) family of systems. The NavMPS family of systems includes the Joint Mission Planning System-Maritime (JMPS-M), Collaborative Mission Planning Continuum (CMPC) formerly called Next Generation Naval Mission Planning System (NGNMPS), JMPS-E (Expeditionary), Electronic Kneeboard (EKB), Common Munitions Built-in-Test (BIT)/Reprogramming Equipment (CMBRE), and Standardized Tester of Reprogrammable Munitions (STORM, formerly called "Next Generation CMBRE"). JMPS-M (Maritime) is the legacy automated mission planning system for Naval Aviation, currently supporting over 40 Type/Model/Series (T/M/S) U.S. Navy and Marine Corps aircraft and expeditionary forces. The JMPS-M program support includes platforms such as: F/A-18 A/B/C/D/E/F, EA-18G, CH-53K, Marine Helicopters, H-60 R/S, and P-8A. JMPS-M enables weapon system employment by providing the information and decision aids needed to rapidly plan aircraft, weapon or sensor missions, load mission data into aircraft and weapons, conduct mission rehearsal, and post mission analysis. The Naval Aviation's modern aircraft need data loaded from JMPS-M to fly their missions. The JMPS-M system procures hardware and software assets at all appropriate classification levels to support mission-planning requirements. In FY 2026, the JMPS-M system continues to transition activities to the CMPC. The JMPS-M system is sun-setting in FY 2027 with a hybrid transition to CMPC. The Collaborative Mission Planning Continuum (CMPC) will address critical capability gaps and deficiencies in the legacy JMPS that are required for modern 21st century integrated mission-centric and collaborative multi-domain mission planning, execution and analysis. The CMPC will replace Naval Aviation's legacy JMPS no later than FY 2027 while also affordably leveraging prior investments across the systems of systems to deliver integrated and collaborative capability. The CMPC will affordably address technological obsolescence while also delivering collaborative and automated capabilities in an integrated virtual collaborative data environment. The CMPC capability provides advanced multiple aircraft planning capabilities focused on emerging, high-threat mission areas. Current mission planning capabilities support individual aircraft and weapon initialization requirements. The emerging, near-peer threat environment demands a much more capable system that enables a team of aircraft to cooperate effectively across multiple mission areas, domains, and security levels. The CMPC will also leverage service-oriented architecture to provide revolutionary improvements in workflow, usability, cybersecurity. Additionally, CMPC will provide information and decision aids needed to rapidly plan/employ/maximize effectiveness of aircraft/weapon/sensor/payload mission plans. This functionality includes advanced pre-mission rehearsal/analysis, loading mission data into aircraft and weapons, dynamic replanning/retargeting against evolving threats in contested environments, and advanced post-mission debrief/ analysis. The CMPC will provide cross-domain solution capabilities. These mission planning, mission execution, and mission analysis functions meet the National Defense Strategy and Interim National Security Strategic Guidance key objectives. The CMPC system procures hardware and software assets at all appropriate classification levels to support mission-planning requirements. The system will include networking equipment to integrate with the naval data exchange for a unified strike planning and execution system to provide all source multi-intelligence data at multiple levels of security to strike mission planners. JMPS-E (Expeditionary) is a scalable, tailorable and collaborative web-based mission planning and execution monitoring tool for Marine Expeditionary Unit and Amphibious Squadron staffs embarked with each Amphibious Ready Group (ARG) and Expeditionary Strike Group (ESG). The EKB provides Naval Aviation with a scalable, rapidly deployable capability to support Department of Defense (DOD) digital transformation initiatives. The EKB is configured on a commercially available portable electronic device and contains digital flight information, aeronautical products, reference material, and flight planning tools to support aviation operations in land-based, littoral, and blue-water environments. The EKB also provides tactical mission planning and execution capabilities including tactical decision aids that support the range of Naval Aviation Enterprise (NAE) operations. The EKB has two baseline configurations - an unclassified Electronic Flight Bag (EFB) device and the Tactical Flight Bag (TFB) device, which is currently classified up to Secret after loading mission-specific software. The EFB's function is to support flight planning and execution while the TFB's function is to support tactical mission employment. The EKB effort addresses a high-priority fleet "paperless cockpit" initiative which reduces the number of printed paper-based products needed for in-flight use while also accommodating the need to store and display data to the operator necessary to execute training and tactical missions. EKB funding provides at least one operational EKB device per aircraft cockpit seat based on Primary Aircraft Authorization (PAA) requirements. The CMBRE system provides USN/USMC forces with the critical capability to perform built-in-test (BIT) and programming/reprogramming of various weapons both afloat and ashore. The CMBRE system operations afloat require the modernization of ammunition Magazine Operations (MAGOPS) in all aircraft carriers (CVN-68 and CVN-78 classes) as well as large-deck L-Class (LHA/LHD) amphibious assault ships; The MAGOPS capability enables safe BIT checks and programming/reprogramming of stores in shipboard magazines to support enhanced sortie generation requirements. The Standardized Tester of Reprogrammable Munitions (STORM) (formerly called Next Generation CMBRE) is the follow-on replacement system for the legacy CMBRE System. The STORM system addresses legacy CMBRE end of life obsolescence issues while also modernizing the system into an affordable, lightweight, compact, modular design. The STORM system further supports USMC expeditionary mission requirements, mandatory cybersecurity protections and resilience, and data transfer speeds that are required to support air wing combat readiness. Further STORM supports advanced Net-Enabled Weapons across the enterprise that are required in support of the National Defense Strategy and Interim National Security Strategic Guidance to pace the emerging threat. The STORM system will affordably enhance mission readiness and security, generate improved flexibility, depth and capacity for existing and emerging aviation weapon capabilities during the conduct of ship, shore, and ship-to-shore operations in both conventional and Disaggregated Aviation Operating (DAO) environments. The STORM program is not experiencing cost growth, the increase is due to the transition from a Section 804 Middle Tier of Acquisition rapid prototyping to a program of record. The STORM Production Hardware Units replace the legacy CMBRE system and provides the USN/USMC the ability to perform built-in-test and programming/reprogramming of various weapons. Funding starting in FY 2026 will procure STORM products to meet mandatory cyber security requirements, affordably address obsolescence, and meet emergent operational requirements including support for Disaggregated Aviation Operations supporting the National Defense Strategy. STORM hardware will maintain mission readiness, fleet readiness, and affordable system sustainability. Increase in FY 2026 is due to transition from section 804 Middle Tier of Acquisition rapid prototyping to program of record and associated procurement of initial production assets. STORM Production Engineering Support provides engineering production drawings, parts and assembly, as well as engineering change proposals / updates to the STORM system. Efforts include implementation of cybersecurity mandates as well as addressing emergent cybersecurity vulnerabilities. Increase in Engineering Support corresponds to additional required support for initial procurement buy in FY 2026. STORM Integrated Logistics Support provides technical documentation, training materials, and installation / operation instructions for the STORM system. The STORM Program documentation is compliant with cybersecurity mandates and Communications Tasking Orders for newly deployed platforms. Increase in Logistics Support corresponds to additional required support for initial procurement buy in FY 2026. STORM Production Acceptance Testing supports production acceptance testing of manufactured units prior to Fleet delivery. As aircraft and weapons become increasingly advanced, they will require increased access, quantity, processing analysis and fidelity of data to support mission planning, mission execution, dynamic mission re-planning and mission analysis. These data requirements will require additional advanced processors, memory, storage, and servers. Mission Planning Seats refer to the computer workstations that employ the mission planning software. Program cost is not directly related to FY hardware quantity; software is a cost factor independent of FY hardware quantity and cost. Funding profile accounts for required four-year workstation refresh cycle to preclude aging/obsolete hardware and reduce failure rates, procure supporting emerging technology such as EKB (and STORM starting in FY 2024) to support advanced operational capabilities and address system obsolescence/cybersecurity requirements/mission readiness requirements, and support memory requirements for high-end mission planning capabilities. In 4Q FY 2024, the CMPC and STORM completed the Section 804 Middle Tier of Acquisition rapid prototyping of the FY 2016 National Defense Authorization Act (NDAA), as amended in FY 2017 NDAA (codified at 10 U.S.C. sub sec 2302 note) to deliver CMPC and STORM capability to the Navy across multiple platforms. Funding in FY 2026 continues procurement of hardware supporting all Naval Mission Planning Activities. Prior to FY 2017, the EKB was funded in BLI 4268. Justification

Justification Naval Mission Planning Systems

The FY 2026 request was reduced by $1.026 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.593 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY 2026 provides funding to procure 750 Mission Planning Seats, 140 Expeditionary Planning Seats, EKB's, training assets, and other JMPS-M, JMPS-E, CMBRE MAGOPS, EFB/TFB, and CMPC support equipment; and continues the release of software enhancements based on fleet inputs, emerging technologies, cybersecurity mandates and associated logistics support. FY 2026 Mission Planning Seat procurement supports Naval Aviation platforms, particularly F/A-18, E/A-18G, H-53, H-1, V-22, and P-8 platform variants. Updated hardware is required to continue to meet mission planning operational requirements for complex platforms, which include F/A-18 (all variants) and EA-18G. Procurements, allocations, and deployments of mission planning hardware assets are made at all appropriate security classification levels necessary to support all Naval Aviation platforms. Additionally, funding provides for database and server systems with storage space capable of storing National Geospatial-Intelligence Agency (NGA) world-wide map, data imagery, and intelligence data with associated network hardware. This will provide the Fleet with the required storage for map data, Digital Terrain Elevation Data (DTED), imagery, and intelligence required to plan missions. FY 2026 continues modernization of legacy mission planning, execution, analysis software and hardware. Procurement funding continues modernization and upgrades of shipboard magazines which support CMBRE/STORM magazine operations (MAGOPS) on NIMITZ (CVN-68) and FORD (CVN-78) class aircraft carriers. The MAGOPS installations are baselined at a rate of two CVN MAGOPS mods/installs per year, based on ship availability. The STORM program is not experiencing cost growth, the increase is due to the transition from a Section 804 Middle Tier of Acquisition rapid prototyping to a program of record. The STORM program of record continues in FY 2026 to meet mandatory cyber security requirements, to affordably address obsolescence, and to meet emergent operational requirements including support for Disaggregated Aviation Operations supporting the National Defense Strategy. Funding in FY 2026 procures operational STORM hardware assets. The increase in FY 2026 also supports procurement of additional servers necessary to host CMPC software, additional computational capacity necessary to meet the needs of more complex CMPC software during the transition from legacy JMPS. The budget increase in FY 2026 includes the cost of the ship change documents to upgrade and install CMPC hardware on air capable and amphibious assault ships. Funding increase in FY 2026 supports the JMPS-E program for both hardware technical refreshment and software modernization. Lastly, the increase in FY 2026 supports; on cycle hardware refreshment of EFB/TFB assets to prevent obsolescence. The EFB/TFB funding provides at least one operational EKB device per aircraft cockpit seat based on Primary Aircraft Authorization (PAA) requirements. Items to be funded in this line include: Workstation Components - Tactical computer hardware, at all appropriate classification levels, is procured through a non-developmental item acquisition strategy. Tactical computer equipment is used to plan and analyze tactical aircraft missions and aircraft routes under various mission configurations, operational threat environments, and classifications. Primary outputs are tasking orders, Courses of Actions (COAs), Route Plans, Munitions / Weapons Plans, and Navigation aids and mission essential data loads for mission execution. Mission Planning hardware consist of aircraft unique data transfer devices and interfaces, Memory Data Loader Receptacles (MDLR) Small Computer Standard Interface (SCSI) (MDLR-S), EKB, STORM, Ogden Data Device Ethernet Crypto (ODD-EC), Data Storage Unit Receptacle SCSI (DSUR-S), Mission Planning servers (to host software and for data storage), network hubs, printers, fleet training school workstations, training assets, and other peripheral devices for USN/USNR/USMC/USMCR missions. The JMPS and CMPC Authority to Operate (ATO) requires compliance with Naval Network Warfare Command (NNWC)-issued Information Assurance (IA) mandates and Communications Tasking Orders (CTOs). EKB components - The EKB mobile computing devices are procured as commercial-off-the-shelf mobile computing devices. Funding also supports procurement of software licenses as well as deployment of software applications to fleet users. STORM Components - Funding in FY 2026 procures operationally deployable STORM production units. Software/Production Engineering Support - The JMPS-M, CMPC, EKB, and STORM programs produce software releases via evolutionary and agile development processes. These releases contain enhancements based on fleet inputs and technology improvements at all appropriate classification levels. The product releases also contain changes required to retain compatibility with supported platforms, associated weapons, and threat and imagery databases. Software releases are independent of hardware buys. This cost element includes production support services, engineering support services, independent verification and validation test and acceptance, site activation, IA compliance and quality assurance efforts, to include those associated with the software pipeline. Integrated Logistics Support - The JMPS-M and CMPC programs conduct site surveys, prepares site installation drawings, conduct on-site engineering, and perform logistics evaluations for installations and delivery systems to ensure compliance with the specified configuration. This cost element includes the production/delivery of technical documentation, training materials such as OPNOTES, installation instructions and user manuals required for the fielding and operation of JMPS-M and CMPC products. ILS is a cost factor independent of FY hardware quantity and cost.
