Description
Description — NAVSTAR GPS Receivers (Space)
Navigation Signal Timing and Ranging Global Positioning System (NAVSTAR GPS) provides assured and protected navigation solutions to Warfighters through supported, affordable, and integrated systems, and is the primary source of positioning, navigation and timing information for the Department of Defense (DoD). [P5 / (1R013) Navigation Warfare (NAVWAR)]: NAVWAR ensures that U.S. military forces maintain access to the GPS in an electronically challenging battlespace, delivers the capability to deny adversaries access to and use of GPS during military operations, and serves to preserve the peaceful use of GPS. Navy GPS Enhanced User Equipment (UE) Operational Requirements Document directs that future UE will incorporate an increased anti-jam capability. NAVWAR counters the threat by increasing resistance to intentional or unintentional interference. Sea NAVWAR Strategy is to install Increment 2 Advanced Digital Antenna Production (ADAP) antennas on surface platforms. The second increment also includes a smaller antenna variant for surface platforms with Size, Weight, Power and Cost (SWAP-C) restrictions. The ADAP antenna provides simultaneous dual frequency nulling and built in testability. Procurement and installation of anti-jam GPS antennas and modernized user equipment is required to ensure the continuation of GPS signals from space in a hostile jamming environment. The Sea NAVWAR program will equip ships with anti-jam GPS antennas to ensure the continued availability of GPS to support surface combat operations and provide reliable GPS and other positioning, navigation and timing data to ship-board Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), Combat, and Weapons Systems. [P3A / (1R019) Global Positioning System (GPS)-based Positioning, Navigation, & Timing Service (GPNTS)]: The GPS-based PNT Service (GPNTS) system is the primary PNT system for the Navy to ensure reliable PNT capability and interoperability insertion in GPS receivers and associated Command, Control, Computers, Communications and Intelligence (C4I) and Combat Systems in a denied environment. GPNTS provides more robust and secure GPS/PNT capabilities than is currently in the Fleet. GPNTS provides precise PNT data required for combat, weapons, command, control, communications, navigation, and other systems, as well as providing the time synchronization critical to the network environments. GPNTS backfits current PNT/GPS systems and forward fit new platforms. GPNTS is an Open Architecture (OA) development, enabling rapid software and hardware based capability improvements to be inserted without a requirement for single-source contracting. GPNTS will host the US Space Force developed Military GPS User Equipment (MGUE) card, allowing access to the new more accurate and secure GPS Military-Code (M-Code) signal. GPNTS also provides the capability to migrate non-real time GPS data toward a Common Computing Environment (CCE) and provide a path for the integration of advanced navigation systems and sensors.
Justification
Justification — NAVSTAR GPS Receivers (Space)
The FY 2026 request was reduced by $1.261 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.740 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." Navigation Warfare (NAVWAR) - In FY 2026, Sea NAVWAR will procure and field dual Advanced Digital Antenna Production (ADAP) Fiber Optic Antenna Link (FOAL) antennas. FY 2026 funding provides for the procurement of eleven (11) ADAP FOAL antennas and the installation of six (6) ADAP FOAL antennas procured in FY 2025. Global Positioning System (GPS) - based Positioning, Navigation, & Timing Service (GPNTS) - In FY 2026, GPNTS will procure twenty (20) Full Rate Production (FRP) units, of which ten (10) are for MSC platforms. In addition, FY 2026 will procure twenty-three (23) GPNTS Enhancements for M-GUE and NoGAPSS Upgrades (GPNTS eMNu) to include Military Code (M-Code) GPS User Equipment (MGUE) Upgrade Kits and Non-GPS Aided Positioning for Surface and Subsurface (NoGAPSS) Upgrade Kit. The budget reflects an average unit cost for these upgrades, calculated per system. The average cost for GPNTS Enhancements for M-GUE upgrades is estimated to be approximately $25,000. The NoGAPSS Upgrades is estimated at approximately $490,000 per system. FY26 plans include upgrading 14 MGUE and 9 NoGAPSS (backfit) systems, for a total of 23 upgrades. Starting in FY 2025, the GPNTS program updated its installation costs to reflect estimates based on historical actual cost data. The last 5 years of actual installation costs averages have consistently exceeded budgeted amounts by approximately 20%. The cost increases over the previous budget estimates are attributed to several factors. Inflation over the last several years has been ~5-10%, greater than the budgeted ~2%, impacting material and labor rates. Installation costs increased by 22% on some ships due to multiple changes required for Ship Change Document (SCD) specifications to address design changes and discrepancies found during installation ship checks - resulting in changes in contract scopes and attendant cost increases. Another driver of increased install costs above previous budget estimates has been unanticipated extended durations of GPNTS interface testing due to challenges with connections to several pre-existing equipment and their variations onboard ships. GPNTS interface testing was previously budgeted for 14 days but has consistently experienced 30-45 days in execution. Prior estimates did not factor in sufficient risk for the uncertainty originating from forecasts based on initial install data and predecessor system install data. Updated installation costs allow for increased forecasting uncertainty and are based on additional GPNTS install historical data and inflation. The FY 2025 to FY 2026 GPNTS shipset procurement quantities reflect an increase from fourteen (14) to twenty (20). Ten (10) of the twenty (20) units procured in FY 2026 are for the MSC. FY 2026 procurements for NAVWAR, GPNTS, and GPNTS Upgrade Kits will be installed in FY 2027.
