Description Adv Tact Data Link Sys (ATDLS)

Advanced Tactical Data Link Systems (ATDLS) is the United States (US) Navy's only ship-to-ship/ship-to-aircraft tactical information solution equipping warfighters and Combatant Commanders with real-time battlespace data and extending the range of lethality. ATDLS is the backbone of Carrier Strike Group and AEGIS-Based Defense operations and is the key component in the fire control loop, providing critical track information for enabling maritime offense/defense, Joint Area Domain Command and Control (JADC2), Integrated Air and Missile Defense (IAMD), Ballistic Missile Defense (BMD), Anti-Air Warfare (AAW), Anti-Surface Warfare (ASuW), Electronic Warfare (EW), Advanced Offboard Electronic Warfare (AOEW), and Long Range Fires (LRF) missions. ATDLS Integration Program develops new and improved Tactical Data Links (TDL) networking capabilities, delivering operational and targeting support to the warfighter. ATDLS rapidly and securely connects carrier/shipboard digital combat systems to military aircraft, ground troops, coalition partners, and space assets with vital Situational Awareness, targeting, and sensor information. ATDLS also provides Joint Range Extension capability via Link 16 Network (Link 16) Terminals, Command and Control Processor (C2P), and Link Monitoring and Management Tool (LMMT). C2P Technology Refresh (TR) and C2P Modernization (MOD) Full Systems Ship/Shore (DR003): C2P is the only shipboard solution that enables bi-directional exchange of tactical information across multiple TDLs within the joint operations areas. C2P processes and exchanges Link 11, Link 16, Satellite TDL J, and Joint Range Extension Applications Protocol (JREAP) tactical data among the US, North Atlantic Treaty Organization (NATO), and allied nation military platforms enabling the vital joint TDL interface. Additionally, C2P provides data translation services, acts as a single interface between host combat system and TDL networks, and forwards tactical data between platforms operating at extended ranges. C2P enables surface platforms capability to conduct Ballistic Missile Defense BMD Launch-on-Remote/Engage-on-Remote and Autonomous Vehicle missions. C2P TR with C2P v3.13 software baseline enables Tactical Targeting Network Technology (TTNT), equipping warfighters with faster network speed and improved capacity. C2P MOD procurements seamlessly cut-in starting FY26 utilizing existing contract strategy. C2P Mod will deliver Link 22 capability allowing interoperability with coalition partners; as well as enabling an agile DevSecOps software deployment for rapid capability and cybersecurity upgrades, enabling continuous kill chain improvements. Link 16 Terminal Ship/Shore (DR012): Link 16 enhanced by TTNT is the military's only joint network providing secure tactical data link interoperability and data sharing in contested battlespace environments. Link 16 Modernization, per Joint Chiefs of Staff Joint Requirements Oversight Council Memorandum (JROCM) 075-17, integrates and installs Multifunctional Information Distribution System Joint Tactical Radio System (MIDS JTRS) terminals into the Navy shipboard environment. These modernizations include: (1) Modernization of MIDS-on-Ship (MOS) cabinets and MOD Modernization (MOS Mod) cabinets to incorporate MIDS-JTRS AV6 terminal enabling TTNT operations on shipboard units. (2) Implement JROCM 097-20 and the JROC-validated MIDS JTRS Capability Production Document (CPD) 10 February 2011 which directs Crypto Modernization (CM), Frequency Remapping (FR), Enhanced Throughput (ET), Concurrent Multi-Netting (CMN), and Current Contention Receive (CCR). Link 16 Antenna Replacement (DR012): Replace existing Link 16 antennas, AS-4127A and AS-4400, with enhanced throughput antennas, AS-4775 and AS-4557. Link Monitoring Management Tool (LMMT) Ship/Shore (DR014): Link Monitoring and Management Tool (LMMT) is the Military's premier solution providing Joint Interface Control Officers (JICOs) and Maritime Operations Centers (MOCs) with effective monitoring and performance management of TDL networks in designated Areas of Responsibility (AORs). LMMT modernization initiatives allows Marime Component Commanders to Fight from the MOC and perform MOC in the Middle functions in support of JADC2 and BMD missions.

Justification

Justification Adv Tact Data Link Sys (ATDLS)

The FY 2026 request was reduced by $3.027 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $2.088 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." Advanced Tactical Data Link Systems (ATDLS) program procures command and control equipment for both shipboard and shore units in order to deliver mission critical offensive/defensive capability to the fleet. ATLDS systems includes Link 16 Network Terminals, Link 16 Network Antennas, Command and Control Processor (C2P) hardware and software, and Link Monitoring Management Tool (LMMT) hardware and software. FY25 to FY26 decrease of $9.719 million to ATDLS budget as a result of higher Navy priorities: - Decrease of $3.993M resulting in 14 fewer C2P quantity procurements. - Decrease of $5.386M resulting in 22 fewer Link 16 quantity procurements. - Decrease of $0.34M resulting in 2 fewer LMMT quantity procurements.
