Description
Description — Naval Tact Cmd Supt Sys (NTCSS)
The Naval Tactical Command Support System (NTCSS) is the logistics information system which enables combat lethality by generating and sustaining Navy and Marine Corps force maintenance and logistics readiness for operational commanders afloat and ashore. NTCSS provides organizational maintenance management capabilities for all afloat and ashore operational forces (ships, submarines, expeditionary, and cyber), as well as organizational and intermediate maintenance management to maintain operational availability of deployed and deployable aircraft. NTCSS also provides personnel administration capabilities, planning and execution of warehouse and inventory management functions for repair parts and consumable material, financial accountability thereof, and support services of food and afloat retail point-of-sale operations. NTCSS system upgrades procures afloat and ashore ruggedized, commercial-off-the-shelf (COTS) computing equipment, which includes servers to support the NTCSS application and database, personal computers (PCs) that will interface with the servers for maintenance and supply transactions, and printers to display output. COTS software, which includes the operating system, comes loaded on the servers and PCs. The Naval Operational Business Logistics Enterprise (NOBLE) family of systems includes Naval Operational Supply System (NOSS), and Naval Maintenance, Repair, and Overhaul (N-MRO). The NOBLE family of systems will provide direct support to warfighter readiness with maintenance, supply, and personnel administration capabilities using an open architecture framework that incorporates business process re-engineering (BPR) allowing for the consolidation of standalone application systems. These capabilities include enterprise-wide automation of supply, inventory, and financial functions to the Naval supply system, aviation maintenance support capability that services aviation maintenance (organizational and intermediate) for over 2,100 Navy and Marine Corps aircraft, standardized operational business processes for afloat maritime maintenance activities to all naval ships, expeditionary forces and Navy-wide personnel and administration data sharing across shipboard and shore-based information systems. NOBLE will meet current and emerging demands for cyber, Financial Improvement and Audit Readiness (FIAR), and Navy logistics and aviation and maritime maintenance mission requirements. Naval Operational Supply System (NOSS) will deliver a solution with enterprise and field level capability to ensure effective and efficient supply operations. NOSS will enable the planning, procurement and physical/financial accountability of all material and property across all warfare communities. Naval Maintenance, Repair, and Overhaul (N-MRO) combines the former Naval Aviation Maintenance System (NAMS), Naval Operational Maintenance Environment (NOME) capabilities into one program of record (PoR) that satisfies Organizational and Intermediate levels of maintenance across ashore and afloat Aviation and Maritime domains. Logistics Integrated Data Environment (L-IDE) is the DON Logistics and Sustainment information domain enterprise data environment which support DON Chief Information Officer (CIO) data strategy, architecture, and integration with DoD and DON level enterprise data environments.
Justification
Justification — Naval Tact Cmd Supt Sys (NTCSS)
The FY 2026 request was reduced by $0.290 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.507 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." Funding for FY26 procures: 1) Naval Tactical Command Support System (NTCSS) system upgrades for 37 afloat and 36 ashore sites; 2) NTCSS system upgrades for Naval Air Stations (NAS), Squadrons, Shore Support Facilities, Fleet Training Centers, Marine Aviation Logistics Squadrons (MALS), Navy Expeditionary Combat Command sites, Special Warfare units, and Commander Naval Surface Forces; and 3) necessary production engineering and installation support. FY26 funding request supports Naval Maintenance, Repair, and Overhaul (N-MRO) with SECNAV memorandum dated 24 April 2025, directed cancellation of the N-MRO Other Transaction Authority (OTA) agreement with Lockheed Martin. The revised ASN(RDA) acquisition strategy is to award competitive OTA agreement(s) to industry vendor(s) to pilot and prototype commercial off the shelf (COTS) business processes, which provides demonstrations at designated Maritime and Aviation activities fulfilling N-MRO Maritime and Aviation requirements. FY26 funding request also supports the Logistics Integrated Data environment (L-IDE) which is to implement a Logistics and Sustainment information domain enterprise data environment via procurement of common software licenses, servers, and data storage upgrades across designated Echelon 2/3 Navy System Commands to support Department of Navy (DoN) Chief Information Officer (CIO) data strategy, architecture, and integration with DoD and DON level enterprise data environments across mission commanders, warfighters, decision makers, and mission partners.
