Description — NonTactical Vehicles, Other
This line is a roll-up of General Purpose Vehicles, Special Purpose Vehicles, Heavy Armored Vehicles, and Passenger Carrying Vehicles. General and Special Purpose vehicles are used in the direct support of facility engineering, maintenance activities, and for general administrative use in transporting personnel and cargo. Heavy Armored Vehicles are physical security vehicles which provide inconspicuous protection and transportation for U.S. personnel in high threat areas, such as Europe, Korea, and Southwest Asia. Passenger Carrying Vehicles are of commercial design intended to provide transportation for Army personnel and family members. All vehicles are procurable from commercial sources. Non-Tactical Vehicles is a vehicle replacement program that does not have a set Army Acquisition Objective (AAO). Procurements are made to fill shortages or to replace vehicles that have reached an over-aged or unserviceable condition. General Purpose Vehicles are of commercial design, intended primarily for general administrative use in transporting personnel and cargo. Most vehicles are procurable from commercial production lines and include light to heavy trucks, such as carryalls, panel trucks, stake trucks, cargo trucks, trailers, troop carrier semi-trailers, utility trucks, fuel servicing tankers, truck tractors, and flatbed trucks. Additional examples include blood mobiles, which are used for collecting blood; expandable semi-trailers used for recruiting missions; and commercial light armored vehicles (CLAV), which are used to provide inconspicuous force protection for missions and to provide protection for high level personnel who might be seen as targets. These type of vehicles are procured from specialized vendors. Technical support is part of this program for the development of specifications and conducting inspections on specialized or sensitive vehicle types, such as CLAVs. Special Purpose Vehicles are commercially designed for specialized use in the direct support of facility engineering, maintenance and similar activities within an organization. Examples include maintenance trucks, servicing platform trucks, refuse trucks, dump trucks, and other vehicles with mounted equipment. Heavy Armored Vehicles are commercial design vehicles that are modified and armored to meet specific threat conditions. These are heavy duty passenger vehicles and are utilized by General Officers, dignitaries, embassy personnel, and other Service members requiring protection. These vehicles are essential for protecting lives. Passenger Carrying Vehicles include sedans, ambulances, and 12 to 90 passenger-size buses. Passenger Carrying Vehicles are of commercial design intended to provide transportation for Army personnel and family members. This program procures vehicles for Outside Continental United States (OCONUS) activities, such as Japan, Korea, Kwajalein and Honduras, where General Services Administration (GSA) fleet leased vehicles are not available. Passenger Carrying Vehicles are procurable from commercial vendors, Original Equipment Manufacturers (OEM) and after-market sources. This is a vehicle replacement program that does not have a set Army Acquisition Objective (AAO). Procurements are made to replace Passenger Carrying Vehicles when they reach an over-aged or unserviceable condition. Sedans are of commercial design and procurable from commercial vendors, original equipment manufacturers (OEM) and after-market sources. Sedans are used for basic transportation for Army personnel and family members but are also used for investigation, field intelligence, security missions, and law enforcement. Ambulances provide emergency response capability and allow life-saving support for patients during transport to hospitals. Ambulances are procurable from commercial vendors and after-market sources. Buses are of commercial design and provide short haul and intermediate transportation for Army personnel and family members, including both adult and school-age passengers. This program is included in the OPA Budget Line Consolidation. In FY 2025, the Passenger Carrying Vehicles program (D23000) was consolidated into NonTactical Vehicles, Other (D30000).
Justification
Justification — NonTactical Vehicles, Other
FY 2026 Base procurement dollars in the amount of $8.462 million supports installations and units with Non-Tactical Vehicles that provide cargo and passenger transportation, in addition to facility engineering and maintenance capability. A total of 75 Non-Tactical Vehicles are required to fill shortages and replace over-aged vehicles that are unsafe, over mileage, or uneconomical to repair. The 75 vehicles include 38 general purpose vehicles, 28 sedans, 6 special purpose vehicles, 2 heavy armored vehicles, and 1 bus. Among the General Purpose Vehicle types required are carryalls, stake trucks, cargo trucks, tractor trucks, light armored vehicles, and fuel servicing tank trucks. Many of these vehicles are needed at Outside the Continental United States (OCONUS) locations where General Services Administration (GSA) leasing is not available (e.g. Japan and Korea), and other vehicle types are not leasable from GSA at any location. Most Special Purpose Vehicles are not available from GSA for lease; therefore, support to the servicing, sanitation, and welfare missions of the field must be provided through procurement of vehicles. Service platform trucks, dump trucks, refuse collection trucks, and other special purpose vehicles are required to continue the engineering support mission necessary to the operation of posts, camps, and stations worldwide. Heavy Armored Vehicles support the physical security of High Resource Personnel (HRP) in areas of threat, such as Europe, Korea, Africa, and Southwest Asia. Vehicle replacements are needed to ensure the continued physical security and protection of General Officers and visiting dignitaries. Sedans and buses are utilized at OCONUS installations for the transportation of Army personnel, but Sedans are also used to support covert activities. During the year of execution, a final assessment will be made by the program office on the specific types of General Purpose, Special Purpose Vehicles, Heavy Armored Vehicles, Sedans, and Buses to be procured. It will be based on current operational requirements and priorities reported by the Army Commands. FY 2026 Base procurement dollars also reimburses the Program Management costs, in addition to technical and procurement support, to support the procurement of the 75 total vehicles. In FY 2025, the Passenger Carrying Vehicles program (D23000) was consolidated into NonTactical Vehicles, Other (D30000). In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), this item is necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities.
