Description — CAD/PAD, All Types
This budget line is for safety critical Cartridge Actuated Devices (CAD) and Propellant Actuated Devices (PAD), which are used on rotary winged Army aircraft. CAD/PADs support aircraft escape, fire suppression, and jettison systems. Items are subject to shelf and service life restrictions and, therefore, require replacement at specified intervals. CAD/PAD devices are procured in accordance with their shelf/service life and are made up of, but not limited to: MS81-87 Shielded Det Cord; MS94-97 Canopy Egress Assembly; MS91-92 Flexible Det Cord; MT06/DWEA Initiator Cartridge; SP02/03 Det Cord Assembly; WB53/MT20/TY60 Fire Bottle Cartridge; MD66/JM92 Stores Release Cartridge; MJ20 Thruster Assembly and Cartridge; MJ20 Inert Thruster without Cartridge; MJ21 Impulse Cartridge; MU02 Hoist Cutter Cartridge; MU34 Hoist Refire Kit; M514 Hoist Cutter Cartridge; DWGS Cable Cutter Assembly; JM96 Chinook Impulse Cartridge; MD65 Initiator Cartridge - Air Volcano stores release. CAD/PAD Procurements are awarded by the Navy Contracting Center in Mechanicsburg, PA and the Naval Surface Warfare Center (NSWC) in Indian Head.
Justification
Justification — CAD/PAD, All Types
The FY 2026 Budget supports critical Army Title 10 war reserve/operational, training, and test requirements in accordance with Department of Defense Instruction 3000.04 (Munitions Requirements Process) and Army Regulation 5-13 (Total Army Munitions Requirements Process and Prioritization System). War reserve requirements support Office of the Secretary of Defense (OSD) approved Combatant Commander Operational Plans, Homeland Defense, and other OSD-directed missions. Training requirements support individual and collective training of Active and Reserve Component forces at Army schools, home station, and the combined training centers. Test requirements support the development, fielding, safety, and quality assurance of Army munitions and equipment throughout their life cycle. In accordance with Section 1815 of the FY 2008 National Defense Authorization Act (P.L. 110-181), these items are necessary for use by the active and reserve components of the Armed Forces for homeland defense missions, domestic emergency responses, and providing military support to civil authorities. FY 2026 Total Base procurement dollars of $12.543 million will be used for procurement of various CAD/PADs that need replacement due to limited shelf life and/or install life. The FY 2026 program is required to assure availability of replacement items when needed or for mandatory "time-change" procedures for already installed devices to avoid grounding aircraft or rendering aircraft partially mission capable. This funding is required to support fleet requirements that take into account the aircraft inventory, maintenance cycle, shelf/install life, procurement lead-times, and expenditures. Due the variability of these factors, actual CAD/PAD end items and the quantities procured may vary. FY 2025 to FY 2026 funding increase is due to increase in cost for linear CADs used on the AH-64 Apache, which require 100% Neutron Radiography (N-Ray) inspection. General Electric (GE) Hitachi which was the source of 70% of N-Ray capacity closed their facility. The source for 30% of the N-Ray capacity is limited and cannot go beyond their current rate. The cost of the only remaining source, which acquired the closed GE Hitachi facility, far exceeds the original GE Hitachi cost. Unavoidable use of this supplier due to capacity constraints has increased the units' costs of all linear CADs in the DoD. The CAD/PAD commercial industrial base has a limited amount of capable producers. There are Tri-Service efforts to develop additional sources to increase competition and expand production capacity for these items. These efforts will alleviate cost and schedule risk to the program.
