Description
Description — Weapons Industrial Facilities
The Weapons Industrial Facility (WIF) program supports the following NAVSEA and NAVAIR facilities within the Navy's Organic Industrial Base (OIB) for weapons: the active Naval Industrial Reserve Ordnance Plant (NIROP) Allegany Ballistics Laboratory (ABL) in Rocket Center, WV; the active Naval Surface Warfare Center Indian Head Division (NSWC IHD) in Indian Head, MD; the active Naval Air Warfare Center Weapons Division (NAWC WD China Lake) in China Lake, CA; and the inactive Naval Weapons Industrial Reserve Plant (NWIRP) in Bedford, MA. The budget provides funding for the Navy's weapons OIB to recapitalize and modernize aging plant infrastructure; enable process improvement to accelerate development, production, and support of weapon systems; resolve life, safety, and environmental issues; and enact immediate operational support of National Security needs. Capital rehabilitation projects within the Navy's weapons OIB support weapon systems such as Standard Missile (SM-2/6/3), Tomahawk Land Attack Missile (TLAM), Torpedoes, Mines, One-Way-Attack (OWA) systems, 2.75-inch rockets, Rolling Airframe Missile (RAM), Evolved Sea Sparrow Missile (ESSM), AIM-9X Sidewinder Missile, AIM-9M Sidewinder Missile, FMU-143 Penetrating Bomb Fuze System, Hellfire Missile, Guided Multiple-Launch Rocket System (GMLRS), Tomahawk, and Trident Gas Generators. FY 2024 includes supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50) or Ukraine Security Supplemental Appropriations Act, 2024 (Division B of Public Law 118-50). DON has received $157.974 million for the expansion of organic energetic facilities at ABL and NSWC IHD. ABL is key provider of GMRLS solid rocket motors and other munition components. This funding was provided to add a new Plant 5 at the ABL site, adding three new mixer complexes. At NSWC IHD, this funding supported infrastructure and equipment projects aligned to the Navy's OIB modernization plan, to improve munition production and increase ongoing fleet support. [P5 / FU002 Capital Type Rehabilitation]: This program funds projects that eliminate environmental and safety deficiencies in compliance with local, state, and federal OSHA regulations. These regulations mandate requirements, which must be met if plant shuts down in order to avoid criminal liability, and severe financial penalties. The program also includes critical upgrades to maintain high liability areas such as fire and security systems, roofs, boilers, electrical distribution systems, bridge crane systems, and other structural repairs essential to maintain the industrial integrity of the plant. The funding will alleviate sub-tier component bottlenecks including safe and arm devices/igniters, propulsion systems, thermal batteries, airframes, control/motion/guidance systems, as well as plan and design for future surge capacity by integrating overlapping demand at component suppliers. The increase in funding from FY 2025 to FY 2026 of $45.7 million addresses supply chain bottlenecks for Navy Munitions Organic Industrial Base (OIB).
Justification
Justification — Weapons Industrial Facilities
The FY25 $80 million Congressional Add supports the establishment of additional solid rocket motor and related energetic infrastructure, associated components, materials, and equipment related to the manufacturing, production, test, logistics and analysis requirements at the Navy's Organic Industrial Base facilities. Investments include safety and readiness repairs, grinding/mixing facilities and equipment, power and fire protection upgrades, as well as support infrastructure and products. Funding for FY 2026 will support a project to procure industrial manufacturing equipment at Plant 5. This project will include requirement and specification development, procurement, and installation. Expected growth in production will increase the need for rocket motor and warhead manufacturing equipment. This equipment will increase capacity for energetics production and manufacturing for various product lines. FY 2026 includes $125 million specifically to alleviate sub-tier component bottlenecks including safe and arm devices/igniters, propulsion systems, thermal batteries, airframes, control/motion/guidance systems, as well as plan and design for future surge capacity by integrating overlapping demand at component suppliers. The increase in funding from FY 2025 to FY 2026 of $45.7 million addresses supply chain bottlenecks for Navy Munitions Organic Industrial Base (OIB).
