Description

Description — Automatic Identification System (AIS)

Funding for LI 2900 Maritime Integrated Broadcast Service (MIBS) has been realigned into LI 2361 Automatic Identification System (AIS) as part of Other Procurement, Navy Line Item-Consolidation starting in FY 2026. This effort consolidates the existing number of PEs/BLIs identified by BSOs and FMB to group technology projects to allow flexibility that would foster innovation and promote efficiency. PE/BLI consolidation meets the DoD Implementation Plan from the Commission on PPBE Interim Report. 1U030: AIS is required for safety of navigation for all surface ships and submarines. AIS is a maritime Very High Frequency (VHF) communication system, which allows ships to exchange navigation, ship identification, and cargo information machine-to-machine via VHF transponders. AIS provides vessels with the ability to rapidly identify and track commercial shipping, which significantly increases the Navy's ability to distinguish between normal and suspicious merchant ships headed towards United States and allied ports around the globe. AIS provides critical track data to the Common Operational Picture (COP) on surface ships, AN/BYG-1 Combat System on submarines, Global Command and Control System-Maritime (GCCS-M) on Force Level ships, and Global Command and Control System-Joint (GCCS-J) at Fleet Maritime Operations Centers (MOC). The AIS submarine configuration provides an interface to the AN/BYG-1 Combat System and encrypted AIS capability. This capability dramatically improves the Combatant Commanders' situational awareness and Maritime Domain Awareness (MDA) data sharing capabilities in support of regional engagement and tracking efforts against potential maritime terrorism threats. Funds will be used to continue the initial fielding of AIS (V)9 systems for Virginia and Ohio class submarines. The AIS submarine variant consists of a combination of government/commercial software, AIS Power and Navigation Subsystem, AIS Antenna Selector Switch, AIS Antenna Interface Unit, AIS Data Distribution laptop, and AIS Terminal Data Processing Unit. The need for AIS systems is especially important for submarines, which have limited maneuverability. The AIS (V)3 and (V)9 Submarine configuration provides situational awareness (to include encrypted AIS message traffic from United States Coast Guard vessels) during time-constrained ascents to communications depth, thereby significantly reducing the risk of a collision. In order to address potential vulnerabilities identified by the Naval Cyber Warfare Development Group (NCWDG) and in compliance with the N2N6 directed "Expression of Cyber Requirement for Automatic Identification System" dated 31 Jan 2017, a Cybersecurity Engineering Change will be implemented on all AIS systems in order to protect downstream systems from malformed or anomalous AIS data. Funds are being used to procure and install a new Warship AIS compliant transponder and AIS Terminal Box on all AIS (V)1 equipped surface ships; and a new Small Form Factor AIS workstation will be procured and installed on Force Level ships equipped with AIS (V)2 systems, and has already been installed at Fleet HQ MOCs equipped with AIS (V)5 systems; New AIS laptops and Warship AIS compatible transponders will be procured and installed on all submarines equipped with an AIS (V)3 or AIS (V)9 system. The above hardware configuration changes are required to implement software and firmware modifications that will detect, log, and filter all incoming AIS data from unverified sources, alert operators to the presence of anomalous AIS data and protect systems and users of AIS data downstream from the data collection point. These users include GCCS-M, GCCS-J, Distributed Common Ground System - Navy (DCGS-N), Electronic Chart Display and Information System - Navy (ECDIS-N), BYG-1, and others. DH530: The MIBS program delivers Integrated Broadcast Service (IBS) data to operational and tactical decision makers aboard United States Navy surface ships, shore headquarters, and other joint platforms. MIBS provides the Navy with the capability to receive and deliver near real time, Over the Air (OTA) IBS data, enhancing the Common Operation Picture (COP) supporting operations in all warfare areas, including Ballistic Missile Defense (BMD), Anti-Air Warfare (AAW), Anti-Surface Warfare (ASUW), Undersea Warfare (UW), Electronic Warfare (EW) and track location of red and blue forces to warfighters at the tactical edge, regardless of Emission Control (EMCON) posture. MIBS provides essential support to the Over the Horizon-Targeting (OTH-T) mission and supports closure of the kill chain in a denied environment. This budget will provide a technical refresh of the Joint Tactical Terminal - Maritime (JTT-M) systems. The Joint Tactical Terminal - Maritime Evolved (JTT-ME) system replaces an End of Life (EoL) JTT-Senior terminals and infrastructure with a modern, secure, network enabled infrastructure that allows flexibility for future radios/waveforms. This system is formally specified by Fleet Commanders as a threshold capability for global Maritime Command, Control and Communications in a Distributed Maritime Environment to execute current Warfighting plans and is required for National Command and Control capability. The MIBS program will replace the End of Life (EoL) JTT-Senior radio (JTT-M) that has been in sustainment for 20+ years. [P40A / Joint Tactical Terminal - Maritime Evolved (JTT-ME)]: All associated procurement and support costs associated MIBS program starting in FY2026 represent a realignment from LI 2900 to LI 2361 as part of the Other Procurement, Navy Line Item-Consolidation starting in FY2026. Justification — Automatic Identification System (AIS)

The FY 2026 budget will procure the following: P40A: Automatic Identification System (AIS): - (10) Cyber Security Hardware Tech Refresh - (1) AIS Ohio Class Submarines (SSBN) - (1) AIS Virginia Class Submarines (SSN) - Decrease in funding for AIS upgrades from FY 2025 to FY 2026 is in alignment with the current Navy fielding plan for AIS. P40A: Maritime Integrated Broadcast Service (MIBS): - (10) Joint Tactical Terminal - Maritime Evolved (JTT-ME) systems that will replace JTT-M terminals in obsolescence in order to meet the National Security Agency (NSA) mandate (date classified) in alignment with security requirements. - The increase in funding from FY 2025 (LI 2900) to FY 2026 (LI 2361) is due to installing (20) JTT-ME systems in alignment with the fielding plan and DSA cost increase is due to the additional installations in FY 2026.
