Description
Description — Shipboard IW Exploit
Funding for LI 3501 Cryptologic Carry-On Program (CCOP) has been realigned into LI 2360 Shipboard Information Warfare (IW) as part of Other Procurement, Navy Line Item-Consolidation starting in FY 2026. This effort consolidates the existing number of PEs/BLIs identified by BSOs and FMB to group technology projects to allow flexibility that would foster innovation and promote efficiency. PE/BLI consolidation meets the DoD Implementation Plan from the Commission on PPBE Interim Report. The Shipboard Information Warfare (IW) budget supports Ships Signal Exploitation Equipment (SSEE) Increment F, its variants, and Engineering Change Proposals (ECP) to maintain pace with modernization and signal threats; SSEE Modifications (SSEE MODS); Spectral; Integrated Communications and Data System (ICADS) Increments II and III; Real Time Spectrum Operations (RTSO); Horizon; Distributed Operations (DO); Advanced IW Antennas (AIWA); Cryptologic Carry-On-Program (CCOP); and Snakehead. The SSEE Family of Systems (FoS) includes variants which introduce scalability and configuration modularity through a permanently installed SSEE systems and Topside Infrastructure (Topside Antennas) supplemented with mission modules to meet platform mission requirements including Anti-Access Area Denial (A2AD), unique signal processing capability or exploitation functionality. Mission module and ECP capabilities integrated into the SSEE Systems will enable maritime power projection by providing surface vessels the ability to disrupt, deny, degrade and defeat adversary (state and non-state) use of radio frequency spectrum, improving the Fleet's ability to communicate and operate therein. These systems will be deployed supporting Assured Command and Control, Battlespace Awareness, and Integrated Fires. As part of the National Security Agency's (NSA) "Secure the Network" & "Secure the Enterprise" initiatives, NSA and C10F (10th Fleet) requires all systems, including U.S. Navy Surface Cryptologic Systems to migrate to NSAnet. The CCOP procures state-of-the-art, commercial off-the-shelf Signals Intelligence (SIGINT) equipment (hardware and software) in response to combatant commander requirements for a quick-reaction surface, subsurface, and airborne cryptologic carry-on capability. The equipment is procured in accordance with requirements detailed in the shipboard Information Warfare / Cryptologic System Operational Requirements Document and specific execution year fleet requirements. These requirements are defined by Fleet Cyber Command (FCC)/Commander TENTH Fleet (C10F) Fleet Signals Development Working Group (FSDWG), in concert with Shipboard Signals Exploitation Space (SSES) programs (includes Ship's Signal Exploitation Equipment Family of Systems) to ensure synergy and seamless transition to permanently installed systems. The FSDWG meets to determine which signals of interest (SOI)s/Targets on the FSDWG list need to be addressed. Due to a continually changing threat environment, detailed requirements are dynamic and equipment procured varies each year by quantity and type. Equipment suites can be configured for many targets and tasking. Target specific subsystems can either operate as stand-alone within the cryptologic spaces or as an add-on to existing equipment. Hardware procurements includes: receivers, recorders, tactical computers and related peripherals, antennas, electronic-warfare support measures systems, precision geolocation equipment, advanced signal and search equipment including spectrum analyzers and associated portable special intelligence communications equipment. CCOP equipment is installed as an augment to cryptologic capabilities on subsurface, surface, and air platforms. There are approximately 124 cryptologic capable surface ships and shore sites in the current Navy inventory. Each of these are potential users of this carry-on equipment, as are subsurface and air platforms. The temporary installation of equipment is coordinated through fleet augmentation requests and installed by fleet electronic support personnel. A primary system in inventory is the Carry On Radio Spectrum Analysis & Intelligence Reporting (CORSAIR) system. Funds continue to procure CORSAIR core architecture system upgrades to provide additional affordable functionality to the combatant commands. Additional signal acquisition equipment to address specific combatant command requirements include such systems as Digital Receiver Technology (DRT), Hostile forces Integrated Targeting Service (HITS), Maritime Toxic Pen (MTP), TURBULENTWAVE / TURBULENTWIND / TURBULENTSAIL / BLUESTREAM servers, RED FALCON, FIREFLY, NIMBLE TRACKER, SHEARWATER, CARBON STORM, XML to JREAP-C (X2J), TOXIC SMOKE, QUICKSHOT, SHOCKWAVE/WSTL, and Remote Analytical SIGINT Capability (RASCAL) equipment. [P5 / 1U029 Information Warfare (IW) Training Equipment]: Information Warfare (IW) training equipment provides operator, unit or multi-unit level training on Ships Signal Exploitation Equipment (SSEE) Increment F (V) 7/8. This equipment enhances initial skills, provides refresher training and increases proficiency of the operator on the system through the generation and replay of operational scenarios by software simulation versus hardware simulation. IW training equipment is updated based on new variants of SSEE systems. Additionally, this line supports the procurement of the Stallion (formerly known as Cryptologic On-Line Trainer) hardware for Shipboard IW team training. Stallion is a web-based/Service Oriented Architecture (SOA) scenario training system that emulates Navy Tactical Signal Intelligence (SIGINT)/Information Operations (IO) system functionality. Stallion is delivered turnkey to the Center for Information Warfare Training (CIWTs). [P5 / 1U014 SSEE Increment F (All Variants)]: The Ship Signal Exploitation Equipment (SSEE) Increment F (All Variants) program is an incremental acquisition, Commercial Off-The-Shelf/Government Off-The-Shelf (COTS/GOTS) system designed as the cornerstone for maritime Information Warfare (IW) exploitation/Information Operations (IO)/non-kinetic functionality and tactical cryptologic capability across Navy surface combatant platforms. SSEE Increment F and its variants provides IW cryptologists with IO/non-kinetic capabilities and subsequent threat identification and analysis of Communications Intelligence as well as queuing of radio direction finding assets. Equipment includes receivers, Radio Frequency management systems, recorders, audio distribution systems, computers, antennas and ancillary hardware. The system is upgraded incrementally as improvements are developed with system design permitting rapid insertion of new and emerging Pre-Planned Product Improvement (P3I) to address the evolving threat and delivery through ECP. The system utilizes generic processor technology to counteract obsolescence issues with digital signal processing/field programmable gate array technologies and provide software receivers for ease of modification to deal with known and projected threat SOIs. Automated signal acquisition and integrated radio direction finding are incorporated into the SSEE Increment F(V)1/2 system. SSEE Inc F Engineering Change Proposals (ECP)/Obsolescence procures Commercial Off-The-Shelf/Non-Developmental Item (COTS/NDI) equipment to replace obsolete and end-of-life (EOL) equipment for the SSEE Increment F program (All Variants) as well as incorporates Pre-Planned Product Improvement (P3I) for the acquisition and localization of the latest Signals of Interest (SOI) and IO capabilities into the host systems. ECP's maintain and improve upon existing capability and relevance within a rapidly evolving threat environment. ECP equipment will also be used to supplement SSEE Family of Systems (FoS) to meet their respective scalable and modular capacities and meet platform mission requirements. [P5 / 1U025 IO Advanced Information Warfare Antennas]: This program will procure advanced Information Warfare (IW) antennas to enable needed/relevant maritime, surface Information Operations (e.g., Electronic Warfare (EW), Electronic Attack (EA), Signals Intelligence (SIGINT)) for Ship's Signal Exploitation Equipment (SSEE) Increment F and Modifications, Spectral, Real Time Spectrum Operations (RTSO), and other programs held at higher classification. Operating in set frequency bands, existing antennas are not sufficient to pace emerging technologies and weapons systems utilizing the Radio Frequency spectrum that pose a threat to U.S. Surface Navy platforms and their intended mission. [P5 / 1U019 SSEE Modifications]: Ship's Signal Exploitation Equipment (SSEE) Modifications is a classified Navy tactical signals intelligence frequency extension capability that integrates and interoperates with SSEE systems. This capability is broken into two major components: Paragon which provides simultaneous detection, collection, processing, Information Operations (IO) and display of communication intelligence data from hostile, high threat and adversary platforms in select frequency ranges that are not prosecuted or countered with SSEE Increment F and its variants; and the Graywing subsystem which is an advanced Electronic Warfare system that integrates with SSEE Increment F systems. It is a critical component of "Ballistic Missile Defense, Executive Committee, Anti-Submarine Warfare, Chief of Naval Operations, Executive Board IO Countermeasure Red Flash" (details held at a higher classification level). [P5 / 1U045 CCOP]: The Cryptologic Carry-On-Program (CCOP) procures state-of-the-art, commercial off-the-shelf Signals Intelligence (SIGINT) equipment (hardware and software) in response to combatant commander requirements for a quick-reaction surface, subsurface, and airborne cryptologic carry-on capability.
Justification
Justification — Shipboard IW Exploit
The FY 2026 request was reduced by $18.422 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $5.934 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." The FY 2026 budget reflects an overall increase of +$17.809 million which is primarily attributed to Horizon Plus, Snakehead, and Distributed Operations and the move from Cryptologic Carry-on Program (CCOP) from BLI 3501 into BLI 2360 in FY26. The following procurement requirements and corresponding funding are aligned to the current fielding plan, which are continuously evolving in order to meet emerging threats in specific areas of responsibility (AORs): The FY 2026 budget will procure the following: P-5: (1) Information Warfare (IW) Training Equipment CCOP: (27) CCOP Systems & Subsystems: The FY26 procurement of CCOP systems will continue to satisfy signals exploitation capability gaps as determined by the CCOP Fleet Signals Development Working Group (FSDWG) and provide supplemental capability to host Signals Intelligence systems. Recommended procurements best suited to address identified gaps include: Digital Receiver Technology (DRT), Hostile forces Integrated Targeting Service (HITS), Maritime Toxic Pen (MTP), TURBULENTWAVE / TURBULENTWIND / TURBULENTSAIL /BLUESTREAM servers, RED FALCON, FIREFLY, NIMBLE TRACKER, SHEARWATER, CARBON STORM, X2J, TOXIC SMOKE, QUICKSHOT, SHOCKWAVE/WSTL, Carry On Radio Spectrum Analysis & Intelligence Reporting (CORSAIR), as well as Remote Analytical SIGINT (RASCAL). P-3a: SSEE Inc F ECPs: (10) SSEE Tech Refresh; FY 2026 is the first year of procurement for the new SSEE Tech Refresh that combines VPX backfits ECP and Next Generation Chassis and provide additional processing and storage. SSEE Mods ECP: (10) Graywing NextGen; FY 2026 decrease is attributed to the procurement of (7) fewer systems, which aligns to current fielding plan. (7) MODS VPX Backfit Kits; FY 2026 increase is attributed to the procurement of (1) additional system, which aligns to current fielding plan Real Time Spectrum Operations (RTSO) Own Force Monitoring (OFM) Hardware: (11) RTSO OFM Systems; FY 2026 increase is attributed to the procurement of (1) additional system, which aligns to current fielding plan. Horizon/Distributed Operations Hardware: (1) Horizon Systems; Quantity (1) is a placeholder as quantities are classified per the Information Operations Security Classification Guide dated June 2022. Integrated Communications and Data Systems (ICADS) Hardware: (3) ICADS Increment II Hardware (203) ICADS Increment III Hardware; FY 2026 increase is due to the procurement of (123) additional systems in alignment with the ICADS Increment III Rapid Fielding program. SPECTRAL: (8) Spectral Systems; FY 2026 is the first year of procurement for Spectral Systems. Spectral has a 15-month production lead time with system delivery and installation aligned to ship availability.
