Description AN/SLQ-32

TC056: SURFACE ELECTRONIC WARFARE (EW) IMPROVEMENTS BLOCK 1 The Surface Electronic Warfare (EW) Improvement Program (SEWIP) will develop a modern, highly capable family of EW systems by block upgrade of the current AN/SLQ-32 system that is robust in detecting and countering current and future threats. It will also extend the service life of AN/SLQ-32(V) systems. Funding procures upgrades to the current AN/SLQ-32 system. BLOCK 1B2-FEDERATED SPECIFIC EMITTER IDENTIFICATION (SEI): The SEWIP Block 1B2 federated Specific Emitter Identification (SEI), consisting of SEI hardware plus an Improved Console And Display (ICAD) modification kit, fully integrates SEI functionality with the ICAD/Q-70 console. BLOCK 1B3-HIGH GAIN HIGH SENSITIVITY (HGHS): High Gain High Sensitivity (HGHS) Adjunct Sensor is a critical improvement for threat correlation, situational awareness, and extending the battle space. The SEWIP Block 1B3 and Block 2 units are installed conjunctively to compose the AN/SLQ-32(V)6 system. The SEWIP Block 1B3, Block 2, and Block 3 units are installed conjunctively to compose the AN/SLQ-32(V)7 system. The SEWIP Block 1B3 P-3a funding is broken out to show separately systems installed with SEWIP Block 2 (FMP Block 1B3 for SLQ-32 (V)6) and systems installed with SEWIP Block 3 (FMP Block 1B3 for SLQ-32 (V)7). TC059-SURFACE ELECTRONIC WARFARE (EW) IMPROVEMENTS BLOCK 2: SEWIP Block 2 provides an upgraded antenna, receiver, and combat systems interface. The upgrades will pace the evolving threat, improve detection and accuracy, and mitigate Electromagnetic Interference (EMI). The Block 2 hardware cost includes the SEWIP Block 2 ES system, Blanker-Video Mixer Group (AN/SLA-10D), Common Processing System, Common Display System, Liquid Conditioning Unit, and Data Adaptation Processor. The SEWIP Block 1B3 and Block 2 units are installed conjunctively and compose the AN/SLQ-32(V)6 system. The SEWIP Block 1B3, Block 2, and Block 3 units are installed conjunctively to compose the AN/SLQ-32(V)7 system. The SEWIP Block 2 P-3a funding is broken out to separately show systems installed with SEWIP Block 1B3 (FMP Block 2 for SLQ-32 (V)6) and systems installed with SEWIP Block 3 (FMP Block 2 for SLQ-32(V)7). (V)6 VPX Upgrade Engineering Change Proposal (ECP): The Virtual Path Cross-Connect (VPX) transitions from development (RCIP #7 Hardware Processing & Reliability Improvements) to production in FY25. The VPX Engineering Change Proposal (ECP) provides Hardware Processing & Reliability improvements which focus on increasing the SEWIP Block 2 operator's tactical situational awareness and confidence in both system performance and availability. The VPX upgrade increases system emitter processing throughput, reduces false detections/classifications, increases system fault tolerance, and simplifies system maintenance. In addition, the VPX upgrade allows for future artificial intelligence (AI) capability growth required to rapidly ID and classify emerging unknown threat emitters. TC060-SURFACE ELECTRONIC WARFARE (EW) IMPROVEMENTS BLOCK 3: Block 3 provides Electronic Attack (EA) capability improvement required for the AN/SLQ-32(V) system to keep pace with the evolving threat. The program builds on the EW Electronic Support (ES) capability delivered by Blocks 1 and 2 and will provide a common EA capability to surface ships (CVN, DDG, and LHD). Block 3 Electronic Attack Rack Engineering Change Proposal (ECP): The Electronic Attack Rack Engineering Change Proposal (ECP) provides hardware and reliability improvements which focus on updating the system's producibility, performance, and availability. TC070 - Scaled Onboard Electronic Attack (SOEA): Scaled Onboard Electronic Attack (SOEA) is intended to provide an advanced Electronic Attack (EA) counter targeting capability to keep pace with the evolving Anti-Ship Missile (ASM) threat. It will assimilate into the SEWIP Family of shipboard Electronic Warfare systems. The program is intended to be scalable for Surface Combatants with Size, Weight, Power, and Cooling (SWaP-C) constraints that cannot support AN/ SLQ-32(V)7; however, it is not meant to replace AN/SLQ-32(V)7. SOEA will field incrementally as capability matures through a Middle Tier Acquisition (MTA) strategy. Procurement of SOEA Phase 1 units will begin upon completion of development efforts in FY26. [P40A / TC956 - USCG WMSL AN/SLQ-32 B(V)2]: TC956 - UNITED STATES COAST GUARD (USCG) WMSL AN/SLQ-32B(V)2 This supports USCG Maritime Security Cutter, Large (WMSL) 758 and 759 with AN/SLQ-32B(V)2 systems and is in accordance with the requirements of OPNAVINST 4000.79A for Navy Type - Navy Owned (NTNO) material. NTNO material is procured by the Navy and installed by the USCG. [P40A / TC959 - SEWIP LITE FOR USCG SHIPS]: TC959 - SEWIP LITE FOR UNITED STATES COAST GUARD (USCG) SHIPS: This details the requirements for SEWIP Block 1B2 and SEWIP Lite systems in support of USCG ships, including Offshore Patrol Cutter (OPC), Maritime Security Cutter (WMSL), and Polar Security Cutter (PSC). OPNAVINST 4000.79A for Navy Type - Navy Owned (NTNO) material applies. USN is responsible for equipment procurement & USCG is responsible for the install. SEWIP Lite is a variant of the SEWIP Block 2 specifically tailored for the needs of small ships, such as Littoral Combat Ship (LCS), OPC, WMSL and PSC to address fleet emergent needs for a robust, capable, and sustainable EW system that meets the space, weight and power limitations of these smaller ships. This line also supports SEWIP Lite Shore systems provided as Navy Type - Navy Owned to the USCG in accordance with OPNAVINST 4000.79A for NTNO material. [P40A / TC960 - AN/SLQ-32 (V) TRAINING SYSTEMS]: TC960 - AN/SLQ-32 (V) TRAINING SYSTEMS This TC supports the procurement and installation of training systems in support of the AN/SLQ-32(V)6 and (V)7 systems including the Multipurpose Reconfigurable Training System (MRTS) and Electronic Warfare Tactical Simulator (TACSIM). MRTS provides support for Fleet maintenance training for SEWIP Block 2 and SEWIP Block 3. MRTS simulates the tactical system's components and subcomponents necessary for training without requiring the procurement of a full SEWIP Block 1B3, Block 2, or Block 3 system. The TACSIM training system provides tactically-representative SEWIP operator training for EW operators, including simulation capabilities for SLQ-32(V)6, SLQ-32(V)7, Soft Kill Coordination System (SKCS), combat system simulation of Ship Self Defense Ship (SSDS) and AEGIS, and system integration with the onboard Surface Electronic Warfare Team Trainer (SEWTT). [P40A / TC961 - SOLID STATE PRODUCT SUPPORT INTEGRATOR (PSI)]: TC961 - SOLID STATE PRODUCT SUPPORT INTEGRATOR (PSI) The Solid State Product Support Integrator (PSI) for Radio Frequency (RF) funding line supports the stand-up of this capability for select components of SEWIP Block 3. The Solid State PSI will provide engineering analysis and product support strategies as well as test and repair capabilities for the high band (HB) and low band (LB) transmit (Tx) and receive (Rx) components of SEWIP Block 3. Solid State PSI funding supports the procurements (investment expense) of HB and LB Tx and Rx module test and repair equipment in FY21-FY26. The engineering support in FY24-FY26 includes the logistics, acquisition engineering, equipment installation, repair development, and program management associated with the Solid State PSI. [P40A / TC962 AN/SLQ-32 ENGINEERING CHANGE PROPOSALS]: TC962 - AN/SLQ-32(V)6 Engineering Change Proposals (ECP)]: TC962 - AN/SLQ-32 (V)6 Engineering Change Proposals AN/SLQ-32(V)6 Engineering Change Proposals (ECP) addresses documented deficiencies in system reliability, maintainability, survivability and obsolescence. Efforts supported are Non-Recurring Engineering (NRE), procurement of ECP kits, and integration / installation of ECP kits. [P40A / TC963 AN/SLQ-32 Test Sets]: TC963 - AN/SLQ-32 Test Sets supports the Non-Recurring Engineering (NRE) and procurement of test sets (above the investment threshold) for use in the organic AN/SLQ-32(V)6 and AN/SLQ-32(V)7 Depot. The AN/SLQ-32(V)6 has been designated a core capability per 10 USC and Depot Source of Repair (DSOR) has been assigned to NSWC Crane. AN/SLQ-32(V)7 is currently going through the COR and DSOR process. The number of fielded (V)6, C(V)6, and (V)7 continues to increase and the systems are expected to remain in service through the 2050s, an organic depot must be established to ensure the repair and return of failed Lowest Replaceable Units (LRUs), thus ensuring acceptable operational availability of the system. The organic and commercial industrial bases are not prepared to support the volume of AN/SLQ-32(V)6, C(V)6, and (V)7 repairs as the population of these systems continue to increase in the Fleet.

Justification

Justification AN/SLQ-32

The FY 2026 funding increase is driven by higher procurement quantities for SEWIP Lite, AN/SLQ-32 Test Sets, and VPX Engineering Change Proposal kits. This also includes increased procurements and installations for SEWIP Block 1B3, Block 2, and Block 3, as well as Nonrecurring Engineering for the Chilled Water ECP. Additionally, the budget accounts for new requirements related to Antenna Array Panel Assemblies (AAPA) ECP kits, the Block 3 Electronic Attack Engineering Change Proposal kit and Scaled Onboard Electronic Attack system procurements. The FY 2026 request was reduced by $20.827 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
