Description — Replac Equip & War Consumables
Common Munitions BIT Reprogramming Equipment (CMBRE) Cyber Enhanced (CE) is a critical program replacing a legacy system fielded in the 1990s utilizing floppy drives and a DOS/Win XP operating system. The CMBRE CE program will mitigate the effects and risk associated with a growing list of 20+ obsolete components, outdated technology, and insufficient cybersecurity outlined in Red Team and POA&M findings in order to sustain current capabilities. CMBRE SLEP will effectively support the 20+ smart munitions and weapon systems currently fielded for the warfighter today, as well as advanced systems currently in development. CMBRE SLEP is needed to verify weapons built-in test status, reprogram operational flight data, and up/download mission and GPS data. Cruise Missile Automatic Test System (CM-ATS) The CM-ATS is a nuclear certified tester designed to test the AGM-86 Cruise Missile fleet, the B-2 RLA, and associated Carrier Aircraft Equipment (CAE) used to launch missiles. Justification
Justification — Replac Equip & War Consumables
FY 2026 Funds are required for the Common Munitions BIT Reprogramming Equipment (CMBRE) Cyber Enhanced (CE) Program and the Cruise Missile Automatic Test System (CM-ATS). FY 2026 funding increase is due to increase in production hardware kits. The cost of Munitions Application Programs (MAPs) an average cost increase of 500K per Munitions Application Program (MAP) for established munitions and increases of up to $2M or more advanced/newer munitions. CMBRE system procurement costs have increased from originally estimated costs due to the inflated costs of CCA components, digital controller unit components, and assembly labor costs. Funds will be used to procure and recapitalize the ATS Product Group which consists of: Armament and Stores ATS and Software Loader/Verifier and Built-in-Test ATS to include proven commercial and/or Government off-the-shelf ATS to replace legacy and obsolete systems to ensure persistent logistics and enable agile combat employment. Funds are required in order to upgrade the CMBRE CE and CM-ATS system. CMBRE is comprised of three major components that must be replaced: Digital Computer System Assembly (DCSA), Test Adapter Unit (TAU), and ADU. There will be no test capability for smart munitions and Bomber Rack Unit, BRU-61, for fighter aircraft if upgrades are not complete. CMBRE Tester is used to initiate built-in test (BIT), reprogram the Operational Flight Programs (OFPs) for MIL-STD-1760/Non-1760 smart bombs and missiles, upload mission planning, and upload/download Global Positioning System (GPS) crypto keys. CMBRE SLEP breaks vendor lock, allowing the Government to own full data rights and the technical data package (TDP). It also addresses obsolescence and cyber security issues. The CM-ATS is a nuclear certified tester designed to test the AGM-86 Cruise Missile fleet, the B-2 Rotary Launcher Assembly (RLA), and associated Carrier Aircraft Equipment (CAE) used to launch missiles.
