Description
Description — Surface Ship Torpedo Def (SSTD)
Surface Ship Torpedo Defense (SSTD) provides a layered torpedo defense to protect surface ships against current and future threats. Sustains deployed systems including the towed AN/SLQ-25A/C (NIXIE) countermeasure. Modernizes NIXIE to the AN/SLQ-25E variant with a technical and obsolescence refresh that also provides the baseline. The AN/SLQ-25 (NIXIE) is the Navy's primary SSTD system, providing towed persistent torpedo countermeasure. NIXIE currently protects all classes of surface ships. FY 2026 funding restores the AN/SLQ-25 programs yearly budget to support engineering, procures AN/SLQ-25E Backfit systems for the fleet, and support installs. This also funds obsolescence and technical issues discovered during the AN/SLQ-25E system certification and first article testing as an engineering change. WL106 AN/SLQ-25 ENGINEERING CHANGES (ECs): Funding under this cost code provides support of three major efforts: (1) Engineering Changes for AN/SLQ-25 System that includes investigation and resolution of Trouble Reports (TRs), including those resulting from service-identified issues resulting in operational downtime. (2) Continuation of software modernization and system integration. (3) Continuation of AN/ SLQ-25C/E system support for Obsolescence, Diminishing Manufacturing Sources and Material Shortages (DMSMS) and safety improvements. WL830 PRODUCTION ENGINEERING-IN-HOUSE: Funding under this cost code provides specification preparation and validation, production planning, contract deliverable monitoring, prime contractor monitoring for cost, schedule, and performance and Integrated Logistics Support (ILS) planning, review and evaluation of obsolescence issues, and coordination of government furnished information (GFI) and government furnished equipment (GFE). WL840 QUALITY ASSURANCE: Funding under this cost code provides for quality assurance efforts including conducting quality assurance reviews of the contractor and subcontractors, documentation indicating contractor conformity to product performance requirements, and review of objective quality evidence. WL860 ACCEPTANCE TEST & ENGINEERING: Funding under this cost code provides for production acceptance of contractor hardware. Acceptance testing includes government acceptance testing and Environmental Qualification Testing (EQT) in support of the AN/SLQ-25 modernization with operationally trained subject matter experts and software support engineers. WL900 CONSULTING SERVICES: Funding under this cost code provides for contractor support to the program office for production monitoring, installation planning and coordination support. WL905 PRODUCTION ENGINEERING CONTRACTOR: Funding under this cost code provides for SLQ-25E production engineering tasks performed by the hardware contractor. This includes system procurement, engineering, and technical services.
Justification
Justification — Surface Ship Torpedo Def (SSTD)
The FY 2026 funding increase supports Torpedo Defense requirements for all classes of surface ships. AN/SLQ-25E competitive production contract award expected in FY 2026 will support procurement of Backfit kits. The FY 2026 request was reduced by $.859 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
