Description — Submarine Acoustic Warfare System
The Submarine Acoustic Warfare System (SAWS) program provides submarines with expendable defensive countermeasures and the systems necessary to externally launch against torpedo and acoustic sensor threats. This program provides ongoing production of countermeasure devices needed to sustain fleet inventories, improvements to enhance the readiness and effectiveness of countermeasure devices and associated External Countermeasure Launcher (ECL) systems on all U.S. submarines. Acoustic Device Countermeasures (ADC) are expendable devices produced in two primary versions. The Internal Countermeasure Launcher (ICL) launches the 3" ADC's and ECL Systems launch the 6" devices. WM014 6 INCH COUNTERMEASURES- Funding under this cost code procures Acoustic Device Countermeasure 6" procures MK3 (torpedo) and MK4 (SONAR) countermeasures for submarine protection. The effort has been broken out to clearly identify the unit costs of the devices and the system engineering, which covers the associated support costs at the TDA and ISEA. WM015 3 INCH COUNTERMEASURES - Funding under this cost code procures ADC 3" procures MK2 countermeasures for submarine protection. This effort has been broken out to clearly identify the unit costs of the devices as well as the system engineering services. Funding is being used to develop a SONAR Countermeasure in a 3" form factor. This effort focuses on eliminating the need for a 6" diameter SONAR countermeasure, which will free up payload space in the external countermeasure launcher to support future payload integration (e.g., CRAW, ADC MK6). Procurement of an enhanced ADC MK2 MOD 8/9 that provides the Fleet with greater functionality. WM018 Acoustic Augmentation Support Program (AASP)- Funding under this cost code provides acoustic augmentation systems in appropriate configurations for all submarine classes (except SEAWOLF). The equipment is installed as temporary equipment Temporary Alteration (TEMPALT) until SHIPALTs can be permanently installed to reduce sustainment costs and provide a long term solution. A combination of new procurement systems and refurbished systems are required to complete installations. Reliability and refurbishment upgrades provide current in-service AASP systems with new components and software updates to maintain reliability. AASP new procurements are required a year prior installation and refurbished systems the same year as installation. WM019 Countermeasure Set, Acoustic (CSA) Program- Funding under this cost code procures and supports the inboard electronic system necessary for preparing and launching 6" ADCs from all 688i and newer U.S. submarines. This inboard system consists of the Torpedo Defense Controller (TDC), Launch Control Panels (LCPs), and associated cabling, in a class-by-class configuration. The CSA program continually modernizes and technical refreshes system hardware and software. Five efforts are supported: (1) The "CSA SWFTS Integration" effort is maintaining the integration of the CSA system with the SWFTS System of Systems (SoS). Implementation of a phased approach allowed incremental implementation of capabilities. Required funding addresses recurring upgrades within the SWFTS Technology Insertion (TI)/Advanced Processor Build (APB) cycles to maintain compatibility with networked tactical systems and continue to reduce cybersecurity risks. (2) The ongoing "CSA MK4 Technology Insertion" effort replaces the CSA MK2 MOD2 with a SubTDS-capable, SWFTS-integrated CSA MK4. WM025 Compact Rapid Attack Weapon (CRAW) - Funding under this cost code procures the required integration kits and other required submarine support equipment for the Compact Rapid Attack Weapon (CRAW) MK 58 torpedo. The MK 58 torpedo provides enhanced Anti-Submarine Warfare (ASW) and Anti-Torpedo Torpedo (ATT) mission capabilities to the submarine Force. The MK 58 torpedo is launched from VIRGINIA Class (VACL) submarines via the integration kits for the ECL and payload control system that are procured from this line item. Note, the MK 58 torpedoes will be procured separately via WPN (LI 3121). VB700-PAYLOAD PROCUREMENT - Funding under this cost code extends the sensor range of the submarine. The SLUAS All-Up-Round (UAR) includes the unmanned aerial vehicle (UAV), launch canister, submarine communication link, and auxiliary support equipment. Procurement of SLUAS AURs include the UAV, launch, canister, and supporting auxiliary equipment. This line item support procurement of SLUAS AUR units and payload systems engineering and capacity stabilization to address obsolescence and/or manufacturability of 3" and 6" payload systems. The Submarine Launch Unmanned Aerial System (SLUAS) transferred from OPN Line Item 5420 in FY25. [P40A / WM014 6 INCH]: WM014 6 INCH - The 6" Countermeasures program procures, reworks, and refreshes ADC MK3 (torpedo countermeasure) devices, ADC MK4 (SONAR countermeasure) devices, and associated launch tubes in order to maintain submarine fleet countermeasure device inventory levels in accordance with the Naval Munition Requirements Process (NMRP). The 6" Countermeasure program tracks and implements device improvements through configuration control and an Engineering Change Proposal (ECP) process. [P40A / WM015 3 INCH]: WM015 3 INCH - The 3" Countermeasures program procures ADC MK2 MOD 7 countermeasure devices in order to maintain submarine fleet inventory levels in accordance with the NMRP. The 3" Countermeasures program tracks and implements device improvements through configuration control and the ECP process. [P40A / WM022 GAS GENERATOR MK77]: WM022 Gas Generator MK 77 - The MK77 Gas Generator (GG) program provides the energetic device used as the impulse mechanism for launching 6 inch Acoustic Device Countermeasures (ADC MK3 and ADC MK4) on VIRGINIA, OHIO, LOS ANGELES Improved and SEAWOLF classes. MK77 GG Mod 0 rework is the complete disassembly and refurbishment of a GG that has been deployed and then reassembled for fleet use with replacement of the inert hardware. MK77 GG Mod 1 is the new procurement unit design to replace the obsolete propellant formulation of the MOD 0 while retaining the same fit and function. [P40A / WM830 PRODUCTION ENGINEERING]: WM830 - Production Engineering - Production engineering support from SAWS Technical Design Agent (TDA) and In-Service Engineering Agent (ISEA) across all SAWS systems. Provides specification preparation and validation, government prepared production acceptance procedures, production planning, integrated logistics support, planning coordination of government furnished information and government furnished equipment, and contract administration including contract deliverable monitoring and prime contractor monitoring of cost/ schedule performance. [P40A / WM900 CONSULTING SERVICES]: WM900 Consulting Services - The Consulting Services line procures contractor support services for all SAWS programs including program, financial, acquisition, contract administration and engineering management support.

Justification — Submarine Acoustic Warfare System
From FY25 to FY26 funding within this budget line item increase by $4.968M. This increase supports increased procurements of 3" ADCs (from qty 503 to qty 1,131) and CRAW integration kits. This budget line also supports the technical refresh of the ADC MK2 to the MOD 9 variant which provides enhanced capability to improve effectiveness; procurement of AASP VLDs to backfit older platforms; procurement of MK77 Gas Generators; technology insertions for the Countermeasure Set, Acoustic (CSA) systems on all submarines during their availabilities; SLUAS procurement and, obsolescence and/or manufacturability of 3' and 6' payload systems. The FY 2026 request was reduced by $.067 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
