Description — Tomahawk
The Block V TACTOM (Tactical Tomahawk) surface launched guided missile (RGM) and undersea guided missile (UGM) (TACTOM RGM/UGM-109E) preserves Tomahawk's long-range precision-strike capability while increasing responsiveness and flexibility. TACTOM is capable of in-flight retargeting, the ability to loiter over the battlefield, in-flight missile health and status monitoring, and battle damage indication. Other Tomahawk Weapon System functionality includes rapid mission planning and execution via Global Positioning System (GPS) onboard the launch platform and improved anti-jam GPS. RGM/UGM-109E Tactical Tomahawk provides an attack capability against fixed and mobile targets, and can launch from both surface ships (RGM) and submarines (UGM). Description — Tomahawk
The Block V and Va Tactical Tomahawk (TACTOM RGM/UGM-109E) preserves Tomahawk's long-range precision-strike capability while increasing responsiveness and flexibility. TACTOM is capable of in-flight retargeting, the ability to loiter over the battlefield, in-flight missile health and status monitoring, and battle damage indication. Other Tomahawk Weapon System functionality includes rapid mission planning and execution via Global Positioning System (GPS) onboard the launch platform and improved anti-jam GPS. This line item procures Tomahawk missiles for use with the Marine Corps Long Range Fires (LRF) program. The Marine Corps procures the same Tomahawk configuration used by Navy Surface Combatants via the Navy Tomahawk Program Office on common contracts. Marine Corps is terminating the LRF program and associated development, fielding, and sustainment activities in FY 2026. The LRF program, will complete Tomahawk procurement actions through FY 2025 and transfer all Tomahawk BLK V missiles to the U.S. Navy and all Tomahawk BLK Va (Maritime Strike Tomahawk) missiles to the U.S. Army, consistent with Title 10, USC 2571. Quantities in FY 2024 and FY 2025 depicted on the P-40 are aligned with the SF-133 and DD-1414 respectively and are greater than the quantities depicted on the P-5. The quantities in FY 2024 and FY2025 depicted on the P-5 represent the program's current estimate of the quantities that will be procured on FRP Lots 20 and 21. Justification — Tomahawk
The FY 2026 request was reduced by $0.078 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request for Tomahawk Production includes $12,593 thousand of discretionary and $193,977 thousand of mandatory (reconciliation) for a total of $206,570 thousand. FY 2026 total funding supports the procurement of 57 new Navy Block V TACTOMs. The discretionary funds provide for partial procurement of 2 New Block V TACTOM VLS AURs (excluding classified costs) and associated support costs. The mandatory funds provide the remainder of funding for those 2 New Block V TACTOM VLS AURs and: - 55 additional New Block V TACTOM AURs for $137,060 thousand - 55 additional MK 14 Canisters for $11,055 thousand - $44,574 thousand for Classified cost element - $1,288 thousand for Support Costs Further details about this reconciliation request will be provided in Section 20004 (Munitions & Supply Chain) of the Reconciliation Exhibit. To support continued procurement of Block V TACTOM, the Minimum Sustaining Rate (MSR) is 90 per year through the FYDP. TACTOMs are budgeted for procurement under separate budget lines for the Navy (WPN 2101), Marine Corps (PMC 2101), Army (MPA 9214C18200), and approved FMS cases. FY 2026 requires FMS to meet MSR. FYDP unit costs are based on procurement quantities combined across Navy, USMC, Army, and FMS cases. FY 2026 funds Diminishing Manufacturing Sources and Material Shortages (DMSMS) and parts obsolescence issues. FY 2025 matches the Base for Reprogramming Actions, DD 1414 and does not include supplemental funding from Israel Security Supplemental Appropriations Act, 2024 (Division A of Public Law 118-50). In FY 2025, DON has received $63.263 million for the procurement of TACTOM AURs (All-Up Rounds) for the replacement of Navy stock. This results in an increase in FY 2025 quantities from 0 to 20 TACTOM AURs.

To support continued procurement of Block V TACTOM, the Minimum Sustaining Rate (MSR) is 90 for FY 2026. TACTOMs are budgeted for procurement under separate budget lines for the Navy (WPN 2101), Marine Corps (PMC 2101), Army (MPA 9214C18200), and approved FMS cases. FY 2026 requires FMS to meet MSR. FY 2026 unit cost is based on procurement quantities combined across Navy, USMC, Army, and FMS cases.
