Description — TACTICAL NETWORK COMMUNICATION
Tactical Network Communication funding supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport Layer. In FY 2025, B11200 Tactical Network Communication consolidated Other Procurement, Army (OPA) budget lines: B00010 Signal Modernization Program and B07100/B07110 Tactical Network Technology Mod in Service (TNT-MIS). This line is the Army's response to FY24 Defense Appropriations language requiring consolidation options of Other Procurement, Army (OPA) budget lines. This line is not a new start: funds have been realigned from B00010 and B07100/B07110, these funds will be used to continue funding ongoing efforts. The Tactical Network Communication funding line consists of two distinct portfolios: Signal Modernization (SIGMOD) Program & Tactical Network Tech Mod in Svc (TNT-MIS). The SIGMOD portfolio funding supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport Layer. These funds procure a portfolio of products that deliver the latest Commercial Off The Shelf (COTS) networking and communications capabilities to enable the Warfighter's ability to conduct Mission Command at every stage of operations - from home station to early entry to the most austere environments of the battlefield. The SIGMOD capabilities augment, extend, and strengthen the tactical network by providing rapidly deployable, high-throughput, low-latency Line-of-Sight (LOS) and Beyond Line-of-Sight (BLOS) capabilities and cutting-edge networking systems. Line of Sight Backhaul Radios: Supports the NGC2 Mid-Tier LOS Data backhaul mounted/dismounted configurations and Point to Multi-Point radio solutions. These solutions provide mesh-enabled LOS internodal broadband radios, data transport, Command Post Communications, Low Probability of Interception and Detection (LPI/LPD), and Anti-Jam (AJ) capabilities. The radios enable Secure but unclassified (SBU) and Colorless Core transport Domains for improved interoperability, usability, flexibility, and readiness through smaller and more expeditionary technology. Broadband Kit (BK): Supports the NGC2 mounted/dismounted capability used to connect to cloud-based resources and provides remote internet connectivity through a lightweight mobile broadband communication solution utilizing VPN-secured connectivity over both public and commercial cellular service. BK v1 is dismounted and v2 is vehicle mounted. Commercial Coalition Equipment (CCE): Provides both commercial and coalition communications Local Area Networks (LAN) and radio bridging voice cross-banding (RBVC) capabilities, supporting command, control, and coalition partners to enable the Mission Partner Environment (MPE) among forces. The CCE program is comprised of five variants: CCEv2, CCEv4, CCEv4A, CCE NETOPS, and CCE Common Services Hub (CSHub). Secure Wireless (WiFi): Provides WiFi based access points to enable resilient, encrypted mobility across classified and unclassified environments. Secure Wireless enables wireless Mission Command for laptops, tablets and phones, improving survivability by dramatically reducing set-up and teardown times. Secure Wireless enables echelons at brigade and above, along with mobile command and control vehicles, to connect to and use the Tactical Network as backhaul. Secure Wireless (Cellular): Support the NGC2 architecture by providing connections for end-user-devices to compute and store capabilities in a form of the private cellular bubble. Terrestrial Transmission Line of Sight (TRILOS) System: Enables LOS low-latency and high-throughput broadband communications to extend the network by utilizing a radio with significantly reduced Size, Weight and Power (SWaP). TRILOS also provides RF path diversity, making the system more resilient to jamming in contested environments. Provides point to point and point to multi-point. Troposcatter Transmission System (TROPO): Enables BLOS low-latency broadband communications in a satellite denied environment over longer ranges and at higher throughput. TROPO enables Army units to reduce reliance on costly satellite bandwidth and provides RF path diversity. Enroute Mission Command (EMC): Supports the Global Response Force requirement to execute mission command when conducting Airborne forcible entry operations, to include mission planning and rehearsal, while enroute on board US Air Force Air Mobility Command aircraft. EMC modernizes enroute communications to enable broadband reach-back data capability utilizing military or commercial networks with adequate bandwidth to support required Mission Command and Intelligence applications. The Tactical Network Technology Modernization in Service (TNT MIS) portfolio supports the Army's Next Generation Command and Control (NGC2) initiative to modernize Command and Control (C2) systems, Transport Layer. Tactical Network Technology Modernization in Service (TNT MIS) funding line enables mission command capabilities and connects highly mobile and dispersed forces together by providing network connectivity and transport for the ground domain to connect with the Department of Defense Information Network (DoDIN). TNT MIS provides modernization of commercial technology ensuring a resilient cybersecurity posture. These upgrades are critical to defending the network from emerging cyber threats, ensuring commanders maintain communications in a contested environment. Command and Control (C2) At-The-Quick-Halt (ATQH) is the dismounted modernization effort focusing on alternative state-of-the-art technology to meet the operational needs in accordance with the Army decision for future tactical network requirements. The C2 ATQH capabilities will provide simplified, modular, flexible tactical network transport solutions. ATQH capability consists of a Network Appliance, GEO terminal (with the potential ability to be MEO certified) and Commercial LEO flat panel terminal. C2 On-The-Move (OTM) is the mounted modernization effort focusing on alternative state-of-the-art technology to meet the operational needs in accordance with the Army decision for future tactical network requirements. FY 2025 funds the procurement of tactical edge compute and store A-Kit and B-Kit hardware and On-the-Move platform installation and checkout. PLEO provides both Mounted and Unmounted capability which supports modernization effort focusing on data centric command and control to meet future tactical network requirements using the Commercial LEO flat panel terminal. Multi Orbit Antenna is the state-of-the-art MEO/GEO capability, high throughput, low latency, terminal supporting C2 nodes Battalion to Division. Network Appliance is a small baseband like appliance with dedicated resources to support network requirements including Software Defined Networking, Firewall, interfaces to transport capabilities, Wi-Fi, and Public Cellular. TNT MIS Next Generation Command and Control Transport enables and ties into the Network to support The Army Unified Network Strategy. The Regional Hub Nodes (RHN) are a critical component of the Army's modernized Software Defined Network (SDN) infrastructure that keep pace with the future C2 architecture. The Regional Hub Nodes provide flexible connections and resilient global networks designed to support large-scale combat operations. The RHN transport diversity modernization efforts are needed to support NGC2 transport architecture. The RHNs act as bridges, seamlessly connecting the tactical network used by deployed units to the Army's primary network (DODIN-A) and Regional Hub Node (RHN). The RHN infrastructure supports Data Centric Army Transport and supports NGC2 Transport concept and is located at: Division and Corps Homes Station Mission Command Centers (HSMCCs), Public and Private Cloud Environments, and Secure Army Data Centers. The RHN effort also provides Global Agile Integrated Transport (GAIT) capabilities that includes upgrading hardware and software, simplifying network design, and leveraging a variety of communication methods - including LEO/MEO/GEO satellites and 4G/5G cellular technology - to ensure constant connectivity in contested environments. The RHN Software Defined Network (SDN) architecture also incorporates military fiber and commercial Internet transport. This enhances transport diversity and connectivity by providing simplified and rapid communication channels between units, utilizing diverse commercial and military transport options. Virtual Mission Enclave (vME) hardware and software is a set of virtual network functions that enhances Division network infrastructure, delivering improved mission readiness, enhanced cybersecurity, and increased resilience. vME provides faster deployment of critical network elements, centralized threat detection, and scalable infrastructure - ensuring a more secure and responsive tactical network for the warfighter. SIPR Enclaves are encryption and switch boxes for SIPR access. Force-pooled BDE and below encryption, and switch to access classified enclaves as required by warfighting functions in a primarily SBU-E environment. SATCOM Obsolescence THN provides funding for the latest modernized extra-large deployable terminal (XLDT). Extra-large deployable terminal provides mobile network connectivity for Army Tactical Theater level units and keep pace with the future C2 architecture. The XLDT provides flexible data centric global networks to the tactical network's SATCOM and RHN Software Defined Network (SDN) transport infrastructure. This mobile platform consists of a tri or quad-band antenna with baseband and allows for flexible and resilient network control at the Corp and below echelons. The RHN and XLDT efforts work in tandem to provide a comprehensive and resilient unfragmented network, ensuring seamless connectivity from the tactical edge to the Army Enterprise.

Software: Costs for Post Deployment Software Support (PDSS). Initial Spares and Repair Parts: Costs associated with the procurement of initial field and/or pipeline spares to include repair parts for the TNT-MIS portfolio of systems. Contractor Management: Costs for contractor personnel supporting TNT-MIS Systems engineering, risk management, travel, facilities lease, systems engineering technical assistance, and business management efforts. Government Management: Costs for Matrixed personnel supporting TNT-MIS engineering, risk management, travel, and business management efforts. Government management include salaries, travel, training, supplies, facilities, equipment, to manage NGC2 transport, RHN & GAIT Infrastructure, and XLDT acquisition efforts. Systems Engineering: This effort addresses Information Assurance Vulnerability Alerts (IAVAs), Cybersecurity Documentation Requirements, establishes the Network Architecture, develops the software Technical Data Packages, maintains the software configuration management, and provides testing support to remain in compliance with the Authority to Operate (ATO). Test Evaluation and Support: Costs for test activities, verification, evaluation, assessments and demonstrations supporting TNT-MIS portfolio of systems: RHN & GAIT Infrastructure, XLDT, C2 At-The-Quick-Halt pLEO/GEO and Network Appliance, pLEO/GEO-LEO and Network Appliance.
