Description Tactical Network Technology Mod In Svc

This funding line is directly aligned to the Army Network Modernization Priority and supports the Army of 2030 and 2040 initiatives. Tactical Network Technology Modernization in Service (TNT MIS) funding modernizes the Army's Tactical Network Transport that enables mission command capabilities. The Tactical Network Transport connects highly mobile and dispersed forces together. It allows information sharing across the Army's global information network, joint and multinational elements, and the Department of Defense Information Network (DoDIN). The Tactical Network Transport consist of systems ranging from large ground terminals at fixed sites to very small aperture systems at the tactical edge and provides data connectivity at the halt and on the move. The program modernizes systems that have been in the field for 20 years. These modernization efforts are critical to maintain network security and Information Assurance policy compliance required to maintain the Authority to Operate (ATO). The program accomplishes modernization by providing technology insertion on a five-to-seven-year cycle to improve the security and resiliency of the network. The program modernizes end of life commercial technology and other information technology (IT) equipment (switches, routers, servers and NetOps capabilities) procured to ensure the readiness of the Tactical Network. This modernization reduces life cycle costs by reducing size, weight, and power through consolidating and converging capabilities previously residing on individual hardware components, and through leveraging common Commercial Off the Shelf (COTS) solutions across the portfolio. These modernization efforts result in the divestment of aging systems through their replacement by the updated systems. The foundation of the Tactical Network Transport is the Regional Hub Nodes (RHN), five fixed site ground terminals dispersed globally to provide the foundation for the network. These systems provide the link between tactical beyond line of site communications and the Department of Defense Information Network (DODIN). The five RHNs provide Combatant Commanders with an all encompassing, seamless tactical global network point of presence that can be leveraged anywhere, anytime. Included in this modernization effort is hardware procurement, systems engineering, network engineering, production facilities and software licensing and renewals. The RHN also includes the Global Agile Integrated Transport (GAIT) which provides simplified and rapid connectivity between and amongst tactical and strategic units. GAIT includes support for all commercial transport options to include Low Earth Orbit (LEO)/Medium Earth Orbit (MEO)/High Capacity GEO satellites and cellular (5G). The Tactical Hub Node (THN) compliments the Regional Hub Node at the Division-level with Extra Large Terminals. These terminals are currently fielded at 18 Divisions, which consist of two antenna vehicles and one control vehicle that provides a mobile platform to control the network at the Division level. This effort modernizes 8 systems over an eight-year period, and includes hardware procurement, initial spares, systems engineering, operational evaluation, software licensing and renewals, training development, and fielding. The Satellite Transportable Terminal (STT) has been the primary terminal connection to the Tactical Network since 2005. This system is fielded at battalion through Corps units. This system provided the primary satellite link for command posts to exercise mission command, intelligence, and logistics functions amongst unified, joint and coalition forces. Satellite Terminals is the future modernization effort that focuses on alternative state of the art At-the-Quick-Halt (ATQH) and On-the-Move (OTM) solutions to meet the operational needs in accordance with the Army decision for future tactical network requirements. Satellite Terminals creates a Command and Control (C2) capability to defend the Army's tactical network against peer adversaries in a large scale combat operations (LSCO), where enemy capabilities greatly threaten static C2 nodes. LEO/MEO/High Capacity GEO satellites are emerging technologies to improve network speed, capacity, and resiliency for tactical units. The modernization effort also includes hardware procurement, systems engineering, operational evaluation, software licensing, and training development. Technical Insertions - Communications Nodes Modernization represents a cutting-edge initiative aimed at modernizing the Army's Tactical Network. This transformative effort involves the integration of the Medium and Large Communication Nodes ushering in a new era of enhanced commercial baseband and terminal capabilities. These baseband enhancements provide the network connection between the Satellite terminal and the mission command systems in the command post nodes. The updated Medium and Large Communication Nodes are replacements for the current systems that have been fielded since 2017. These capabilities enable network management and DoD mandated cyber and electronic warfare resiliency and meet the operational needs in accordance with the Army decision for future tactical network requirements. The program will leverage a Family of Baseband contracting approach to incorporate emerging technologies to ensure network resiliency, capacity, and convergence by providing high-throughput and low-latency broadband services. The modernization effort includes hardware procurement, systems engineering, operational evaluation, software licensing, and training development. The Scalable Network Node (SNN) is the beyond line of sight communications that consists of COTS, very small aperture terminal (VSAT), commercial baseband, and power generation to enable network connection. The system is configured to provide a flexible communications package to the combatant commander and scalable based on mission requirements for seamless connectivity in any operationally contested environment. The current efforts include the evaluation of High throughput terminals using various satellite constellations. This includes commercial SATCOM to improve existing capabilities while informing future initiatives to deliver the Army 2030 and design the Army 2040 for At-The-Halt and at the quick halt in accordance with Army fielding requirements. The modernization effort is hardware procurement, systems engineering, operational evaluation, software licensing and renewals, training development, and fielding. On the Move Network Transport (Armored Formation Network On-the-Move (AFN OTM)) provides on the move network connectivity to Armored formations up through the Division-level. This effort builds upon the FY 2022 Pilot and will inform a modernized, simplified, and resilient solution for armored formations. The AFN OTM solution will improve mission command on the move and at the quick halt and will significantly improve survivability due to command post dispersion and decreased electronic signature. Current efforts include the evaluation of High throughput terminals using various satellite constellations. This includes commercial SATCOM and other requirements to deliver the Army 2030 and design the Army 2040 to modernize On-The-Move and at the quick halt in accordance with Army fielding requirements. The modernization effort includes hardware procurement, systems engineering, network engineering, system integration, operational evaluation, software licensing and renewals, training development, and fielding. TNT MIS supports the near-term objectives of the Army Network Modernization Strategy by standardizing the Tactical Network Transport baseline to leverage state of the art commercial products to help create the future network. TNT MIS supports the Army's Mission Command Network Modernization Implementation Plan mid-term goals by providing technology insertion that incorporates cyber and electronic warfare resiliency required for the expeditionary Army. TNT MIS will introduce new capabilities and new technologies through engineering changes to the tactical network baseline. TNT MIS provides the Army with acquisition agility to respond to the network environment in which it operates and remain the world's most lethal land force. TNT MIS directly aligns to the Army of 2030/2040 goal to be secure from enemy cyber and electronic attacks in order to reliably communicate and share data with ourselves, sister services and coalition partners. Modernizing the Army's Tactical Network Transport is one of the Army's top six priorities. In FY 2026, the primary focus of TNT MIS remains modernizing Tactical Network Transport. These upgrades are critical to defending the network from emerging cyber threats, ensuring commanders maintain communications in contested or congested environments, and ensuring system availability by replacing end of life components in the communications baseline. This program is included in the OPA Budget Line Consolidation. In FY 2025, B07100 Tactical Network Technology Mod In Svc was consolidated into B11200 Tactical Network Communication (parent) /B11226 TACTICAL NETWORK TECH MOD IN SVC Program.
