Description
Description — Small & Medium UUV
Lionfish and Viperfish are the next generation UUVs that will replace the MK18 Mod 1 and Mod 2 UUVs currently in the fleet. They are the Navy's first cybersecure UUVs, which support mine countermeasures (MCM), Intelligence Preparation of the Operational Environment (IPOE), Subsea and Seabed Warfare (SSW), Naval Special Warfare (NSW) Maritime Homeland Defense (MHLD) and combat salvage. Both provide a critical Detect-to-Engage capability to Expeditionary Mine counter measures (ExMCM) forces, organized into 18 ExMCM companies across the Navy. These UUVs can be used in very shallow to deep waters to clear sea mines and enable fleet movement and maneuver through chokepoints and key water space, enable logistics at sea and between sea and shore in a contested environment, and to enable movement of Marines from ship to shore to seize and hold key terrain in support of Expeditionary Advanced Base Operations. Lionfish is a Small Unmanned Undersea Vehicle (SUUV) that replaces the legacy MK 18 Mod 1, utilizes advanced sensors and autonomy, and can be launched and recovered from small boats and craft, surface ships, vessels of opportunity, submarines, piers and shorelines, and various platforms. Viperfish, the deep water variant of Lionfish, replaces legacy MK 18 Mod 2 UUVs, and leverages recent innovation and technical advances to enable it to be delivered in a Small UUV form factor using Lionfish as a baseline as an ECP with enhanced depth performance and mission capability. P5 / 5N001 KNIFEFISH (SMCM UUV w/LFBB)]: The Knifefish Surface Mine Countermeasure Unmanned Undersea Vehicle (SMCM UUV) program procures Unmanned Undersea Vehicles to support clandestine mine detection capability against volume and bottom mines including buried mine detection. The Knifefish system is composed of two UUVs, batteries, launch and handling system, and other support equipment. P5 / 5N100 TETRA: TETRA is a Remotely Operated Vehicle (ROV) with the capacity for multiple mission payloads as a key enabler to Subsea and Seabed Warfare (SSW) as identified in the SSW Initial Capabilities Document (ICD). A single TETRA system is comprised of 2 ROVs equipped with mission-dependent payload(s) and Ancillary Equipment [P5 / 5N001 KNIFEFISH (SMCM UUV w/LFBB)]: The Knifefish Surface Mine Countermeasure Unmanned Undersea Vehicle (SMCM UUV) program procures Unmanned Undersea Vehicles to support clandestine mine detection capability against volume and bottom mines including buried mine detection. The Knifefish system is composed of two UUVs, batteries, launch and handling system, and other support equipment. Beginning in Fiscal Year (FY) 2020, Knifefish (SMCM UUV) was moved from OPN Line Item (LI) 2622 into OPN LI 1611. [P5 / 5N220 MEDUSA]: Mining Expendable Delivery Unmanned Submarine Asset (MEDUSA) is a medium class UUV capable of offensive mining capabilities deployed from a submarine. MEDUSA features a torpedo tube launch capability, long range, high payload placement accuracy, and can be integrated with heavy payloads. The MEDUSA system is composed of an integrated UUV and payload system, afloat submarine support hardware, and ashore support hardware. [P5 / 5N210 Razorback MK19]: Razorback: A part of the Family of UUVs, Razorback is a medium class UUV capable of persistent, autonomous, ocean sensing and data collection in support of Navy Intelligence Preparation of the Operational Environment (IPOE) mission. The Razorback has two variants, the Razorback MK19, formerly referred to as Razorback Dry Deck Shelter (DDS), and the Razorback MK20, formerly referred to as Razorback Torpedo Tube Launch and Recovery (TTL&R). The Razorback MK19 variant procurement began in FY 2017 and Fleet operational deployments began in FY 2021. Development of requirements and submarine integration efforts commenced in FY 2019 for MK20 variant, which was competitively sourced to industry in FY 2022. On 10 February 2025, the Navy decided to terminate the MK20 program due to significant schedule delays and inability to meet key requirements.
Justification
Justification — Small & Medium UUV
The FY 2026 request for Small and Medium Unmanned Undersea Vehicles (UUV) includes $54,854 thousand of discretionary funds and $66,421 thousand of mandatory (reconciliation) for a total of $121,275 thousand. The mandatory funds unmanned underwater vehicle production. Further information for this reconciliation request is provided in Section 20002 (Shipbuilding) of the Reconciliation Exhibit. The FY 2026 request was reduced by $0.177 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative." The FY 2026 request was reduced by $0.600 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY 2026 funding is required for the next generation of Small Class Unmanned Undersea Vehicles (Lionfish) along with procurement of Mission Support Equipment for the Lionfish systems. CE 3.1.1 LIONFISH (SUUV): This increase allows for the procurement of an additional 10 UUVs in FY 2026. These additional UUVs ensure ExMCM companies will be outfitted with UUVs in order to conduct their primary mission of expeditionary mine countermeasures. CE 3.1.3 LIONFISH ASP (FLS): FY 2026 LIONFISH (SUUV) procurement of 9 sensor packages. Current procurement profile provides increased capability to INDOPACOM consistent with requirements and required delivery schedules. CE 3.1.5 LIONFISH MSE: Procurement quantities of 4 units in FY 2026 for a favorable UUV step ladder pricing. CE 6.1.1 - 6.1.4 MEDUSA increase in FY 2026 to procure long lead materials to accelerate production in FY 2027. Submarine support equipment procurements will include required hardware to integrate MEDUSA onboard the Submarine platform, Ordnance Handling Equipment, and Shipping Containers. Production support will be for Government systems engineering, contractor support, and to procure vehicle training hardware, spare parts, and upgrades. MEDUSA Payload modernization and training equipment will update legacy mine payloads for testing and fleet training. CE 5.1.1 TETRA: Increase in FY 2026 to fund 3 Remotely Operated Vehicles (ROV) and 1 TETRA System Shipset per year across the FYDP. Each TETRA System Shipset contains a mission-dependent payload package and payload ancillary equipment. CE 8.1.1 Razorback MK19 4 Upgrades/Backfits
