Description

Description LSD Midlife & Modernization

Modernized LSD 41/49 Class ships transport and launch amphibious craft and vehicles with their crews and embarked personnel in amphibious assault operations. Supporting amphibious operations include landings via Landing Craft, Air Cushion (LCAC), conventional landing craft, and helicopters, onto hostile shores. [P40A / ST5IN LSD Installation / DSA / AIT]: P40A/ST5IN - Installation/DSA/AIT: Planned effort by the Alteration Installation Teams (AITs) and the Design Support Activity (DSA) to address ship's growing obsolescence issues and maintenance intensive areas via support in the Modernization Availabilities. [P40A / Slewing Arm Davit (SLAD) Embarkation Platform Installation]: SLAD Embark Platform LSD Class ships require an embarkation platform for loading and unloading of personnel during launch and recovery operations utilizing the new Lake Shore Inc. Slewing Arm Davit (SLAD). The upgrade is required due to limited space in the area of the 11M RIB stowage, which limits the ability of the crew to efficiently load and unload personnel, particularly during recovery operations. [P40A / Slewing Arm Davit (SLAD) Installation]: SLAD This SHIPALT replaces the Welin Lambie LUM 12A or Lakeshore Gravity Boat Davit currently installed on LSD 41/49 Class ships, with a new Slewing Arm Davit (SLAD) from Oldenburg Group Inc. The existing systems will be removed and the OGI SLAD will be installed in the same general location of the current systems. The new system is a SLAD design with single point pick up of the boats versus the two points pick up used by the existing systems. [P40A / Ballast Control Console (BCC)]: Ballast Control Console (BCC) - Provides upgrades to the existing Ballast Control Consoles (BCC) and replaces legacy BCC with a Programmable Logic Controller (PLC) based digital, networked system. This mission and safety critical SCD address system degradation due to obsolescence issues, extensive downtime and reduced system capability/reliability. The system is currently operating in a degraded capacity and requires immediate replacement. [P40A / Damage Control Console (DCC)]: This SCD upgrades the existing Damage Control (DC) Console and interior communication sensor monitoring (IC/SM) alarm panels within Damage Control Central on-board ship with a Programmable Logic Controller (PLC) based control system that will provide all current functionality and utilizes the Advanced Engineering Control System (AECS) network backbone. The software will leverage the LSD 47 interface for system screen layout and user interaction but will be developed using the current Platform Independent Machinery Control System (PIMCS) software architecture and includes the Advanced Damage Control System (ADCS) hardware and software. ADCS provides real-time, dynamic ship status and parametric information, and accepts feedback on actions taken by watch standers. [P40A / LSD MOD HM&E Conjunctive Alterations]: P40A/ST001 - LSD MOD HM&E Conjunctive Alterations: The LSD Hull, Mechanical and Electrical (HM&E) Condition System implements HM&E alteration package that supports LSD safety and cyber critical concerns while addressing maintenance intensive and growing obsolescence associated with the 49 Class.

Justification LSD Midlife & Modernization

The FY 2026 funding supports the commencement of one FY 2026 LSD modernization availability and the continuation of FY 2025 modernization availability installations. The FY 2026 request was reduced by $.008 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
