Description

Description Operating Forces IPE

The Operating Forces Industrial Plant Equipment (IPE) budget provides funding for capital equipment procurement in support of naval shipyards and Fleet I-level maintenance activities. These investments deliver modern, innovative equipment essential for maintaining submarines, aircraft carriers, and surface ships; and reducing dependence on outdated IPE, weight handling systems, and nuclear support infrastructure. By modernizing equipment infrastructure, these procurements enhance maintenance productivity and throughput, reduce costly rework, and help maintain cost and schedule performance across submarine, aircraft carrier, and surface ship availabilities. The Capital Investment Program (CIP), a component of the Shipyard Infrastructure Optimization Program (SIOP), supports capital equipment modernization efforts at the four public naval shipyards and their detachments. This includes support for Virginia-Class repairs at Norfolk Naval Shipyard (NNSY), Portsmouth Naval Shipyard (PNSY), and Pearl Harbor Naval Shipyard (PHNSY), as well as Los Angeles-Class Service Life Extension Refueling Overhauls at PNSY. Additionally, the Fleet Maintenance Investment Program (FMIP) funds capital equipment replacement and modernization at the U.S. Navy's regional maintenance centers and their detachments. This budget also funds the procurement and technical refresh upgrades of all Integrated Condition Assessment System (ICAS) hardware and software aboard Surface Fleet hulls as well as the Navy Maritime Maintenance Enterprise Solution (NMMES) which support aircraft carriers, DDGs, Los Angeles, Ohio, and Sea Wolf class vessels. NMMES is a strategic investment that has standardized Naval Sea Systems Command (NAVSEA) and fleet ship maintenance functions ashore, controlling and managing all aspects of ship maintenance at the naval shipyards, Regional Maintenance Centers, and Ship Repair Facilities worldwide. Condition Based Maintenance Plus (CBM+) is a maintenance optimization program that can generate significant benefits through maintenance program resets, maintenance effectiveness reviews, and active reliability centered maintenance (RCM) strategies at the program level. Employed as an enduring cross-life-cycle maintenance strategy, the program offers a technical solution to reduce maintenance burdens, increase operational availability and mission reliability of monitored systems, assists with identifying enterprise-wide cost avoidance, and will reduce overall life cycle costs. As a function of the Rapid Sustainment Improvement Process (RSIP), the CBM+ system will be installed on three to five surface combatants for selected shipboard equipment. Sensors for these systems will be defined, procured and installed. Further, the CBM+ system will be integrated with the Naval Maintenance, Repair, and Overhaul (N-MRO) suite of programs onboard ship to facilitate on ship and off ship monitoring. [P40A / KN200: NAVY MARITIME MAINTENANCE ENTERPRISE SOLUTION SUSTAINMENT]: This funding supports the Navy Maritime Maintenance Enterprise Solution (NMMES), a strategic information technology investment that has standardized NAVSEA and Fleet ship maintenance functions ashore, controlling and managing all aspects of ship maintenance at the Naval Shipyards, Regional Maintenance Centers (RMCs), and Ship Repair Facilities. Depot and Intermediate Level maintenance business processes to schedule, execute, monitor, certify work, and pay employees at aircraft carrier, submarine, and ship maintenance activities are codified within the NMMES toolset. Additionally, NMMES is utilized to manage finance, supply, shop workflow, configuration management, environmental health & safety, quality assurance, up-line management reporting and other functions. NMMES standardizes and institutionalizes the Navy's ship and submarine maintenance business practice processes. These processes are fully embedded in the NMMES IT systems to gain efficiencies in the maintenance process. NMMES systems provide the functionality and processes to continually address the maintenance needs of the Fleet, and have a critical role in the efficient brokering, planning, material ordering, financial performance, and execution of shore maintenance. This sustainment funding will support procurement of commercial-off-the-shelf (COTS) hardware and software in support of NMMES IT applications. [P40A / KN300: SHIPYARD CAPITAL INVESTMENT PROGRAM (CIP)]: Provides funding for the SIOP Capital Investment Program (CIP) in support of the consolidated Naval Shipyard and Intermediate Maintenance Facilities (IMF) requirements at the four Naval Shipyards. Funds will be used for the procurement and execution of Class 3 & 4 plant and personal property projects to maintain, modernize and improve the infrastructure and industrial base at the Naval Shipyard/IMF activities. Funding will allow for the acquisition of equipment and procurement related to Automated Data Processing (ADP) Hardware/Software necessary to perform the mission of repairing, conversion, and modernization of fleet ships and submarines in the most economical, efficient, environmentally sound and safe manner possible. Continued reliance on an aged capital equipment infrastructure increases submarine and aircraft carrier depot maintenance availability costs and places schedules at risk. Shipyard capital equipment investments are in accordance with the January 2023 Shipyard Infrastructure Optimization Plan Report to Congress as well as supporting new mission requirements. Budget year equipment requirements provided in this exhibit are based on current Shipyard priorities to best improve submarine and aircraft carrier availability execution within currently projected budget. [P40A / 175 TON HEAVY LIFT PORTAL CRANE]: Portsmouth Naval Shipyard's (PNSY) acquisition of a 175-ton heavy lift portal crane under the Shipyard Infrastructure Optimization Program (SIOP) recapitalizes an aging asset that is in poor material condition, has exceeded its expected service life, and faces increasing challenges due to parts obsolescence. This new crane is essential to support critical-path weight-handling operations during submarine and aircraft carrier (CVN) nuclear defueling evolutions, tasks that cannot be performed by the shipyard's remaining lower-capacity portal cranes. It will also fulfill a broad range of depot-level maintenance lifting and handling requirements. [P40A / REACTOR SERVICING COMPLEX]: Reactor Servicing Complexes (RSC), previously referred to as the Refueling Complexes, allow the Shipyards to support the Fleet's projected need for simultaneous Virginia Class depot level maintenance availabilities and concurrent 688 Class Refuelings. FY26 provides the dock-side Reactor Access Enclosure (RAE) for the FY25 RSC at Portsmouth Naval Shipyard. Providing RSCs at Dry Docks is required to support the Shipyard's mission of submarine overhauls and refuelings into the future. The RSC is a freestanding piece of relocatable equipment that processes spent nuclear fuel. This equipment allows fuel to be safely removed from a submarine and packaged for transportation to a storage facility, via M-140 railcar. The in-dock equipment performs the reactor servicing operation of processing spent nuclear fuel from the submarine into a shielded container. The in-dock complex industrial processing equipment includes two support towers, a reactor access enclosure (RAE) bridge, an upper RAE, and passageways leading from the in-dock complex to the dockside passageway stair tower. The dockside equipment performs the reactor servicing operation of processing spent nuclear fuel from a shielded container into three M-140 railcars. The dockside complex industrial processing equipment typically includes a dockside railcar enclosure, an equipment storage/staging enclosure, a radiological material packaging enclosure, and an enclosed passageway and stair tower leading to the in-dock complex. Both the dockside complex and in-dock complex equipment require concrete foundations to safely support equipment operation. The foundations required for the dockside complex do not structurally change existing real property. The foundation is part of the necessary relocatable equipment because of the size, mass and function of the equipment. [P40A / CONGRESSIONAL ADD - SUBMARINE SEISMIC CRADLES]: This Seismic Cradle Stability project is required to comply with NAVSEA 08 dry dock seismic requirements. In the event of a seismic event, the system will prevent the docked vessel from rolling over in the dry dock, thus significantly reducing the risk of ship damage and injury to personnel. FY24 funds cradle requirement at Puget Sound Naval Shipyard. [P40A / CONGRESSIONAL ADD - OILY WASTE TREATMENT SYSTEM]: This project replaces an aged Oily Waste Treatment System at Puget Sound Naval Shipyard. This system is designed to remove oil and other containminants from wastewater produced by industrial and ship operations. The goal of this system is to ensure that the treated water meets environmental standards before being discharged or reused. [P40A / INDUSTRY 4.0 CAPABILITIES ASSET VISIBILITY MANAGEMENT]: FY24 Industry 4.0 Capabilities - Equipment Monitoring and Advanced Manufacturing: As part of a SIOP initiative this project implements industry proven solutions to connect equipment for digital manufacturing, increase throughput, quality, report on machine health. Provides hardware (HW) & upgrades drivers for capable equipment, enabling connectivity to accept data electronically versus punching it in at the terminal or using a thumb drive and report on equipment operating status/machine health. Reduces time to transfer machining directions for components from the design loft to the plant equipment, increases first time quality, repeatability, and equipment health metrics. Current Project Scope: 4 NSYs, 150 pieces of equipment total. Initial project funded by the FY24 program. FY26 programs will fund refreshment projects providing new technology to improve reliability and add additional performance by expanding the Asset Visibility System to other areas of the shipyard. [P40A / KN400: FLEET MAINTENANCE INVESTMENT PROGRAM]: Provides funding to support capital investments for the Regional Maintenance Centers (RMCs), including forward deployed RMCs, Trident Refit Facility (TRF) Kings Bay (KB), Naval Submarine Support Facility New London (NSSF NL), Navy Base Guam and U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC). Funds will be used for the procurement and execution of personal property projects (including Industrial Plant Equipment greater than $350K) to maintain and modernize the ship maintenance industrial base). [P40A / KN443: Condition Based Maintenance (CBM+)]: Funds are provided to install integrated digital Condition Based Maintenance (CBM+) / Mission Readiness Systems aboard Navy Combatants. [P40A / Condition Based Maintenance (CBM+) (N4)]: Funds are provided to install integrated digital Condition Based Maintenance (CBM+) / Mission Readiness Systems aboard Navy Combatants. [P40A / KN44A: Condition Based Maintenance (CBM+)]: Funds are provided to install integrated digital Condition Based Maintenance (CBM+) / Mission Readiness Systems aboard Navy Combatants. [P40A / Condition Based Maintenance (CBM+) (N4)]: Funds are provided to install integrated digital Condition Based Maintenance (CBM+) / Mission Readiness Systems aboard Navy Combatants. [P40A / Condition Based Maintenance (CBM+) (N98)]: Funds are provided to install integrated digital Condition Based Maintenance (CBM+) / Mission Readiness Systems aboard Navy Combatants. Manage contractor efforts, prepare installation plans, perform ship checks, procure material, oversee shipboard installation and Quality Assurance (QA), develop/implement CDS, install/test all software and CDSs, provide ship's force training. [P40A / KN900: INTEGRATED CONDITION ASSESSMENT SYSTEM (ICAS) AND ENTERPRISE REMOTE MONITORING (eRM) TECH REFRESH]: Procures all technical refresh upgrades of the Integrated Condition Assessment System (ICAS) and Enterprise Remote Monitoring (eRM) hardware and software aboard Surface Fleet hulls. Upgrades will include: ICAS/eRM workstation hardware (including Palm Pilot Portable Data Terminal (PDTs)), latest version of ICAS/eRM system software, Configuration Data Set (CDS) groom (including the implementation of developed enhancements), firewall (if applicable), remote monitoring utility (RMU), and ship's force refresher training. Manage contractor efforts, prepare installation plans, perform ship checks, procure material, oversee shipboard installation and Quality Assurance (QA), develop/implement CDS updates, install/test all software and CDSs, provide ship's force training. [P40A / KN975: PACOM PMTEC STUDIES]: Funds for Pacific Multi-Domain Training and Experimentation Capability (PMTEC) studies, Wargaming Analysis Capabilities, USINDOPACOM training and exercise network capabilities, PMTEC program management cell, and establishment of Exercise Experimentation Program and Joint Battle Problem. PMTEC is a joint initiative to integrate and improve elements of existing ranges, training areas and test facilities in the Pacific to provide a multi-domain test, training and experimentation capability. This capability will enable USINDOPACOM to strengthen the overall readiness and interoperability of U.S. forces across all domains and to test new warfighting concepts to improve joint force lethality. Live Fire Target Support, Joint Force Development and Design (JFDD) Capability, Joint Deployable Exercise Control Cell (JDECC), Regional Joint Training Infrastructure and Theater Mobile Sensitive Compartmented Information Facility (SCIF). Build Defenses and Security Capability of Allies- Funding supports the continued Zero Trust (ZT) pilot for USINDOPACOM's Mission Partner Environment (MPE).

Justification

Justification Operating Forces IPE

The FY 2026 request was reduced by $2.011 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY26 funding supports the following efforts: KN300 (CIP supporting SIOP) requires $134.356 million to support the procurement of capital equipment for naval shipyards and Fleet I-level maintenance activities. These investments enable the acquisition of modern, innovative equipment essential for maintaining submarines, aircraft carriers, and surface ships, reducing dependence on severely aged and obsolete industrial plant equipment (IPE), weight handling systems, and nuclear support infrastructure. Projects include, but are not limited to, the procurement of portal cranes, crawler cranes, mobile cranes, hydraulic test stands, pipe benders, plasma cutters, generators, bridge mills, and electronic security systems. KN200 NMMES requires $6.049 million to support the replacement of the COST application using S4/HANA SAP software. COST is the critical application that provides standardized, current, and accurate cost accounting data for all Naval Sea Systems Command (NAVSEA) ship maintenance activities. The existing COST application has reached end-of-life, operates on obsolete software components, and is increasingly expensive to maintain. A full system replacement is necessary to resolve sustainability issues, enhance support for current and future ship maintenance requirements, and enable expanded capabilities. This modernization effort is being executed under a time-sensitive Other Transaction Authority (OTA) Production contract. The objective is to transition from the legacy COST system to a modern platform that improves sustainability, enhances interface capabilities, reduces operational costs, aligns with updated ship maintenance business processes, and meets evolving Department of Defense (DoD) standards. (Note: "COST" is the name of the application and is not an acronym or abbreviation). KN400 Fleet Maintenance Investment Program funding of $29.214M supports procurement of industrial equipment to maintain and modernize the ship maintenance industrial base at regional maintenance centers. Projects include boring mills, test stands, lathes, and laser ablation units. KN443 Condition Based Maintenance (CBM+) requires funding of $0.981 million focusing on Naval Sea Systems Command (NAVSEA) integration efforts. KN44A Condition Based Maintenance (CBM+) requires funding of $3.184 million focusing on Naval Air Systems Command (NAVAIR) integration efforts. KN800 Integrated Condition Assessment System (ICAS) AND eRM (New Install) requires funding of $5.949 million to support the ICAS and eRM program. KN900 Integrated Condition Assessment System (ICAS) AND eRM (Tech Refresh) requires $1.804 million to support the ICAS and eRM program. KN975 PMTEC Studies requires $27.461 million to support efforts in the areas of warfare-gaming analysis and USINDOPACOM training and exercise network capabilities.
