DescriptionTeleport

Teleport: The Department of Defense (DoD) Teleport program acquires, modernizes, and sustains joint satellite communications (SATCOM) capabilities to connect the Warfighter to the DoD Information Network (DoDIN) and the Defense Information System Network (DISN). The DoD Teleport System connects the deployed warfighters (air, ground, and sea) to their domains via SATCOM. It also provides access to DISN services including Secret Internet Protocol Router Network (SIPRNet), Non-classified Internet Protocol Router Network (NIPRNet), Defense Red Switch Network (DRSN), Defense Switched Network (DSN), and access to Enterprise Voice over Internet Protocol (EVoIP), Enterprise Classified Voice over Internet Protocol (ECVoIP), and other services. The Teleport Program is a Category III Acquisition Program, which began in the early 2000s and is currently in the final phases of its third Generation. Generation I and II built SATCOM Terminals and Network Equipment. Generation-III Phase-1 fielded Advanced EHF (AEHF) SATCOM terminals. Generation-III Phase-2 modernized legacy Enterprise X-Band SATCOM terminals, replacing them with X/Ka-Band SATCOM terminals. Generation-III Phase-3 has focused on interoperability between Mobile User Objective System (MUOS) SATCOM users and legacy Ultra-High Frequency (UHF) SATCOM users. Teleport requires procurement funding to keep its existing SATCOM and Network infrastructure modern, interoperable, and responsive (Teleport Technology Refresh). It also requires procurement funding to deliver Generation-III Phase-3 MUOS to Legacy UHF interoperability capability. Lastly, procurement funding is required to field Integrated Waveform (IW) upgrade to the Teleport UHF system, US MUOS to Legacy Gateway Component (MLGC) expansion and Allied MLGC expansion. Prior to FY 2025, Standardized Tactical Entry Point (STEP) and SATCOM Gateway, two legacy programs which pre-date Teleport, also had satellite equipment at various global locations, some overlapping with Teleport. During FY 2025, DISA converged the STEP and SATCOM Gateway programs and capabilities under the DoD Teleport Program. This reduced duplication and enabled DISA to provide unified Teleport capabilities at 16 sites worldwide. Some of the Teleports are large sites with multiple SATCOM terminals enabling connection to multiple frequency bands; many of the new Teleport sites are small sites with one or two terminals connecting to one or two frequency bands. A Joint SATCOM Teleport site consists of SATCOM terminals (antennas, satellite dishes) that transmit and receive Warfighter Radio Frequency (RF) communications, SATCOM modems that modulate and demodulate the Warfighter data communications stream, and network equipment (routers, switches, firewalls, and servers) that route and transport Warfighter data communications to their domain as well as provide access to DISN services. Large Teleport sites have multiple variations of SATCOM terminals that operate in different frequency bands to support Warfighter requirements: Wideband, Protected Band, and Narrow Band. Teleport Wideband terminals operate on Military SATCOM (MILSATCOM) and Commercial SATCOM (COMSATCOM) satellite constellations including Wideband Global SATCOM (WGS) X-Band and Ka-Band, commercial C-Band, and commercial Ku-Band. Teleport Protected Band SATCOM terminals operate on MILSTAR and Advanced-EHF satellite constellations. The Teleport System is in a constant state of technology refresh to upgrade to new technologies, replace end-of-life/end-of support equipment, and address cybersecurity orders. For example, one year it may need to refresh SATCOM modems at all 16 Teleport sites; another year it may need to upgrade the satellite dishes and radio frequency equipment for Wideband SATCOM terminals. The Teleport connects the deployed Warfighter to its domain and DISN services via satellite communications. Without the Teleport, airborne, shipboard, and ground-based warfighters would not be able to communicate with their Commanders and organizations for critical mission direction and information. Additionally, warfighters could not transmit and receive Intelligence, Surveillance, and Reconnaissance (ISR) products in support of their wartime mission. Teleport's current Generation-III Phase-3 effort focuses on interoperability between Ultra High Frequency (UHF) users and the Space Force's next generation Mobile User Objective System (MOUS). Many DoD Users have not yet transitioned to MUOS, making it necessary to develop an interoperability capability to enable legacy UHF users to communicate with MUOS users. Teleport is fielding two additional US-MLGC systems, as well as seven Allied-MLGC systems. The Integrated Waveform (IW) is an upgrade to the Teleport UHF SATCOM system. IW upgrade reduces the network bandwidth requirements for UHF SATCOM communications, making more efficient use of scarce UHF SATCOM bandwidth resources. Resilient Ground Infrastructure (RGI): The DoD Joint SATCOMs Teleport sites are the essential ground entry points (GEPs) or nodes that provide the SATCOM ground infrastructure which enables U.S. warfighters to connect into the terrestrial portions of the DoD Information Network from wherever they may be deployed. DoD CIO commissioned the Gateway Optimization and Resiliency (GOaR) Study, which was finalized and accepted by the DoD CIO in July 2022, to evaluate the overall resiliency of the entire DoD Satellite Communication (SATCOM) Enterprise. The purpose of the GOaR Study was to determine whether there is sufficient resiliency across the ground infrastructure of the DoD SATCOM Enterprise. The GOaR Study concluded that the DoD must improve the quality of technology across the DoDIN GEPs. The DoD must increase the capacity of each GEP. Should one or more GEP become unavailable, the remainder of the ground infrastructure must be able to continue to support U.S. Warfighting forces engaged in operational missions. Additionally, the GEPs must provide redundancy across multiple frequency bands and sites. The Joint SATCOM Teleports are a vital dissemination interface between various DISN platforms, satellites, and terrestrials transport to a wider global network. Teleport is the ground transport architecture that supports the dissemination of data into the DISN. DISA SATCOM Joint Management Tool (formerly known as SATCOM Ordering, Management & Situational Awareness Tools (SOMSAT)): JMT is an enterprise solution that enables DISA's customers to purchase Satellite resources in a convenient location. The application brings together multiple legacy offerings to streamline the processes to order and provide satellite resources to the users. For FY 2026, SOMSAT/ JMT will be in sustainment. DISA no longer requires procurement funding for SOMSAT/JMT.

Teleport: FY 2024: $26.007M - DoD Teleport is replacing end-of-life (EOL) equipment and field enhancements on the DoD Teleport system at SATCOM Gateways. There are 400+ devices at each of the sites that require refresh. Devices selected for refresh are dependent upon program priorities and funding availability. Major efforts include Teleport Routers, and Allied Ectocryp. This funding will also address performance, cyber, and maintainability issues for fielded Teleport Systems by installing, integrating, and fielding next generation technologies. • Teleport: Hardware, Install, Check, Initial training, Spares: $11.670M - Conducted the annual tech refresh of seven sites worldwide. • Teleport: Program Management and System Engineering support for Teleport: $2.194M - Contractor support for Teleport technology refresh. Activities include scheduling, procuring, testing, installing, and implementing new devices so that the warfighter can communicate and access the DISN across the globe • IW: $11.343M - Conducted engineering activities for seven allied Mobile User Objective System (MOUS) Legacy Gateway Components (MLGC) to compliment the U.S. MLGC sub- system at seven operational Teleport SATCOM sites. There are seven total sites to install and integrate. • UKR Timing Distribution Modernization: $0.800M - Engineering, procurement, and fielding support for the Tech Refresh of Timing Distribution Modernization efforts at four Teleport sites in the EUCOM theater. FY 2025: $25.848M - DoD Teleport is replacing end-of-life (EOL) equipment and field enhancement at Teleport SATCOM sites. There are 400+ devices at seven sites that require refresh. Major efforts include IDirect tech refresh and crypto modernization, fielding and operationalization of seven allied MLGCs at seven SATCOM Gateways. This funding addresses performance, cyber, and maintainability issues for fielded Teleport Systems by installing, integrating, and fielding next generation technologies which increase capabilities service life, reliability, and resiliency. DISA is also creating a standard architecture between Teleport and SATCOM sites. • Teleport: Hardware, Install, Check, Initial training, Spares: $13.272M - Conduct the annual tech refresh of seven sites worldwide. • Teleport: Program Management and System Engineering support for Teleport: $2.240M - Contractor support for Teleport technology refresh. Activities include scheduling, procuring, testing, installing, and implementing new devices so that the warfighter can communicate and access the DISN across the globe. • IW: $10.336M - Install, integrate and enhance the seven allied MLGCs to complement the U.S. MLGC sub-system. This is a continuation of the FY 2024 effort. The seven allied MLGCs installation will continue in FY 2025 for operationalization in FY 2026. Explanation of Change from FY 2024 to FY 2025: -$0.159M - The decrease is due to the one-time Ukraine supplemental which provided Tech Refresh of Timing Distribution Modernization. FY 2026: $25.911M - DoD Teleport will replace end-of-life (EoL) equipment and field enhancements at Teleport SATCOM sites. There are now 500+ devices at sixteen combined Teleport sites that require tech refresh. Teleport, STEP, and SATCOM programs were using similar equipment (e.g., modems, satellite dishes) at overlapping locations. DISA decided to consolidate the three programs so they could draw on a common set of equipment of common locations. This resulted in the number of Teleport sites increasing to sixteen. DISA is able to draw on legacy STEP and SATCOM funding profiles to support the tech refresh needs of these additional sites. Major efforts for FY 2026 include SATCOM earth terminal Radio Frequency (RF) equipment and system server tech refresh, Teleport convergence routers, switches, firewalls, modems, and encryption devices. This funding addresses performance, cyber, and maintainability issues for the fielded Teleport Systems improving service life, reliability, and resiliency of the fielded systems. DISA will also field and operationalize seven additional allied MLGCs at seven Joint SATCOM Teleport sites. • Teleport: Hardware, Install, Check, Initial training, Spares –Teleport Sites: $19.458M - Conduct annual tech refresh of sixteen Teleport Sites worldwide based on tech refresh plans. A key project in FY 2026 will involve the replacement of earth modems across the Teleport network. This is an extensive replacement that requires purchasing earth modems for all sites. • Teleport: Program Management and System Engineering support for combined Teleport/SATCOM Gateway/STEP portfolio: $2.500M - Contractor support for Technology refresh. Activities include scheduling, procuring, testing, installing, and implementing new devices so that the warfighter can communicate and access the DISN across the globe. • IW: $3.953M - Integrate and enhance seven allied MLGCs to complement existing MLGC subsystem and support allied/coalition mission partners. This is a continuation of the FY 2025 effort. Funding decreases as DISA operationalizes the MLGCs. Explanation of Change from FY 2025 to FY 2026: $0.063M - Funding increase for Teleport Earth Modem replacements offset by tapering of IW effort as DISA operationalizes the MLGCs. Resilient Ground Infrastructure (RGI) (in response to the Gateway Optimization and Resiliency Study (GOAR) FY 2024: $0.000M - N/A FY 2025: $0.000M - N/A FY 2026: $86.606M - The Teleport Resilient Ground Infrastructure (RGI) initiative requires procurement funding to acquire critical SATCOM modems, L-Band switching systems, and associated network technology. These investments will expand SATCOM capacity and enable connectivity across a broader range of frequency bands. The RGI initiative will modernize 16 existing Teleport sites and establish 18 new sites, resulting in a total of 34 joint SATCOM Teleport sites globally. This expansion directly addresses the critical need for increased redundancy and survivability within the DoD SATCOM enterprise. By geographically diversifying SATCOM routing through the Teleport system, DISA will reduce user concentration at individual sites, thereby enhancing network resilience to potential attacks, natural disasters, or technical failures. Users can be seamlessly redirected to alternate sites, ensuring uninterrupted connectivity. Additionally, the RGI project will broaden SATCOM path diversity to include Medium-Earth Orbit (MEO) and Low-Earth Orbit (LEO) satellite constellations, significantly enhancing the Warfighter's ability to connect seamlessly from any location worldwide. This investment ensures a more robust and adaptable SATCOM infrastructure to meet evolving operational demands. To operationalize the GOaR recommendations, DISA will invest in the following types and quantities of equipment. A matrix showing the equipment being purchased for each specific site is available on request. • Enterprise SATCOM Modems: $39.000M - SATCOM modems are the interface between Radio Frequency (RF) SATCOM earth terminals and the network. The Joint SATCOM Teleport enterprise includes Frequency Division Multiple Access (FDMA) and Time Division Multiple Access (TDMA) SATCOM modems. In FY 2026 DISA projects procurement of multiples of FDMA and TDMA SATCOM modems for deployment across all 34 sites. • Medium-Earth Orbit (MEO) Integration: $10.200M - Commercial MEO constellations provide an opportunity to expand the Joint SATCOM Teleport capability beyond the current geosynchronous satellite constellations for wideband, protected, and narrowband. The United States Space Force (USSF) procured and is installing six MEO SATCOM earth terminals (mPower) at six of the 34 sites worldwide. The mPower earth terminals operate on the commercial O3b mPOWER MEO constellation. DISA is charged with integrating the mPOWER SATCOM earth terminals into the Teleport enterprise with compatible SATCOM modems, network equipment, and associated Management and Control (M&C) systems. DISA projects procurement of six Small Teleport suites of equipment to integrate the six mPOWER SATCOM earth terminals into the SATCOM enterprise. • SATCOM Enterprise Expansion: $8.400M - DISA projects procurement of eight Small Teleport suites of equipment consisting of network equipment and management and control systems for deployment at eight Joint SATCOM Teleport sites. • Low Earth Orbit (LEO) Integration: $19.778M - Commercial LEO satellite constellations provide an opportunity to expand the Joint SATCOM Teleport capability beyond the current geosynchronous satellite constellations for wideband, protected, and narrowband. LEO satellite constellations provide the benefit of decreased latency and greater throughput as compared to geosynchronous satellites. DISA plans to initially procure equipment and engineer the solution to integrate commercial LEO networks into DISN to support CCMDs, Services, Agencies operations, and improve overall DISN resiliency at eight of the Joint SATCOM Teleports. • Wideband Terminal Relocation and Integration: $6.200M - The Joint Staff and DISA identified a single Wideband SATCOM earth terminal for relocation. The earth terminal was previously supporting a customer- specific mission. Joint Staff and DISA recommended this earth terminal for relocation and integration into the SATCOM Enterprise. RGI funding will support relocation, installation, test, and integration into the SATCOM Enterprise at a new location. • L-Band Switch Expansion and Integration: $3.028M - L-Band switches support any-to-any connectivity between wideband terminals and modems at joint SATCOM teleports. Modem expansion drives the need for L-band switch expansion. In FY 2026, DISA plans to procure 100 expansion modules for integration at six sites. Explanation of Change from FY 2025 to FY 2026: $86.606M - The increase is primarily due to the start of the Resilient Ground Infrastructure (RGI) initiative to add capability and capacity and modernize radio frequency, modem, and baseband systems at the Joint SATCOM Teleports and maintain the highest levels of readiness and preparedness to ensure that the military can respond effectively to any threat. This project supports Rebuilding the Military by equipping the warfighter with reliable access to the DISN and Reestablishes Deterrence by facilitating with partners and allies to deter aggression. Standardized Tactical Entry Point (STEP) Technology Refresh: FY 2024: $1.238M - Will continue technology enhancements of the STEP to meet increased IP mission requirements at two DoD SATCOM Gateways. FY 2025: $0.000M - N/A Explanation of change from FY 2024 to FY 2025: -$1.238M - Decrease is due to the convergence of SATCOM Gateways & Standard Tactical Entry Point (STEP) under the Teleport. SATCOM Gateway FY 2024: $1.877M - Technology upgrades in support of the SATCOM Gateway Converged Architecture. Engineering, Implementation, and Cyber: $1.877M - SATCOM Systems Integration Support at two DoD SATCOM Gateways. Funding supports engineering, cyber, and integration efforts. FY 2025: $0.000M - In FY 2025, funding was realigned to Teleport as a part of the SATCOM Gateways & STEP convergence effort. Explanation of change from FY 2024 to FY 2025: -$1.877M - Decrease is due to the convergence of SATCOM Gateways & Standard Tactical Entry Point (STEP) under the Teleport. DISA SATCOM Joint Management Tool (JMT) (formerly SATCOM Ordering, Management & Situational Awareness Tools (SOMSAT)): JMT funding supports the build out of a one-stop shop for satellite tools. JMT is a web-based application for customer ordering. It allows DISA customers to enter their requirements for satellite capabilities and find the appropriate tools. FY 2024: $6.077M - SOMSAT funding supports the continued development of one SOMSAT application. DISA will then build out more advanced SOMSAT capabilities including the ability to manage SATCOM Gateways, data analytics, and automated ordering and provisioning. There are four major capabilities being combined into SOMSAT. Satellite Data Base (SDB), the master database of current and future DoD satellite communication requirements, and the Joint SATCOM Management Enterprise (JSME), a centralized management tool, will transition to SOMSAT with IOC. DISA will continue to integrate the SOMSAT- Common Operational Picture (COP), a commercial off-the-shelf software satellite capacity management system, and Spectral Warrior capabilities, which permit access to SOMSAT capabilities at global locations. Note: Reprogramming to RDT&E requested in FY 2024 Omnibus. Request denied and a recission was approved in the FY 2025 appropriations bill. This line is a placeholder to tie to official OSD controls. The DISA will not receive this funding. FY 2025: $0.000M - No procurement funding is requested.
