Description

Mission — Commercial Services

Commercial Services delivers integrated, effective, efficient, and resilient commercial space capabilities to the warfighter in support of OSD's Commercial Space Integration Strategy and USSF's Commercial Space Strategy. It determines capability needs in USSF mission area architectures that can and should be fulfilled with commercial capabilities, identifies and integrates viable commercial solutions, and ensures the reliability, availability, resiliency, cybersecurity, operational utility and interoperability of the commercial capability to be presented to the space operators, military warfighters, and combatant commands. It ensures commercial capabilities will be available in peacetime and through the entire spectrum of conflict. The Commercial Space Office (COMSO) leads USSF efforts to develop sufficient and efficient capabilities by integrating commercial capabilities into hybrid (government, commercial, allied) architectures. Project 650008 funds Commercial Augmentation Space Reserve (CASR), a contractually managed framework for building relationships with industry during peacetime to ensure DoD access to commercial space capabilities throughout the spectrum of conflict. This funding supports the initial establishment and execution of the CASR program and activities to include contractual integration of commercial providers into CASR framework; threat sharing; wargaming/exercises; readiness and inspection program of CASR companies; Commercial Space Marketplace for Innovation and Collaboration (COSMIC); and other CASR incentives (security, cyber, protection measures, etc.). Project 650009 funds Commercial Capability Integration. With the commercial space industry innovating and developing capability at a record rate, COMSO will leverage the full force of this innovation by rapidly integrating commercial space capabilities to meet warfighter demand. The near-term focus of this effort is to expand commercial integration efforts where architecture gaps and current/emerging commercial capabilities match, in areas such as as space sensing and multi-domain awareness, Space-Based Environmental Monitoring (SBEM), alternate forms of Positioning, Navigation and Timing (alternate PNT), Space Domain Awareness (SDA), and Space Access, Mobility and Logistics (SAML). Commercial Capability Integration efforts will encompass all USSF mission areas to identify and integrate commercial capabilities necessary to meet warfighter needs. Leveraging commercial space will allow for cost efficiencies and will expedite delivery of space capabilities to the warfighter. This program element may include necessary civilian pay expenses required to manage, execute, and deliver weapon system capability. The use of such program funds would be in addition to the civilian pay expenses budgeted in program element 0605827F, 0605828F, 0605829F, 0605831F, 0605832F, 0605833F, 0605898F, 0606398F. This program is in Budget Activity 5, System Development and Demonstration (SDD) because it has passed Milestone B approval and is conducting engineering and manufacturing development tasks aimed at meeting validated requirements prior to full rate production.

Mission — Commercial Augmentation Space Reserve (CASR)

CASR is a contractually managed framework that ensures DoD has access to commercial space capabilities throughout the spectrum of conflict. CASR ensures that commercial capabilities, integrated during peacetime, can be leveraged throughout the spectrum of conflict and that they remain secure, reliable, and available to support the warfighter. This funding supports CASR baseline operating costs as well as threat sharing; wargaming/exercises; a CASR readiness and inspection program; and additional incentive structures. Near-term funding (FY 2026) supports participation of approximately 10 CASR companies. Specific surge capacity within CASR may include: Leveraging commercial capabilities already on orbit; augmenting existing USSF missions with added capacity (e.g., SATCOM); reach back into existing production lines to rapidly acquire satellites, payloads, and launch vehicles; denial of service over a region or to a certain customer set; and other potential concepts. Rapidly delivers impactful commercial solutions to the warfighter by identifying viable capabilities, implementing development contracts, and integrating them into the USSF ecosystem

Commercial Capability integration funds Commercial Space Office (COMSO) efforts to deliver expedited, game-changing commercial capabilities to the warfighter. Primary efforts will identify commercial capabilities with viability to solve gaps in several USSF mission areas, implement commercial contracts to develop late-stage capabilities and integrate those capabilities into the USSF ecosystem, then present those commercial capabilities, products or services to operations. The near-term focus is to expand commercial integration in areas such as space sensing and multi-domain awareness; Space-Based Environmental Monitoring (SBEM); alternate forms of Positioning, Navigation and Timing (alternate PNT); Space Domain Awareness (SDA), and Space Access, Mobility and Logistics (SAML). Commercial Capability Integration efforts will encompass all USSF mission areas to identify and integrate commercial capabilities necessary to meet warfighter needs.

Accomplishments & Planned Programs (2)

CASR

CASR provides a foundational capability across all mission areas to ensure commercial capabilities are fully integrated into operations and available immediately during a crisis or conflict to combatant commands. It provides threat sharing, wargame/exercise participation; contract readiness and incentives, etc., to CASR companies to fully integrate and assure commercial capabilities are available across the spectrum of conflict at CCMD's timing/tempo to achieve operational objectives. CASR ensures commercial solutions for joint requirements/capabilities are met during crisis or conflict. CASR predetermines commercial capability and actions during crisis, with known cost points, and enables training/exercising/wargaming with these "surge" capabilities during peacetime, assuring understood and integrated effects. This strategic initiative also bolsters operational effectiveness in contested environments by integrating alternative technologies, fostering commercial innovation, and enhancing resilience and awareness across critical domains.

Commercial Integration

COMSO will leverage commercial capabilities to rapidly deliver game-changing solutions to warfighters in contested domains. Efforts include identification, implementation, and integration of viable commercial solutions addressing gaps across USSF mission areas. COMSO will execute commercial contracts to develop late-stage capabilities, integrate them into the USSF ecosystem, and present these commercial capabilities, products, or services to operational users. Focus areas include space sensing and multi-domain awareness, Space-Based Environmental Monitoring (SBEM); alternate Positioning, Navigation and Timing (alternate PNT); Space Domain Awareness (SDA), and Space Access, Mobility and Logistics (SAML). This directly supports the National Defense Strategy, the DoD Commercial Space Integration Strategy, and the USSF Commercial Space Strategy, all of which emphasize the importance of implementing commercial solutions. COMSO executes its mission through operations of the SSC Front Door, SpaceWERX, the Commercial SATCOM Office (CSCO), Integration and Engineering, and CASR.
