Description
Mission — SSC Enterprise Engineering & Integration
In 2021, the Space Force stood up Space Systems Command (SSC), including establishing the SSIO. In July 2024, the Assistant Secretary of the Air Force for Space Acquisition and Integration (ASAF) broadened SSIO's mission and designated SSIO as the responsible organization for integration across all Space Force Program Executive Officer (PEO) portfolios to include SSC, Space Development Agency (SDA), and the Space Rapid Capabilities Office (SpRCO). In April 2025, the ASAF also appointed the Senior Advisor to the Service Acquisition Executive, and in response to a 2025 NDAA requirement, the Senior Advisor for Space Command, Control, and Integration (SASC2I). The SASAE is the USSF lead for space enterprise system-of-systems engineering across the space acquisition enterprise and is responsible to drive engineering and assess all acquisition efforts under the authority of the ASAF portfolio and applicable mission partner organizations, to include the advisement of the SAE on matters of enforcement needed to enable and drive integrated enterprise capability delivery. The SASC2I is responsible for conducting oversight of all acquisition efforts within the authority of the ASAF with respect to developing, upgrading, deploying, and sustaining space command, control, and integration to meet the space command, control, and integration requirements of the combatant commands. SSIO conducts systems engineering analysis and integration for space programs and vastly increases collaboration across the entire USSF space enterprise to deliver fully integrated space warfighting capability. SSIO orchestrates end-to-end capability delivery and warfighter operations across all Space Force PEOs, Space Force Field Commands, Combatant Commands, and mission partners such as Department of the Air Force Rapid Capabilities Office (DAFRCO), the Missile Defense Agency (MDA), and the National Reconnaissance Office (NRO), and advises the ASAF on strategy to optimize PEO portfolios across all mission areas to meet warfighting needs. These efforts also provide systems engineering for the space component of the Command Control Communications and Battle Management (C3BM) program to deliver an integrated Command and Control architecture to support the joint fight. SSIO enterprise-level integration includes three lines of effort. The first is Enterprise Mission Integration and Analysis which supports a multitude of Space Force programs at all classification levels needed to close mission threads and kill chains across the USSF and deliver a cohesive warfighting technical baseline for the Nation. The second is Enterprise Technical Governance and Requirements management. The third is Space Futures which will define the future operating environment, prioritize science and technology initiatives, and wargaming required to refine operational concepts. This program element may include necessary civilian pay expenses required to manage, execute, and deliver SSIO enterprise system capability. The use of such program funds would be in addition to the civilian pay expenses budgeted in program elements 1206392SF and 1206398SF. FY 2026: Reduces contracts for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative. This program is in Budget Activity 6, RDT&E Management Support because this budget activity includes research, development, test and evaluation efforts and funds to sustain and/or modernize the installations or operations required for general research, development, test and evaluation.
Justification
Accomplishments & Planned Programs (3)
Enterprise Mission Integration and Analysis
Enterprise Mission Integration and Analysis assesses and validates the USSF's ability to close on mission threads and kill chains to achieve space superiority and provide space support to the joint force. This effort executes end-to-end mission thread analysis on 4+ operational scenarios needed for mission effects as identified in Combatant Commanders' Operational Plans using System of Systems Engineering (SoSE) processes. This includes aligning cross-program interfaces, system-of-systems tests, multiple program schedules, identifying gaps and driving integration requirements with the Chief Strategy and Resourcing Officer (CSRO) for PEO acquisitions to meet warfighter needs. This synchronizes the USSF's existing, programmed, and objective architectures to provide combat capabilities. It includes modeling and simulation tools, multi-level security data architecture, and subject matter expertise for analysis, communication, and collaboration across the space enterprise. This includes rapid response to implement system resiliency and situational awareness necessary to operate in the contested space domain. Activities may include, but are not limited to program office support, studies, technical analysis, experimentation, risk reduction, prototyping, and activities that may leverage commercial, U.S. Government partnership, and international opportunities to respond to existing and emerging adversarial threats with speed and agility. This effort also supports the integration and modifications of USSF capabilities to realize the DAF Battle Network, enabling space support to the joint fight, and increasing interoperability to achieve sensor-to-shooter effects. It includes the collection and analysis of programmatic data to identify efficiencies and provide prioritization recommendations to USSF leadership. It also identifies and advocates for critical technologies, industrial base capabilities, and active supply chain risk management. This effort provides requirements and governance to maintain an integrated USSF Digital Ecosystem (interoperable and networked cloud, tools, data, machines, and users) in partnership with USSF programs, which is essential to execute the above activities.
Space Futures
Space Futures supports the definition of the future operating environments for selected and relevant time epochs, supports development of Operational and Functional Concepts and leads development of Enabling Concepts to inform future architectures and force designs, prioritizes Science & Technology (S&T) initiatives and activities across mission areas to align to the Objective Force, and informs and identifies prototype and experimentation activities to pursue. This work includes supporting wargaming initiatives for future concept employment to refine concept required capabilities based on findings and the emerging warfighter needs to address evolving threats.
Enterprise Technical Governance and Requirements
SSIO is the integrator of the space warfighting enterprise, in order to increase resiliency, interoperability, and affordability. Enterprise Technical Governance and Requirements coordinates and executes Configuration Control Boards using a SoSE process to set and enforce enterprise standards, system-to-system interfaces, and requirements to efficiently and effectively integrate the USSF space and ground architectures and enable rapid integration of innovative commercial, international, and allied technologies and capabilities into an open systems architecture. This includes integrating the space component of the C3BM program. This also includes end-to-end testing, assessment and evaluation. This process demands a continuous cycle of developing and refining requirements—spanning individual missions to cross-cutting programs—informed by mission thread analysis findings and the evolving needs of warfighters facing emerging threats.
