Description
Mission — pLEO SATCOM (MILNET)
In FY 2026, 236.720M was erroneously transferred from PE 1203154SF, Project 671113, Auxillary Payloads to Project 670009: Auxillary Payloads. Mission descriptions and justifications are contained in PE 1203154SF. The funds will be transferred back for proper execution following enactment. In FY 2026, 40.687M was erroneously transferred from PE 1206427SF, Project 645601 / Space Defense Capabilities (Title: Space-To-Space Communications) to Project 670010: Space-To-Space Communications. Mission descriptions and justifications are contained in PE 1206427SF. The funds will be transferred back for proper execution following enactment. This program is in Budget Activity 7, Operational System Development because this budget activity includes development efforts to upgrade systems that have been fielded or have received approval for full rate production and anticipate production funding in the current or subsequent fiscal year.

Justification
Accomplishments & Planned Programs (2)
Space-to-Space Communications
Continue development of optical communication terminal prototypes through Other Transaction Agreements and fund the Optical Terminal Verification Testbed at Massachusetts Institute of Technology Lincoln Laboratory (MIT/LL). Develop interface controls and integration plans in preparation for a space-based prototype demonstration. Mature networking management of optical crosslink terminals in partnerships with other organizations. Enhance the DARPA Space-Based Adaptive Communication Node (SpaceBACN) modem design to support long-range crosslinks and incorporate emerging optical waveform standards.
Auxillary Payloads
The Auxiliary Payloads project will continue to leverage relationship with NRO partner to develop and field GMTI system
