Description
Description — Chemical Warfare Detectors
The Joint Chemical and Biological Defense Program (CBDP) funds the development and procurement of Chemical and Biological Defense (CBD) Equipment to enhance the warfighter's ability to survive and complete their mission in a chemical biological contaminated environment. The Navy is responsible for the associated installation/integration and sustainment funds only. The Navy's requirement for Joint Biological Agent Identification and Diagnostic System (JBAIDS), Aerosol Vapor Chemical Agent Detector (AVCAD), and Enhanced Maritime Biological Detection (EMBD) system has been validated by the Chief of Naval Operations in associated Joint Operational Requirements Documents and Capability Production Documents. The inventory objective for EMBD upgrades was revised rom one-hundred ten (110) to one-hundred fourteen (114) due to adding four LCS class ships because planned decommissioning has been delayed which allowed time to install the system upgrade. [P3A - 3 / CW001 CHEMICAL WARFARE PROGRAM EMBD UPGRADE KIT]: CHEMICAL WARFARE PROGRAM EMBD UPGRADE KIT: The Enhanced Maritime Biological Detection (EMBD) kit is intended as a lifecycle replacement for the Joint Biological Point Detection System (JBPDS), and will include improved detection and identification capabilities. The equipment procurement is funded out of the Joint Service Chemical Biological Defense Program Budget. The inventory objective for shipboard installations is 114.
Justification
Justification — Chemical Warfare Detectors
The FY 2026 request for CBD includes $2,607 thousand of discretionary and $12 thousand of mandatory (reconciliation) for a total of $2,619 thousand. The mandatory funds [brief description of content funded by mandatory funds]. Further information for this reconciliation request is provided in Section 200010 (Readiness) of the Reconciliation Exhibit. FY 2026 discretionary funding is for installation of equipment including Fleet Modernization Program installations, installation of training equipment, installation of equipment in other shore facilities, and associated required new equipment training. Procurement of equipment is funded by the Joint Service CBDP. Costs can vary significantly, even within ship class, depending on installation location (East coast, West coast, overseas, etc.), if installation accomplished pier side or in a shipyard (i.e., availability type during which installation actually occurs), ship as built and as found conditions, and installation growth work (i.e., unplanned/unexpected work) driven by as found conditions. The FY 2026 request was reduced by $.661 million for Advisory and Assistance Services to promote efficiencies and advance the policies of the Administration in alignment with Executive Order 14222, "Implementing the President's Department of Government Efficiency Cost Efficiency Initiative."
