Description
Description — Underwater EOD Equipment
Underwater Explosive Ordnance Disposal (EOD) program supplies EOD and maritime expeditionary forces with the necessary allowance outfitting, and diving and diving-related equipment aligned to fulfill assigned missions that includes Expeditionary Mine Countermeasures (ExMCM), and other maritime expeditionary missions. Most equipment must have inherently low acoustic and magnetic signatures to support maritime operations in the vicinity of influence fired ordnance. This funding supports outfitting the Navy's only comprehensive capability that can conduct full spectrum detect-to-engage ExMCM missions. Specifically, the (EOD) program supports EOD units worldwide as well as Mobile Diving and Salvage Units (MDSUs) and Naval Construction Forces (NCF) across the globe. The nature of the missions assigned to EOD and MCM forces under OPNAVINST 3501.97, Required Operational Capabilities & Projected Operational Environments (ROC/POE), require an aggregated set of systems and equipment to perform the wide range of mine countermeasures, underwater detection, location, investigation, force protection, exploitation, and neutralization tasks that comprise the mission set. The requirements for the procurement of each of these system suites are articulated in OPNAV approved requirements documents in accordance with DoD Directive 5000.2, SECNAVINST 5000.2, and the JCIDS process as defined by CJSCINST 3170.01 and defined by the JROC approved ExMCM ICD.
Justification
Justification — Underwater EOD Equipment
The FY 2026 request was reduced by $0.374 million for civilian personnel to optimize the workforce in compliance with Executive Order 14210, "Implementing the President's Department of Government Efficiency Workforce Optimization Initiative." FY 2026 funding is required to continue procurement and fielding of Underwater EOD program systems and equipment to outfit ExMCM Companies, EOD Units, MDSUs, and NCFs with advanced sensors and hardware required to accomplish their OPNAV approved missions. This equipment will allow warfighters to detect, locate, neutralize, and render safe unexploded ordnance including improvised explosive devices; conduct expeditionary salvage; and underwater construction missions. FY 2026 funding continues procurement of Maritime Expeditionary Standoff Response (MESR) Payload Kits and MESR Platforms. -CE 4.1.3 MK16 MOD 1 Product Improvement Program (PIP) also known as the MK16 MOD 3: OPNAV N957 direction to upgrade the fielded inventory of MK16 MOD 1 UBAs to MOD 3 UBAs and procure and upgrade additional UBAs as necessary to meet the inventory objective of 468. Inventory objective will be met by converting the existing fleet inventory of 357 MK16 MOD 1s to MK16 MOD 3s and procurement of 55 MK16 MOD 3 units FY 2026 and 56 units in FY 2027. An additional 52 spare conversion kits will also be procured. Additionally, this line enables production engineering and integrated logistics support needed for all ExMCM Companies, EOD Units, MDSUs, and NCFs. These systems provide the only ExMCM capability in the US Navy. If not properly outfitted, these EOD forces will not be able to detect, locate, neutralize, and render safe underwater ordnance, sea mines, and other explosive hazards, which will significantly degrade Fleet Maneuver against near peer adversaries. Specifically, this procures the next generation of Advanced Diver Integrated Sensors (STRIDENT), significantly increasing EOD diver capability to neutralize, destroy, or recover undersea mines. The below systems show an increase from FY25 to FY26 procurement quantities to meet validated Fleet inventory objectives, as outlined in approved buy plans. -CE 2.1.2 ADVANCED DIVER INTEGRATION SENSORS -CE 2.1.6 MESR PAYLOAD KITS Sensors -CE 2.1.7 MESR PAYLOAD KITS Kinetic Effects -CE 2.1.8 MESR PAYLOAD KITS C3 Modules -CE 2.1.9 MESR Platforms
